Investigation into the limits of perturbation theory at low Q^2 using HERA deep inelastic scattering data

A phenomenological study of the final combined HERA data on inclusive deep inelastic scattering (DIS) has been performed. The data are presented and investigated for a kinematic range extending from values of the four-momentum transfer, $Q^2$, above 10$^4$ GeV$^2$ down to the lowest values observable at HERA of $Q^2$ = 0.045 GeV$^2$ and Bjorken $x$, $x_{\rm Bj}$ = 6 $\cdot$ 10$^{-7}$. The data are well described by fits based on perturbative quantum chromodynamics (QCD) using collinear factorisation and evolution of the parton densities encompassed in the DGLAP formalism from the highest $Q^2$ down to $Q^2$ of a few GeV$^2$. The Regge formalism can describe the data up to $Q^2 \approx$ 0.65 GeV$^2$. The complete data set can be described by a new fit using the ALLM parameterisation. The region between the Regge and the perturbative QCD regimes is of particular interest.Comment: 38 pages, 13 figure

The analysis of foreign and domestic scientific literature, scientific views on Internet communication in the system of public relations has been carried out in order to identify the current trends and perspectives of using social networks in the activity of the modern specialist in the field of PR; The practical experience of using social internet networks in the activity of the PR-specialist has been studied and summarized. Every year there is a steady growth of the Internet audience, along with an increase in the audience of social networks in Ukraine. Digital PR is one of the most effective, productive directions providing the maximum reach of the target audience. The role of public relations has shifted from content creation to an attempt to influence the content created by others. Social networking is an on-line service designed to establish users’ relationships. One of the great features of social Internet networks is that the content is formed by the users themselves. The rapid development of social networks which has created numerous new tools and channels, has brought new opportunities and new challenges for the work of all public relations specialists. The research emphasized that the role of social Internet networks as a necessary and effective additional tool for expanding the possibilities of bilateral interactive interaction between the organization and its public. For the first time, the question is raised about the opportunities for PR-professionals to gain trust by engaging the online community of social networks, while using the unprecedented level of transparency of the organization. The results of the investigation can be used for further study of the use of social networks in the practice of a specialist in public relations.Проанализирована суть понятий «социальные медиа», «социальные сети», «цифровой PR» в плоскости исследуемой проблемы. Diabetic encephalopathy

Department of Neurology and Neurosurgery, State Medical University of Lugansk, UkraineDiabetic encephalopathy is a heterogeneous clinical complex of syndromes in the development of which not only a hyperglycaemia and the metabolic changes related to it but also early cerebral atherosclerosis, arterial hypertension, diabetic autonomic neuropathy of heart and concomitant somatic pathology are involved. That is why the clinical description of this type of encephalopathy does not have specific markers and represents the traditional reaction of cerebral tissue to chronic hypo perfusion. The authors focus on some aspects of pathogeny, clinical data and diagnostics. The necessity of diagnostic research of functional activity of sensory, vestibular and visual analyzers, allowing defining the specification of the damage of the concrete areas of brain in chronic hyperglycemia is well proven. The accent is made on the expedience of the usage of neurovisualisation and the determination of the state of the cerebral hemodynamics to make the data about the pathomorphologic changes in cerebrum objective. Диабетическая энцефалопатия представляет собой гетерогенный клинический комплекс синдромов, в развитии которого принимают участие не только гипергликемия и связанные с ней метаболические изменения, но и ранний церебральный атеросклероз, артериальная гипертензия, диабетическая автономная невропатия сердца, сопутствующая соматическая патология. Именно поэтому клиническая характеристика данного вида энцефалопатии не имеет специфических маркеров и отображает традиционную реакцию мозговой ткани на хроническую гипоперфузию. Авторами уделено внимание некоторым аспектам патогенеза, клиники и диагностики. Доказана необходимость диагностического исследования функциональной активности сенсорных, вестибулярных и зрительных анализаторов, позволяющих определить избирательность поражения отдельных зон мозга при хронической гипергликемии. Сделан акцент на целесообразность использования нейровизуализации и определениe состояния мозговой гемодинамики для объективизации данных морфо-структурных изменений в головном мозге

