    A review of raptor and owl monitoring activity across Europe : its implications for capacity building towards pan-European monitoring

    ABSTRACT Capsule: A questionnaire identified 1196 raptor monitoring species schemes within 236 monitoring programmes across 37 countries. Aims: To assess the level of monitoring of status/trends of raptors across Europe, to produce a webbased inventory of activities. Methods: A questionnaire promoted by voluntary national coordinators assessed monitoring coverage, focusing on breeding populations. Results: One thousand one hundred and ninety-six species schemes (236 monitoring programmes; 90% active in 2012) were reported from 37 countries. Sixty per cent of schemes were of over 10 years duration and nine countries ran schemes of over 40 years duration. Nineteen species had at least one scheme in 10 or more countries, and 15 species had schemes that ran for over 10 years. Thirteen species had breeding monitoring schemes in over 50% of countries where they breed, including widespread species (e.g. Peregrine Falcon Falco peregrinus) and localized species (e.g. Rough-legged Buzzard Buteo lagopus). Lanner Falcon Falco biarmicus, Levant Sparrowhawk Accipiter brevipes and Booted Eagle Hieraaetus pennatus had the least representative coverage, and four rare species had no coverage. Coverage was more representative in north and west Europe than further south and east. Coverage was more representative for widespread species and those with more favourable conservation status. Conclusions: Large potential exists to enhance reporting on status/trends, ecotoxicology analyses and volunteer-based monitoring at the pan-European scale. National coordinators provide an ideal network to develop and disseminate best practice guidance across Europe.Peer reviewe

    The importance of population contextual data for large-scale biomonitoring using an apex predator: The Tawny Owl (Strix aluco)

    Top predators are often used as sentinel species in contaminant monitoring due to their exposure and vulnerability to persistent, bioaccumulative and, in some cases, biomagnificable contaminants. Some of their ecological traits can vary in space and time, and are known to influence the contamination levels and therefore information on ecological traits should be used as contextual data for correct interpretation of large-scale contaminant spatial patterns. These traits can explain spatiotemporal variation in contaminant exposure (traits such as diet and dispersal distances) or contaminant impacts (traits such as population trend and clutch size). The aim of our research was to review the spatial variation in selected contextual parameters in the Tawny Owl (Strix aluco), a species identified by the COST Action European Raptor Biomonitoring Facility as one of the most suitable candidates for pan-European biomonitoring. A considerable variation in availability of published and unpublished contextual data across Europe was found, with diet being the most extensively studied trait. We demonstrate that the Tawny Owl is a suitable biomonitor at local scale but also that taking spatial variation of other contextual data (e.g. diet) into account is necessary. We found spatial gaps in knowledge about the species ecology and biology in Southern Europe, along with gaps in certain population parameters (e.g. population trends) in several countries. Based on our findings, we proposed a minimal recommended scheme for monitoring of population contextual data as one of the first steps towards a pan-European monitoring scheme using the Tawny Owl

    A schematic sampling protocol for contaminant monitoring in raptors

    Birds of prey, owls and falcons are widely used as sentinel species in raptor biomonitoring programmes. A major current challenge is to facilitate large-scale biomonitoring by coordinating contaminant monitoring activities and by building capacity across countries. This requires sharing, dissemination and adoption of best practices addressed by the Networking Programme Research and Monitoring for and with Raptors in Europe (EURAPMON) and now being advanced by the ongoing international COST Action European Raptor Biomonitoring Facility. The present perspective introduces a schematic sampling protocol for contaminant monitoring in raptors. We provide guidance on sample collection with a view to increasing sampling capacity across countries, ensuring appropriate quality of samples and facilitating harmonization of procedures to maximize the reliability, comparability and interoperability of data. The here presented protocol can be used by professionals and volunteers as a standard guide to ensure harmonised sampling methods for contaminant monitoring in raptors

    A review of constraints and solutions for collecting raptor samples and contextual data for a European Raptor Biomonitoring Facility

    The COST Action ‘European Raptor Biomonitoring Facility’ (ERBFacility) aims to develop pan-European raptor biomonitoring in support of better chemicals management in Europe, using raptors as sentinel species. This presents a significant challenge involving a range of constraints that must be identified and addressed. The aims of this study were to: (1) carry out a comprehensive review of the constraints that may limit the gathering in the field of raptor samples and contextual data, and assess their relative importance across Europe; and (2) identify and discuss possible solutions to the key constraints that were identified. We applied a participatory approach to identify constraints and to discuss feasible solutions. Thirty-one constraints were identified, which were divided into four categories: legal, methodological, spatial coverage, and skills constraints. To assess the importance of the constraints and their possible solutions, we collected information through scientific workshops and by distributing a questionnaire to stakeholders in all the countries involved in ERBFacility. We obtained 74 answers to the questionnaire, from 24 of the 39 COST participating countries. The most important constraints identified were related to the collection of complex contextual data about sources of contamination, and the low number of existing raptor population national/regional monitoring schemes and ecological studies that could provide raptor samples. Legal constraints, such as permits to allow the collection of invasive samples, and skills constraints, such as the lack of expertise to practice necropsies, were also highlighted. Here, we present solutions for all the constraints identified, thus suggesting the feasibility of establishing a long-term European Raptor Sampling Programme as a key element of the planned European Raptor Biomonitoring Facility.This paper is based on work from COST Action European Raptor Biomonitoring Facility (COST Action CA16224) supported by COST (European Cooperation in Science and Technology), including a grant for a short-term scientific mission awarded to the lead author.     Emergence of a Novel Avian Pox Disease in British Tit Species

