    Strategic Linkage Model Between Universidad Popular De La Chontalpa and Municipal Governments in The State of Tabasco, Mexico

    Hablar de la efectividad de la vinculaci贸n entre las universidades y los gobiernos municipales en el Estado de Tabasco, M茅xico, que les permita trabajar coordinadamente en proyectos de planeaci贸n y gesti贸n estrat茅gicos para favorecer el desarrollo integral de los municipios de la entidad, es tocar a fondo una problem谩tica real y de gran impacto para la sociedad en su conjunto. En este contexto, la presente investigaci贸n tiene como objetivo articular un modelo de vinculaci贸n estrat茅gico universitario con la administraci贸n p煤blica de los gobiernos municipales, bajo un enfoque interdisciplinar orientado a la responsabilidad social y la sustentabilidad. En cuanto al procedimiento, t茅cnicas o herramientas que se usaron para llevar a cabo el desarrollo de la investigaci贸n, se aplic贸 una metodolog铆a descriptiva, anal铆tica y trabajo de campo. La unidad de an谩lisis fue la Universidad Popular de la Chontalpa y se recopil贸 la informaci贸n con una muestra representada por cuatro municipios en el estado de Tabasco. Las variables que se midieron en el instrumento corresponden a Responsabilidad Social, Desarrollo Sustentable, Gobernanza y Entorno Social, con sus diferentes indicadores. Entre algunos de los resultados, se evidenci贸: 1) La d茅bil arquitectura institucional en el 谩rea de la vinculaci贸n universitaria con los gobiernos municipales, 2) La falta de participaci贸n de docentes y alumnos en el desarrollo de proyectos de investigaci贸n cient铆fica y aplicada, impartici贸n de cursos de capacitaci贸n al sector p煤blico y consultor铆a gubernamental, 3) El poco compromiso y liderazgo ejercido por la autoridad universitaria responsable de la vinculaci贸n. Lo anterior nos lleva a interpretar la necesidad de un mayor enlace entre las universidades y los gobiernos municipales; por lo que derivado de los resultados de la investigaci贸n realizada, se proponen lineamientos estrat茅gicos que coadyuven a fortalecer alianzas duraderas con el sector gubernamental y realizar una sistematizaci贸n de las acciones de vinculaci贸n con las administraciones p煤blicas municipales, para un impacto positivo en el desarrollo sustentable de la sociedad tabasque帽a.To talk about the effectiveness of the link between universities and municipal governments in the State of Tabasco, Mexico, which allows them to work in coordination on strategic planning and management projects to favor the integral development of the municipalities of the entity, is to touch deeply on a real problem of great impact for society as a whole.  In this context, this research aims to articulate a model of strategic university linkage with the public administration of municipal governments, under an interdisciplinary approach oriented to social responsibility and sustainability. Regarding the procedure, techniques or tools used to carry out the development of the research, a descriptive, analytical methodology and fieldwork were applied. The unit of analysis was the Universidad Popular de la Chontalpa and the information was collected with a sample represented by four municipalities in the state of Tabasco. The variables measured in the instrument correspond to Social Responsibility, Sustainable Development, Governance and Social Environment, with their different indicators. Among some of the results, the following were evidenced: 1) The weak institutional architecture in the area of university liaison with municipal governments, 2) The lack of participation of professors and students in the development of scientific and applied research projects, the provision of training courses to the public sector and government consultancy, 3) The lack of commitment and leadership exercised by the university authority responsible for liaison. This leads us to interpret the need for greater liaison between universities and municipal governments; Therefore, derived from the results of the research carried out, strategic guidelines are proposed that contribute to strengthening lasting alliances with the government sector and carry out a systematization of the actions of linkage with the municipal public administrations, for a positive impact on the sustainable development of Tabasco society

    AGENDA 2030 PARA EL DESARROLLO SOSTENIBLE MUNICIPAL: UN AN脕LISIS REGIONAL EN EL ESTADO DE TABASCO

    El desarrollo sustentable (DS) es una preocupaci贸n a nivel internacional. M茅xico ha impulsado una estrategia para la planificaci贸n del DS con la Agenda 2030, inspirada en la A21 de la ONU. El conocimiento sobre esos esquemas de planificaci贸n es limitado. El objetivo de la investigaci贸n es evaluar la idoneidad del Plan de Desarrollo Municipal (PDM) como un instrumento de planificaci贸n estrat茅gica que fortalece capacidades institucionales y permite contribuir a la mejora de la gesti贸n municipal para impulsar el desarrollo sostenible desde la esfera local. Se plantearon dos abordajes: por una parte, proponer una metodolog铆a de evaluaci贸n de los esquemas de planeaci贸n municipal y su conjunto de indicadores; por otra parte, dise帽ar una arquitectura institucional para la adopci贸n e implementaci贸n de los ODS y la Agenda 2030 a nivel municipal. El enfoque metodol贸gico aplicado fue la investigaci贸n evaluativa de pol铆ticas. La evaluaci贸n regional integr贸 informaci贸n con un estudio de caso m煤ltiple. El m茅todo de investigaci贸n fue cualitativo con t茅cnicas aplicadas que incluyeron entrevistas para conocer la percepci贸n de los l铆deres sociales respecto al desarrollo sustentable municipal y cuantitativo con un an谩lisis de documentaci贸n para evaluar los planes de desarrollo municipal, mecanismos pol铆ticos y arreglos institucionales formulados por los gobiernos municipales de C谩rdenas, Cunduac谩n, Huimanguillo, Nacajuca y Para铆so. Los resultados de la investigaci贸n revelaron: 1) El Plan Municipal de Desarrollo elaborado sin un marco de evaluaci贸n es un instrumento insuficiente para conducir al municipio hacia el DS 2) La arquitectura institucional municipal es d茅bil influyendo en la elaboraci贸n de pol铆ticas p煤blicas municipales con cobertura limitada para impulsar las dimensiones de la sustentabilidad 3) Los temas m谩s influyentes para elaborar PDM son gesti贸n de recursos, coordinaci贸n intergubernamental y vinculaci贸n interinstitucional. Como conclusi贸n, el Plan de Desarrollo Municipal como instrumento para impulsar el DS es un pilar indiscutible pero su contribuci贸n ha sido insuficiente para lograr un impacto sustancial hacia el DS. Se requiere fortalecer redes acad茅micas para mejorar pol铆ticas p煤blicas municipales y desarrollar una agenda municipal estrat茅gica con un sistema de monitoreo y evaluaci贸n peri贸dica (Observatorio Municipal Sustentable), para alcanzar los Objetivos de Desarrollo Sostenible de la Agenda 2030

