    Working with the market : a new approach to reducing urban slums in India

    This paper examines the policy options for India as it seeks to improve living conditions of the poor on a large scale and reduce the population in slums. Addressing the problem requires first a diagnosis of the market at the city level and a recognition that government interventions, rather than thwarting the operations of the market, should seek to make it operate better. This can substantially reduce the subsidies required to assist low income households to attain decent living standards. The authors show that government programs that directly provide housing would cost, in conservative estimates, about of 20 to 30 percent of GDP, and cannot solve a problem on the scale of India's. Using two case studies, for Mumbai and Ahmedabad, the paper offers a critical examination of government policies that shape the real estate market and make formal housing unaffordable for a large part of the population. It illustrates how simple city level market diagnostics can be used to identify policy changes and design smaller assistance programs that can reach the poor. The linkage between chronic infrastructure backlogs and policies makes housing unnecessarily expensive. Increasing the carrying capacity of cities is essential for gaining acceptance of real estate policies suited to Indian cities.     Introduction : Établir un diagnostic mĂ©dical fiable requiert l identification de la maladie d un patient sur la base de l observation de ses signes et symptĂŽmes. Par ailleurs, les ontologies constituent un formalisme adĂ©quat et performant de reprĂ©sentation des connaissances biomĂ©dicales. Cependant, les ontologies classiques ne permettent pas de reprĂ©senter les connaissances liĂ©es au processus du diagnostic mĂ©dical : connaissances probabilistes et connaissances imprĂ©cises et vagues. MatĂ©riel et mĂ©thodes : Nous proposons des mĂ©thodes gĂ©nĂ©rales de reprĂ©sentation des connaissances afin de construire des ontologies adaptĂ©es au diagnostic mĂ©dical. Ces mĂ©thodes permettent de reprĂ©senter : (a) Les connaissances imprĂ©cises et vagues par la discrĂ©tisation des concepts (dĂ©finition de plusieurs catĂ©gories distinctes Ă  l aide de valeurs seuils ou en reprĂ©sentant les diffĂ©rentes modalitĂ©s possibles). (b) Les connaissances probabilistes (les sensibilitĂ©s et les spĂ©cificitĂ©s des signes pour les maladies, et les prĂ©valences des maladies pour une population donnĂ©e) par la rĂ©ification des relations ayant des aritĂ©s supĂ©rieures Ă  2. (c) Les signes absents par des relations et (d) les connaissances liĂ©es au processus du diagnostic mĂ©dical par des rĂšgles SWRL. Un moteur d infĂ©rences abductif et probabiliste a Ă©tĂ© conçu et dĂ©veloppĂ©. Ces mĂ©thodes ont Ă©tĂ© testĂ©es Ă  l aide de dossiers patients rĂ©els. RĂ©sultats : Ces mĂ©thodes ont Ă©tĂ© appliquĂ©es Ă  trois domaines (les maladies plasmocytaires, les urgences odontologiques et les lĂ©sions traumatiques du genou) pour lesquels des modĂšles ontologiques ont Ă©tĂ© Ă©laborĂ©s. L Ă©valuation a permis de mesurer un taux moyen de 89,34% de rĂ©sultats corrects. Discussion-Conclusion : Ces mĂ©thodes permettent d avoir un modĂšle unique utilisable dans le cadre des raisonnements abductif et probabiliste, contrairement aux modĂšles proposĂ©s par : (a) Fenz qui n intĂšgre que le mode de raisonnement probabiliste et (b) GarcĂ­a-crespo qui exprime les probabilitĂ©s hors du modĂšle ontologique. L utilisation d un tel systĂšme nĂ©cessitera au prĂ©alable son intĂ©gration dans le systĂšme d information hospitalier pour exploiter automatiquement les informations du dossier patient Ă©lectronique. Cette intĂ©gration pourrait ĂȘtre facilitĂ©e par l utilisation de l ontologie du systĂšme.Introduction: Making a reliable medical diagnosis requires the identification of the patient s disease based on the observation of signs. Moreover, ontologies provide an adequate and efficient formalism for medical knowledge representation. However, classical ontologies do not allow representing knowledge associated with medical reasoning such as probabilistic, imprecise, or vague knowledge. Material and methods: In the current work, general knowledge representation methods are proposed. They aim at building ontologies fitting to medical diagnosis. They allow to represent: (a) imprecise or vague knowledge by discretizing concepts (definition of several distinct categories thanks to threshold values or by representing the various possible modalities), (b) probabilistic knowledge (sensitivity, specificity and prevalence) by reification of relations of arity greater than 2, (c) absent signs by relations and (d) medical reasoning and reasoning on the absent signs by SWRL rules. An abductive reasoning engine and a probabilistic reasoning engine were designed and implemented. The methods were evaluated by use of real patient records. Results: These methods were applied to three domains (the plasma cell diseases, the dental emergencies and traumatic knee injuries) for which the ontological models were developed. The average rate of correct diagnosis was 89.34 %. Discussion-Conclusion: In contrast with other methods proposed by Fenz and GarcĂ­a-crespo, the proposed methods allow to have a unique model which can be used both for abductive and probabilistic reasoning. The use of such a system will require beforehand its integration in the hospital information system for the automatic exploitation of the electronic patient record.     Historic Light Curve and Long-term Optical Variation of BL Lacertae 2200+420

