What lies beneath? The role of informal and hidden networks in the management of crises
Crisis management research traditionally focuses on the role of formal communication networks in the escalation and management of organisational crises. Here, we consider instead informal and unobservable networks. The paper explores how hidden informal exchanges can impact upon organisational decision-making and performance, particularly around inter-agency working, as knowledge distributed across organisations and shared between organisations is often shared through informal means and not captured effectively through the formal decision-making processes. Early warnings and weak signals about potential risks and crises are therefore often missed. We consider the implications of these dynamics in terms of crisis avoidance and crisis management

We study dense, disordered stacks of elastic macroscopic fibers. These stacks
often exhibit non-linear elasticity, due to the coupling between the applied
stress and the internal distribution of fiber contacts. We propose a
theoretical model for the compression modulus of such systems, and illustrate

The vulnerability of public spaces: challenges for UK hospitals under the 'new' terrorist threat
This article considers the challenges for hospitals in the United Kingdom that arise from the threats of mass-casualty terrorism. Whilst much has been written about the role of health care as a rescuer in terrorist attacks and other mass-casualty crises, little has been written about health care as a victim within a mass-emergency setting. Yet, health care is a key component of any nation's contingency planning and an erosion of its capabilities would have a significant impact on the generation of a wider crisis following a mass-casualty event. This article seeks to highlight the nature of the challenges facing elements of UK health care, with a focus on hospitals both as essential contingency responders under the United Kingdom's civil contingencies legislation and as potential victims of terrorism. It seeks to explore the potential gaps that exist between the task demands facing hospitals and the vulnerabilities that exist within them
The logic of tact:How decisions happen in situations of crisis
The mass-migration of refugees in the fall 2015 posed an immense humanitarian and logistical challenge: exhausted from their week-long journeys, refugees arrived in Vienna in need of care, shelter, food, medical aid, and onward transport. The refugee crisis was managed by an emerging polycentric and inter-sectoral collective of organizations. In this paper, we investigate how, during such a situation, leaders of these organizations made decisions in concert with each other and hence sustained the collective's capacity to act collectively. We ask: what was the logic of decision-making that orchestrated collective action during the crisis? In answering this question, we make the following contribution: departing from March's logics of consequences and appropriateness as well as Weick's work on sensemaking during crisis, we introduce an alternative logic that informed decision-making: the logic of tact. With this concept we (a) offer a better understanding of how managers make decisions under the condition of bounded rationality and the simultaneous transgression of their institutional identity in situations of crisis; and we (b) show that in decision-making under duress cognition is neither ahead of action, nor is action ahead of cognition; rather, tact explicates the rapid switching between cognition and action, orchestrating decision-making through this interplay
Schottky mass measurements of heavy neutron-rich nuclides in the element range 70\leZ \le79 at the ESR
Storage-ring mass spectrometry was applied to neutron-rich Au
projectile fragments. Masses of Lu, Hf, Ta,
W, and Re nuclei were measured for the first time. The
uncertainty of previously known masses of W and Os nuclei
was improved. Observed irregularities on the smooth two-neutron separation
energies for Hf and W isotopes are linked to the collectivity phenomena in the

Individual leader to interdependent leadership: A case study in leadership development and tripartite evaluation

Copyright @ 2013 Sage Publications.The Problem - In this case study we see a move away from orthodox views of school leadership as “headship” to a more contemporary model of educational leadership wherein we note a departure from functional, curricula-based school leadership toward more human resource development (HRD) approaches. The aim of this study was to consider the effectiveness of an educational development program for middle leaders within an educational establishment.
The Solution - We examined the impact of a bespoke higher education leadership development intervention in Leadership (and Change) on the formation and cohesiveness of a newly formed innovative leadership structure.
The Stakeholders - The leadership development intervention was designed through a tripartite collaboration including a university, senior school leaders, and staff. The intervention was designed to shift leadership from individual leader agency to interdependent human leadership agency. Through tripartite evaluation we uncover leadership development praxis that transcends the boundaries of conventional educational leadership and reemphasizes the benefits of bridging the academic/practitioner divide and the application of theory to praxis
Isotopic Dependence of the Nuclear Caloric Curve
The A/Z dependence of projectile fragmentation at relativistic energies has
been studied with the ALADIN forward spectrometer at SIS. A stable beam of
124Sn and radioactive beams of 124La and 107Sn at 600 MeV per nucleon have been
used in order to explore a wide range of isotopic compositions. Chemical
freeze-out temperatures are found to be nearly invariant with respect to the
A/Z of the produced spectator sources, consistent with predictions for expanded
systems. Small Coulomb effects (\Delta T \approx 0.6 MeV) appear for residue