    Exploring APOE genotype effects on Alzheimer's disease risk and amyloid 尾 burden in individuals with subjective cognitive decline: The FundacioACE Healthy Brain Initiative (FACEHBI) study baseline results

    Introduction: Subjective cognitive decline (SCD) has been proposed as a potential preclinical stage of Alzheimer's disease (AD). Nevertheless, the genetic and biomarker profiles of SCD individuals remain mostly unexplored. Methods: We evaluated apolipoprotein E (APOE) 蔚4's effect in the risk of presenting SCD, using the Fundacio ACE Healthy Brain Initiative (FACEHBI) SCD cohort and Spanish controls, and performed a meta-analysis addressing the same question. We assessed the relationship between APOE dosage and brain amyloid burden in the FACEHBI SCD and Alzheimer's Disease Neuroimaging Initiative cohorts. Results: Analysis of the FACEHBI cohort and the meta-analysis demonstrated SCD individuals presented higher allelic frequencies of APOE 蔚4 with respect to controls. APOE dosage explained 9% (FACEHBI cohort) and 11% (FACEHBI and Alzheimer's Disease Neuroimaging Initiative cohorts) of the variance of cerebral amyloid levels. Discussion: The FACEHBI sample presents APOE 蔚4 enrichment, suggesting that a pool of AD patients is nested in our sample. Cerebral amyloid levels are partially explained by the APOE allele dosage, suggesting that other genetic or epigenetic factors are involved in this AD endophenotype

    Smartphone Addiction and Cybercrime Victimization in the Context of Lifestyles Routine Activities and Self-Control Theories: The User鈥檚 Dual Vulnerability Model of Cybercrime Victimization

    (1) Background: This paper combines lifestyle-routine activities (L-RAT) and self-control (SCT) theories along with the literature on smartphone addiction in a joint model that addresses the multiple vulnerabilities that make the smartphone user a potential victim of cybercrime. This model, which we call the dual vulnerability model of cybercrime victimization, was subjected to empirical testing on a nationally representative sample of smartphone users. (2) Methods: Data from 2837 participants from a nationally representative sample of Spanish smartphone users were modeled using Mplus causal modeling software. (3) Results: The results of the study confirm the predictions of L-RAT and SCT in explaining cybercrime victimization (higher cybercrime victimization under conditions of high exposure, proximity, and suitability, relative absence of capable guardian, and low self-control). A significant effect of smartphone addiction on cybercrime victimization was also observed above and beyond L-RAT and SCT predictors. (4) Conclusions: The potential victim of cybercrime presents a double vulnerability, on the one hand, those identified by criminological theories such as L-RAT and SCT, and on the other hand, those derived from the deregulated-addicted use of the Internet access device (smartphone in our work)

    Little scholarly attention has been paid to the analysis of the history of intimate partner violence (IPV) against women with different male partners and how it could be related to levels of IPV with the current male partner. From this point of view, been a victim of IPV could increase the vulnerability of women and, therefore, exert a negative influence on the selection of partners over time, thus increasing the odds of potentially mating with abusive male partners. Alternatively, for some women victims of IPV in previous relationships, there may be additional resources that reduce their vulnerability to victimization by new partners

    Radiation Hardening of LED Luminaires for Accelerator Tunnels

    This paper summarises progress made towards the radiation hardening of LED emergency luminaires for evacuation and emergency response within the underground areas of the CERN accelerator complex. The objective has been to radiation harden existing Commercial Off-The-Shelf (COTS) emergency luminaires to maximise lighting performance, without compromising IEC 60598-2-22 compliance. A systems level approach has been adopted, leading to the development of a diode bridge based AC/DC power converter. Modified COTS luminaires including this converter design have been irradiated (to 100 kGy TID using a Cobalt-60 source), with results of a subsequent photometric analysis presented. Following encouraging tests results, a reference design for the power converter has been released under the CERN Open Hardware License to encourage manufacturer adoption. The paper concludes with areas of interest for future research in further improving the radiation hardness of LED emergency lighting for accelerators with detailed studies at the component level for high power white LED devices and associated optical components