    In this paper, historical optical(UBVRI) data and newly observed data from the Yunnan Observatory of China(about100 years) are presented for BL Lacertae. Maximum variations in UBVRI: 5.12, 5.31, 4.73, 2.59, and 2.54 and color indices of U-B = -0.11 +/- 0.20, B-V= 1.0 +/- 0.11, V-R= 0.73 +/- 0.19, V-I= 1.42 +/- 0.25, R-I= 0.82 +/- 0.11, and B-I= 2.44 +/- 0.29 have been obtained from the literature; The Jurkevich method is used to investigate the existence of periods in the B band light curve, and a long-term period of 14 years is found. The 0.6 and 0.88 year periods reported by Webb et al.(1988) are confirmed.     A spectroscopic analysis of the chemically peculiar star HD207561

    In this paper we present a high-resolution spectroscopic analysis of the chemically peculiar star HD207561. During a survey programme to search for new roAp stars in the Northern hemisphere, Joshi et al. (2006) observed significant photometric variability on two consecutive nights in the year 2000. The amplitude spectra of the light curves obtained on these two nights showed oscillations with a frequency of 2.79 mHz [P~6-min]. However, subsequent follow-up observations could not confirm any rapid variability. In order to determine the spectroscopic nature of HD207561, high-resolution spectroscopic and spectro-polarimetric observations were carried out. A reasonable fit of the calculated Hbeta line profile to the observed one yields the effective temperature (Teff) and surface gravity (log g) as 7300 K and 3.7 dex, respectively. The derived projected rotational velocity (vsin i) for HD207561 is 74 km/sec indicative of a relatively fast rotator. The position of HD207561 in the H-R diagram implies that this is slightly evolved from the main-sequence and located well within the delta-Scuti instability strip. The abundance analysis indicates the star has slight under-abundances of Ca and Sc and mild over-abundances of iron-peak elements. The spectro-polarimetric study of HD207561 shows that the effective magnetic field is within the observational error of 100 gauss (G). The spectroscopic analysis revealed that the star has most of the characteristics similar to an Am star, rather than an Ap star, and that it lies in the delta-Scuti instability strip; hence roAp pulsations are not expected in HD207561, but low-overtone modes might be excited.Comment: 8 pages, 7 figures, 3 tables.     The Nainital-Cape Survey -- II:Report for pulsation in five chemically peculiar A-type stars and presentation of 140 null results

    To search photometric variability in chemically peculiar A type stars in the northern hemisphere. High-speed photometric observations of Ap and Am star candidates have been carried out from ARIES (Manora Peak, Nainital) using a three-channel fast photometer attached to the ARIES 104-cm Sampurnanand telescope. This paper presents three new variables: HD 113878, HD 118660 and HD 207561. During the time span of the survey (1999 December to 2004 January) pulsations of the ÎŽ\delta Sct type were also found for the two evolved Am stars HD 102480 and HD 98851, as reported in Joshi et al. (2002, 2003). Additionally, we present 140 null results of the survey for this time span. The star HD 113878 pulsates with a period of 2.31 hr, which is typical of ÎŽ\delta Sct stars. HD 118660 exhibits multi-periodic variability with a prominent period of nearly 1 hr. These periods need to be investigated and make HD 118660 a particularly interesting target for further observations. For HD 207561, a star classified as Am, a probable pulsation with a period of 6 min was found in the light curves obtained on two consecutive nights. Both HD 102480 and HD 98851 exhibit unusual alternating high and low amplitude maxima, with a period ratio of 2:1.     The Palomar Testbed Interferometer Calibrator Catalog

