The Colombian Banking Sector: Analysis from Relative Efficiency
The banking sector is that sector of the modern economy that is primarily called upon to play the important role of intermediation between the surplus agents and the deficit agents. Based on this fact, this research presents and analyzes the behavior of banks in Colombia since 2002 and up to 2016 (15 years) through the application of data envelopment analysis, a nonparametric methodology of advanced linear programming, which generates a single efficiency indicator for each unit studied in each period, optimizing multiple resources (inputs) and multiple products (outputs). One aspect of the results shows that for the year 2014, 71% of the banks were efficient, this being the highest result within the period studied

La buena utilización de los conceptos básico de manejo de salud en un sector golpeado por la crisis económica y/o administración de buenos recursos hace que cobre importancia las pólizas y/o complementos para el sistema de Salud en un País como Colombia que está adoptando una cultura de seguros frente a un País como Argentina que tiene claro la finalidad de un sector de salud importante para sus ciudadanos y que recobra por más complejo que parezca la relación entre la vida y el estado
Políticas públicas focalizadas en sectores marginados : el caso del municipio de la provincia de San Luis, Capital, República Argentina
El municipio constituye una instancia de poder formal próxima a la ciudadanía y una herramienta puest a a su servicio. Sus valores se orientan a satisfacer las necesidades de la comunidad local y asegurar su participación en el progreso económico, social y cultural, generando e implementando acciones específicas que resuelvan problemáticas generales o particulares, o que favorezcan las condiciones para que otras entidades puedan hacerlo.
En este trabajo se analizan las políticas públicas del municipio capitalino de la provincia de San Luis, República Argentina, desarrolladas durante los años 2014-2015, que focalizan en sectores sociales en condiciones de pobreza y en derechos humanos y políticos.
Para ello, se inicia con una breve introducción, seguida de una descripción del concepto de política pública, sus características y etapas de realización. Posteriormente se define la metodología, los alcances sociales de las políticas planteadas desde la visión ciudadana y municipal y se establecen las primeras aproximaciones.Fil: Ponce, Viviana.

Dialect formation in fragmented populations of the endangered North Island kokako (Callaeas wilsoni)
The role of behavioural ecology in the conservation of species and biodiversity remains poorly understood. Observational and experimental studies of bird song, using a biogeographic approach, provide an opportunity to address this issue. Here I test hypotheses on the emergence and divergence of song cultures related to historical as well as more recent population fragmentation events. The North Island kōkako (Callaeas wilsoni) is a duetting songbird endemic to New Zealand that was once widespread but, due to habitat loss and introduced predators, has become endangered. These birds are sedentary and monogamous with poor flying abilities. Therefore, all of the c. 1500 surviving individuals are marooned in 13 scattered surviving populations and 11 translocated populations. The historical fragmentation of populations, the kōkako’s territorial nature and capacity to learn songs, and the establishment of new populations through translocation make this species a good candidate for studies on the emergence of song cultures, social divergence and landscape effects on conservation from a behavioural perspective.
Song sharing and comparisons of acoustic characteristics were used to reconstruct associations of song traditions and acoustic traits at both macrogeographic and microgeographic levels in the six largest surviving populations of kōkako (Chapter 2 and 3). Distinct song cultures or dialects were discovered in all populations examined. However, patterns of vocal similarity observed were not correlated with historical fragmentation patterns or linear geographical distance (Chapter 2). Instead, rapid vocal drift following fragmentation and isolation as well as founder effects linked to population contraction may explain current macrogeographic song variation (Chapter 3). Nevertheless, a fragmentation effect on song similarity, generating song repertoire divergence, was observed at a microgeographic scale within discontinuous populations (Chapter 2). In addition, juvenile dispersal across portions of tenuously connected habitat, which have strikingly different song cultures, suggests that kōkako learn songs after dispersal (Chapter 2). Post-dispersal learning may explain the lack of consistency between dialect membership and genetic relatedness among surviving populations. Dialect formation may occur as different cultural trajectories are forged by fragmentation and isolation; subsequent song convergence may then occur due to social selection or chance events.
The effects of population size on song attributes, repertoires and sharing, vocal versatility and syntactical structure were examined within the six largest natural populations, as well as two translocated populations of kōkako (Chapter 3). Repertoire size, song diversity and the predictability of syntactical structure were positively correlated with population size. Song traditions and the rate of cultural evolution may depend on social interaction and population size, as the neutral model of song microevolution predicts. Smaller populations of kōkako, with reduced social stability under relaxed selection pressures, may resemble small colonizing groups undergoing founder effects and vocal drift leading to loose syntax, consistent with the ‘withdrawal of learning’ hypothesis. Furthermore, social modulation of vocal behaviour and song traditions are discussed in the context of reproductive success and adaptation to differing social conditions as in the case of translocation events (Chapter 3).
