Moving Objects Tracking in Distributed Maritime Observation Systems
This paper considers the processes of target tracking complicated by big data gaps in complex media such as Distributed Maritime Observation System (DMOS). The main purpose of DMOS is to support the favorable navigation conditions, monitoring, life-saving on the sea for different ships in harbors, maritime roads and open sea. DMOS can be considered as a heterogeneous distributed computer system, it includes different layers of services at different levels of abstraction: ship, harbor; regional and global levels. Such a framework is based on several satellite and maritime information systems that nowadays favor the integration of maritime data (e.g., AIS, ECDIS, OPTIMARE, GMDSS). Despite of the input data big volume the situations exist when gaps (e.g., time delays from minutes to hours) between target observations’ points are different. Well known algorithms of target tracking do not work properly in such situations. The proposed approach describes synthesis of analytical and simulation methods at tactical hypothesis development for the cases when suitable direct analytics is not applicable. Also, a joined artificial techniques’ scenario approach to tactical situation hypothesis development is proposed
Ultrasonic Surface Treatment of Titanium Alloys. The Submicrocrystalline State
The paper presents the results of the research on improvement of physical-and mechanical properties of titanium alloys VT1-0 and VT6 by modification of surfaces using ultrasonic treatment, and a comprehensive study of the microstructure and mechanical properties of modified surface layers. It has been established that exposure to ultrasonic treatment leads to formation in the surface layer of a structure with an average size of elements 50 x100 nm, depending on the brand of titanium alloy
The basic principles of the European state and dynamics of the political and legal development within the Russian Federation
The aim of the article is to identify the basic principles of European State and its approval within modern Russia, as well as the specifics of political and legal development of the latter. The methodological basis of research work used the dialectical, phenomenological analysis and synergetic methods to reveal the essence of the basic principles of a European state and the specificity of their adoption in contemporary Russia.
The study authors concluded that the implementation of the above principles in practice of political and legal development in Russia is associated with the activity of its civil society, in dialectical interaction with the state.peer-reviewe
Resonant phonon-magnon interactions in free-standing metal-ferromagnet multilayer structures
We analyze resonant magneto-elastic interactions between standing
perpendicular spin wave modes (exchange magnons) and longitudinal acoustic
phonon modes in free-standing hybrid metal-ferromagnet bilayer and trilayer
structures. Whereas the ferromagnetic layer acts as a magnetic cavity, all
metal layers control the frequencies and eigenmodes of acoustic vibrations. The
here proposed design allows for achieving and tuning the spectral and spatial
modes overlap between phonons and magnons that results in their strong resonant
interaction. Realistic simulations for gold-nickel multilayers show that
sweeping the external magnetic field should allow for observing resonantly
enhanced interactions between individual magnon and phonon modes in a broad
range of frequencies spanning from tens of GHz up to several hundreds of GHz,
which can be finely tuned through the multilayer design. Our results would
enable the systematic study and the deep understanding of resonantly enhanced
magneto-elastic coupling between individual phonon and magnon modes up to
frequencies of great contemporary fundamental and applied interest.Comment: 9 pages, 6 figure
Fractional Systems and Fractional Bogoliubov Hierarchy Equations
We consider the fractional generalizations of the phase volume, volume
element and Poisson brackets. These generalizations lead us to the fractional
analog of the phase space. We consider systems on this fractional phase space
and fractional analogs of the Hamilton equations. The fractional generalization
of the average value is suggested. The fractional analogs of the Bogoliubov
hierarchy equations are derived from the fractional Liouville equation. We
define the fractional reduced distribution functions. The fractional analog of
the Vlasov equation and the Debye radius are considered.Comment: 12 page
Problems of improving the means of legal regulation agro-industrial complex in the context of ensuring food security of the Russian Federation
Purpose: The purpose of current work is to study the problems of legal regulation of issues related to efficient and rational land use, the search for sources of capital accumulation to ensure sustainable agricultural production. Design/methodology/approach: The methodological basis of the research was formed by general scientific and private scientific methods. Findings: One of the main tasks of any state is to ensure food security, since it is an integral part of the country's national security. In Russia, this aspect of security remains an important area of government policy and lawmaking. At the same time, the depressive state of the industry indicates the low efficiency of the means of legal regulation of the agro-industrial complex. Originality/value: The factor of state structural policy in agriculture determines the main directions of development and institutional parameters of agricultural producers through legislative and financial policies. At the same time, law-making policy is an instrument for carrying out structural policy in agriculture, both at the federal and regional levels, since the state adopts laws that determine the further existence and development of various categories of farms
Ontologization of tools for modeling and synthesis technological process trajectories
The publication is devoted to the development of an ontological model of tools for intelligent modeling and synthesis of the trajectories of technological processes in electric power networks. Development includes two levels of modeling: the level of metaontology and the level of applied ontologies. At the upper level, the structure of the upper level is proposed and described. At the level of applied ontologies, the ontology of the “digital substation - distribution network” system and the structure for the ontology of tasks are detailed. The first is implemented and presented in the Protégé framework environment. The second is presented descriptively by the example of the task of minimizing energy losses at the level of a transformer substation with an illustration of a functional diagram of the technological chain of its solution. The findings of the work reflect the potential of using the proposed solution to prepare an integrated knowledge management system in the subject area