    Avian pox is a viral disease with a wide host range. In Great Britain, avian pox in birds of the Paridae family was first diagnosed in a great tit (Parus major) from south-east England in 2006. An increasing number of avian pox incidents in Paridae have been reported each year since, indicative of an emergent infection. Here, we utilise a database of opportunistic reports of garden bird mortality and morbidity to analyse spatial and temporal patterns of suspected avian pox throughout Great Britain, 2006–2010. Reports of affected Paridae (211 incidents) outnumbered reports in non-Paridae (91 incidents). The majority (90%) of Paridae incidents involved great tits. Paridae pox incidents were more likely to involve multiple individuals (77.3%) than were incidents in non-Paridae hosts (31.9%). Unlike the small wart-like lesions usually seen in non-Paridae with avian pox in Great Britain, lesions in Paridae were frequently large, often with an ulcerated surface and caseous core. Spatial analyses revealed strong clustering of suspected avian pox incidents involving Paridae hosts, but only weak, inconsistent clustering of incidents involving non-Paridae hosts. There was no spatial association between Paridae and non-Paridae incidents. We documented significant spatial spread of Paridae pox from an origin in south-east England; no spatial spread was evident for non-Paridae pox. For both host clades, there was an annual peak of reports in August/September. Sequencing of the avian poxvirus 4b core protein produced an identical viral sequence from each of 20 great tits tested from Great Britain. This sequence was identical to that from great tits from central Europe and Scandinavia. In contrast, sequence variation was evident amongst virus tested from 17 non-Paridae hosts of 5 species. Our findings show Paridae pox to be an emerging infectious disease in wild birds in Great Britain, apparently originating from viral incursion from central Europe or Scandinavia

    The role of natural science collections in the biomonitoring of environmental contaminants in apex predators in support of the EU's zero pollution ambition

    The chemical industry is the leading sector in the EU in terms of added value. However, contaminants pose a major threat and significant costs to the environment and human health. While EU legislation and international conventions aim to reduce this threat, regulators struggle to assess and manage chemical risks, given the vast number of substances involved and the lack of data on exposure and hazards. The European Green Deal sets a 'zero pollution ambition for a toxic free environment' by 2050 and the EU Chemicals Strategy calls for increased monitoring of chemicals in the environment. Monitoring of contaminants in biota can, inter alia: provide regulators with early warning of bioaccumulation problems with chemicals of emerging concern; trigger risk assessment of persistent, bioaccumulative and toxic substances; enable risk assessment of chemical mixtures in biota; enable risk assessment of mixtures; and enable assessment of the effectiveness of risk management measures and of chemicals regulations overall. A number of these purposes are to be addressed under the recently launched European Partnership for Risk Assessment of Chemicals (PARC). Apex predators are of particular value to biomonitoring. Securing sufficient data at European scale implies large-scale, long-term monitoring and a steady supply of large numbers of fresh apex predator tissue samples from across Europe. Natural science collections are very well-placed to supply these. Pan-European monitoring requires effective coordination among field organisations, collections and analytical laboratories for the flow of required specimens, processing and storage of specimens and tissue samples, contaminant analyses delivering pan-European data sets, and provision of specimen and population contextual data. Collections are well-placed to coordinate this. The COST Action European Raptor Biomonitoring Facility provides a well-developed model showing how this can work, integrating a European Raptor Biomonitoring Scheme, Specimen Bank and Sampling Programme. Simultaneously, the EU-funded LIFE APEX has demonstrated a range of regulatory applications using cutting-edge analytical techniques. PARC plans to make best use of such sampling and biomonitoring programmes. Collections are poised to play a critical role in supporting PARC objectives and thereby contribute to delivery of the EU's zero-pollution ambition.Non peer reviewe

    Impacts of piscivorous birds on salmonid populations and game fisheries in Scotland: a review

    The Scottish populations of salmonids are important both ecologically and economically. Game fisheries for Atlantic salmon, sea trout and brown trout are all highly acclaimed and generate substantial levels of income for Scotland, but many populations are in decline and efforts are being made to ensure the future sustainability of these species. These declines have led to a focus on the impact of piscivorous bird predation on fish populations. The purpose of this review was to assess the evidence for population-level impacts on salmonid populations, and/or economic impacts on Scottish game fisheries of predation by the four primary UK freshwater piscivorous bird species; cormorant Phalacrocorax carbo, goosander Mergus merganser, red-breasted merganser Mergus serrator and grey heron Ardea cinerea. There is evidence that these birds can, in some situations, remove large numbers of fish from stocked and natural fisheries. However, a lack of information on fish population levels, the numbers and species composition of feeding birds, and robust calculations of fish consumption has hampered the conversion of the results of the existing studies into useful quantitative measures of impact. As a consequence, few studies have demonstrated any reductions in numbers of breeding fish or fish productivity due to predation by piscivorous birds, or direct economic loss to fisheries in Scotland. We support a previous recommendation for a reiterative procedure of modelling, experimentation and remodelling to assess the impacts of piscivorous birds on fisheries. Wide-scale studies of the movements of piscivorous birds, their feeding locations in relation to river characteristics, and the factors that make fish particularly vulnerable to predation are seen as important areas for future research.Author name change: Catriona M.