Recently isolated translocated populations exhibit remarkable acoustic divergence and reduced song sharing with the corresponding source population (Chapter 4). Translocated populations showed relatively low song diversity and increased song sharing as well as acoustically distinct song features. To investigate how meaningful this vocal divergence was for individuals in source and translocated populations, a reciprocal playback experiment was performed to examine vocal and approach responses to simulated local and non-local intruders. Responses to simulated intruders differed among populations but there was little evidence of discrimination based on stimulus type. The degree of song divergence (i.e., repertoire and acoustic features) and vocal response to playback relative to the source population was greater in an older translocated population than a more recently translocated population (Chapter 4). Consistent with the consequences of founder effects and vocal drift, these results demonstrate that kōkako populations vocally diverge in isolation following the establishment of a population with a vocal subset and subsequently a different cultural trajectory (in accordance with the ‘withdrawal of learning’ hypothesis). Cultural erosion in small translocated populations may affect their viability as reduced vocal virtuosity can be associated with a reduced capacity for territory defense and mate attraction, and consequently low reproductive success. Song divergence can ultimately have important implications for our understanding of the evolution of animal societies and our ability to conserve animal populations

La presente investigación estudia este fenómeno y revela sus causas internas y externas. Para tal fin, se realizó una encuesta a 234 jóvenes bogotanos que estaban en últimos semestres de comunicación social y periodismo, durante el período académico 2011-2, de las Universidades Externado de Colombia, Pontificia Universidad Javeriana, Politécnico Grancolombiano, Jorge Tadeo Lozano, Santo Tomás y La Sabana. El presupuesto como herramienta de administración en la Ilustre Municipalidad de Cuenca período 2009-2010
Nuestro tema denominado El Presupuesto como Herramienta de Administración en la Ilustre Municipalidad de Cuenca en el período 2009-2010 busca dar ideas claras sobre la aplicación práctica de las disposiciones legales aplicables al manejo de los recursos en el Sector Público, además de mostrar los aciertos y omisiones que se ejecutan en la aplicación de dichas normas dentro del Municipio de Cuenca. Es así que se desarrolla de manera individual cada una de las etapas que se involucran en el ciclo presupuestario según la Ley Orgánica de Régimen Municipal, que fue la norma vigente en los períodos analizados. Dentro del capítulo I se realiza una descripción del Municipio de Cuenca; en el Capítulo II se inicia con un marco teórico que constituye la base de los capítulos precedentes. En el capítulo III se aborda la Programación Presupuestaria; hasta culminar con la verificación del cumplimiento de los plazos establecidos en la Ley para la presentación del proyecto de presupuesto y su posterior aprobación por parte del Concejo Cantonal. Posteriormente, se analiza los procesos que se siguen para la ejecución de ingresos y gastos, parámetros que son considerados en el Capítulo IV Ejecución Presupuestaria. Finalmente en el Capítulo V, se cumple con el cierre y liquidación del ciclo presupuestario, la cual habla de la Evaluación, en donde identificaremos las desviaciones que se presentaron, lo cual nos permitirá dar conclusiones y recomendaciones a los niveles de cumplimiento, que se verán con mayor detalle en el Capítulo VI Conclusiones y RecomendacionesContadora Pública AuditoraCuenc
LOS ANILLOS TURÍSTICOS COMO FACTOR GENERADOR DE TURISMO EN LOS MUNICIPIOS DE BOYACÁ
Tourism is recognized as an economic activity impact on the regions for their rapid development and economic growth, such as appropriate the development of this activity change perspectives on the management of natural resources, transforming the paradigms regarding the use resource and cultural aspects. (National Council for Economic and Social Policy, 2005).In the Department of Boyacá with the purpose of promoting tourism in the region, taking advantage of natural resources, geographic position and cultural aspects that owns the provincial government boost a project called “The Tour Boyacá Rings” as stated in the plan departmental development, “Boyacá is the duty of all” 2004- 2007. This research aims to establish how far these rings have enabled the development of tourism in each of the municipalities of Boyacá included in them and what impact it has had on the people of the region; because it shows that many municipalities have been little visited by tourists and is therefore important to determine the shortcomings that have prevented the projected impact.El turismo se reconoce como una actividad económica de impacto para las regiones por su rápida evolución y crecimiento económico, en cuanto estas se apropian del desarrollo de esta actividad cambian las perspectivas frente a la administración de los recursos naturales, transformando los paradigmas con respecto al aprovechamiento de los recursos y los aspectos culturales. La responsabilidad objetiva como criterio de valoración en los procesos de reparación directa por privación injusta de la libertad