ПРОБЛЕМИ НОРМАТИВНО-ПРАВОВИХ АКТІВ ЩОДО ЗАХИСТУ ПРАВ ЛІКАРІВ І ПАЦІЄНТІВ

It is marked that the problem of protecting the rights of doctors and patients studied not enough. It is emphasized that today in Ukraine remains an imbalance between the protection doctors' and patients' rights. In the market are quite common legal services to protect rights of patients and almost no protected rights of medical workers. At the same time it is emphasizes that the quality of care can be determined only by ensuring constant peer review process of providing, with this relevant criteria. In conclusion it is suggests that in terms of the goal of legislative regulation and application of the rules of legal technique, seems appropriate amendments to the Law of Ukraine «Bases of the legislation of Ukraine on health care», which would provide a comprehensive solution to the problem of patient and health care worker legal status determination.Отмечается, что проблемы защиты прав врачей и пациентов исследуются недостаточно. Подчеркивается, что сегодня в Украине сохраняется дисбаланс между защитой прав врача и пациента. На рынке услуг достаточно распространены юридические услуги по защите прав пациентов и почти не защищаются права медицинских работников. Одновременно акцентируется, что качество медицинской помощи возможно определить, только обеспечив постоянную экспертную оценку процесса ее предоставления, имея для этого соответствующие критерии. В заключение высказывается мнение, что с точки зрения достижения цели законодательного регулирования и применения правил юридической техники, уместным представляется внесение изменений в Закон Украины «Основы законодательства Украины о здравоохранении», которые бы обеспечили комплексное решение проблемы определения правового статуса пациента и медицинского работника.Зазначається, що проблеми захисту прав лікарів і пацієнтів досліджуються недостатньо. Підкреслюється, що сьогодні в Україні зберігається дисбаланс між захистом прав лікаря і пацієнта. На ринку послуг досить поширені юридичні послуги щодо захисту прав пацієнтів і майже зовсім не захищаються права медичних працівників. Одночасно акцентується, що якість медичної допомоги можливо визначити тільки забезпечивши постійну експертну оцінку процесу її надання, маючи для цього відповідні критерії. На закінчення висловлюється думка, що з погляду досягнення мети законодавчого регулювання і застосування правил юридичної техніки, доречним видається внесення змін до Закону України «Основи законодавства України про охорону здоров'я», які би забезпечили комплексне вирішення проблеми визначення правого статусу пацієнта і медичного працівника

Investigated the current state of the agricultural market of Ukraine, marks of production and exports. There were analyzed the place of the farms facilities inPoltavaregion in the production of agricultural products and the development of the industry. On the base of the farm "Mir" there was research of the level of innovative development company. The result of the research is to create a universal model for determining the level of investment attractiveness. This model can be used to make management decisions on the development and providing the innovations.Исследовано современное состояние сельскохозяйственного рынка Украины, в частности показателей производства и экспорта. Проанализированы место фермерских хозяйств Полтавской области в производстве сельхозпродукции и развитие отрасли. На базе фермерского хозяйства "Мир" проведено исследование уровня инновационного развития предприятия. Итогом исследования является создание универсальной модели определения уровня инвестиционной привлекательности. Эта модель может быть использована для принятия управленческого инвестиционного решения по разработке и внедрению инноваций.Досліджено сучасний стан сільськогосподарського ринку України, зокрема показників виробництва та експорту. Проаналізовано важливе місце фермерських господарств Полтавської області у виробництві сільгосппродукції та розвитку галузі. End-to-End Trainable Deep Active Contour Models for Automated Image Segmentation: Delineating Buildings in Aerial Imagery

The automated segmentation of buildings in remote sensing imagery is a challenging task that requires the accurate delineation of multiple building instances over typically large image areas. Manual methods are often laborious and current deep-learning-based approaches fail to delineate all building instances and do so with adequate accuracy. As a solution, we present Trainable Deep Active Contours (TDACs), an automatic image segmentation framework that intimately unites Convolutional Neural Networks (CNNs) and Active Contour Models (ACMs). The Eulerian energy functional of the ACM component includes per-pixel parameter maps that are predicted by the backbone CNN, which also initializes the ACM. Importantly, both the ACM and CNN components are fully implemented in TensorFlow and the entire TDAC architecture is end-to-end automatically differentiable and backpropagation trainable without user intervention. TDAC yields fast, accurate, and fully automatic simultaneous delineation of arbitrarily many buildings in the image. We validate the model on two publicly available aerial image datasets for building segmentation, and our results demonstrate that TDAC establishes a new state-of-the-art performance.Comment: Accepted to European Conference on Computer Vision (ECCV) 202

Assessment of physicians’ and senior medical students’ knowledge in treatment of patients with community-acquired pneumonia: Current results of the KNOCAP project