Theoretical concepts and jurisprudential antecedents of the Patrimonial Responsibility of the State for the Unjust Deprivation of Liberty were studied, emphasizing their regimes and titles of attribution. This article seeks to demonstrate that it is not possible to establish as the sole criterion of assessment the objective regime, since the preventive detentions that originate these demands for direct reparation, originate in criminal investigations with individual characteristics that do not allow to generalize their consequences. In conclusion, it is not possible to establish such liability,only on the grounds of the breakdown of public charges, but it is necessary to carry out a more indepth analysis of the circumstances that gave rise to these claims, based on the presuppositions of the subjective regime.Se estudiaron los conceptos teóricos y los antecedentes jurisprudenciales de la Responsabilidad Patrimonial del Estado por Privación Injusta de la Libertad, haciendo énfasis en sus regímenes y títulos de imputación. Este artículo busca demostrar que no es posible establecer como único criterio de valoración el régimen objetivo, toda vez que las detenciones preventivas que originan estas demandas de reparación directa, se originan en investigaciones penales con características individuales que no permiten generalizar sus consecuencias. En conclusión, no es posible establecer dicha responsabilidad, solo bajo el argumento del rompimiento de las cargas públicas, sino que resulta necesario realizar un análisis más a fondo sobre las circunstancias que originaron dichas reclamaciones, a partir de los presupuestos del régimen subjetivo
Síndrome de Edwards
En el presente trabajo se trata el estudio sobre Síndrome de Edwards, con la presentación de un caso clínico en el hospital IESS Latacunga, madre multípara de 32 años de edad, nacida y residente en Latacunga, que cursa embarazo aparentemente sin complicación alguna, y sin ningún reporte acerca de la patología de RN. Paciente femenino RN producto de segunda gesta quien nace en clínica particular por cesárea anterior + pelviano + riego de compromiso del bienestar fetal, líquido amniótico claro con grumos, sin esfuerzo respiratorio por lo que requiere estimulación, aspiración de secreciones, oxígeno a presión positiva con lo que responde aproximadamente a los 3 minutos de vida, con Apgar 6-9. Es transferida aproximadamente a las 4 horas de vida a esta casa de salud con diagnóstico de RN con síndrome de dificultad respiratoria, síndrome mal formativo para investigar posible síndrome, ingresa con apoyo de oxígeno por cánula nasal. Se utilizó como fuentes de información artículos y presentaciones de casos clínicos con dicha patología, en Revistas Médicas Pediátricas Bolivianas, Chilenas, Calameo, Anales de Medicina, además de información recopilada en libros como Thompson, Robinson. Dejando en claro que si bien no existe tratamiento que evite dicha patología, se toma en cuenta pruebas invasivas y no invasivas para llegar al diagnóstico precoz de este síndrome, con tendencia en la mayoría de los casos en mujeres, tomando en cuenta como factor de riesgo la edad materna.In the present work it is a study on Edwards Syndrome, with the presentation of a clinical case in the IESS Latacunga hospital, 32-year-old mother, born and residing in Latacunga, who is pregnant apparently without any complications and without no report about the pathology of RN. Female patient RN second-generation product who is born in a particular clinic for previous caesarean + pelvic risk of compromising fetal well-being, clear amniotic fluid with lumps, without respiratory effort so it requires stimulation, aspiration of secretions, positive pressure oxygen with that responds approximately to 3 minutes of life, with Apgar 6-9. It is transferred approximately to the 4 hours of life to this house of health with a diagnosis of RN with respiratory distress syndrome, poor formation syndrome to investigate possible syndrome, enter with support of oxygen by nasal cannula. It was used as sources of information, articles and representations of clinical cases with this pathology, in Medical Journal Pediatricas Bolivianas, Chilenas, Calameo, Annals of Medicine, in addition to information compiled in books like Thompson, Robbins. Making clear that although there is no treatment to avoid this pathology, it takes into account invasive and non-invasive tests to reach the early diagnosis of this syndrome, with a tendency in most cases in women, taking into account as a risk factor the maternal age