    The Palomar Testbed Interferometer (PTI) archive of observations between 1998 and 2005 is examined for objects appropriate for calibration of optical long-baseline interferometer observations - stars that are predictably point-like and single. Approximately 1,400 nights of data on 1,800 objects were examined for this investigation. We compare those observations to an intensively studied object that is a suitable calibrator, HD217014, and statistically compare each candidate calibrator to that object by computing both a Mahalanobis distance and a Principal Component Analysis. Our hypothesis is that the frequency distribution of visibility data associated with calibrator stars differs from non-calibrator stars such as binary stars. Spectroscopic binaries resolved by PTI, objects known to be unsuitable for calibrator use, are similarly tested to establish detection limits of this approach. From this investigation, we find more than 350 observed stars suitable for use as calibrators (with an additional ≈140\approx 140 being rejected), corresponding to ≳95\gtrsim 95% sky coverage for PTI. This approach is noteworthy in that it rigorously establishes calibration sources through a traceable, empirical methodology, leveraging the predictions of spectral energy distribution modeling but also verifying it with the rich body of PTI's on-sky observations.Comment: 100 pages, 7 figures, 7 tables; to appear in the May 2008ApJS, v176n

    WEBT multiwavelength monitoring and XMM-Newton observations of BL Lacertae in 2007-2008. Unveiling different emission components

    In 2007-2008 we carried out a new multiwavelength campaign of the Whole Earth Blazar Telescope (WEBT) on BL Lacertae, involving three pointings by the XMM-Newton satellite, to study its emission properties. The source was monitored in the optical-to-radio bands by 37 telescopes. The brightness level was relatively low. Some episodes of very fast variability were detected in the optical bands. The X-ray spectra are well fitted by a power law with photon index of about 2 and photoelectric absorption exceeding the Galactic value. However, when taking into account the presence of a molecular cloud on the line of sight, the data are best fitted by a double power law, implying a concave X-ray spectrum. The spectral energy distributions (SEDs) built with simultaneous radio-to-X-ray data at the epochs of the XMM-Newton observations suggest that the peak of the synchrotron emission lies in the near-IR band, and show a prominent UV excess, besides a slight soft-X-ray excess. A comparison with the SEDs corresponding to previous observations with X-ray satellites shows that the X-ray spectrum is extremely variable. We ascribe the UV excess to thermal emission from the accretion disc, and the other broad-band spectral features to the presence of two synchrotron components, with their related SSC emission. We fit the thermal emission with a black body law and the non-thermal components by means of a helical jet model. The fit indicates a disc temperature greater than 20000 K and a luminosity greater than 6 x 10^44 erg/s.Comment: 11 pages, 7 figures, accepted for publication in A&

    The effect of urban green spaces on house prices in Warsaw

    In the paper, we analysed the impact of proximity to urban green areas on apartment prices in Warsaw. The data-set contained in 43 075 geo-coded apartment transactions for the years 2010 to 2015. In this research, the hedonic method was used in Ordinary Least Squares (OLS), Weighted Least Squares (WLS) and Median Quantile Regression (Median QR) models. We found substantial evidence that proximity to an urban green area is positively linked with apartment prices. On an average presence of a green area within 100 meters from an apartment increases the price of a dwelling by 2,8% to 3,1%. The effect of park/forest proximity on house prices is more significant for newer apartments than those built before 1989. We found that proximity to a park or a forest is particularly important (and has a higher implicit price as a result) in the case of buildings constructed after 1989. The impact of an urban green was particularly high in the case of a post-transformation housing estate. Close vicinity (less than 100 m distance) to an urban green increased the sales prices of apartments in new residential buildings by 8,0–8,6%, depending on a model

    Optical Imaging of Nova Shells and the Maximum Magnitude-Rate of Decline Relationship

    An optical imaging study of recent 30 novae has been undertaken using both ground-based and space-based observations. Resolved shells have been detected around 9 objects in the ground-based data, while another four objects have shells detected by HST observations; for RW UMi, we fail to detect a shell which was observed five years earlier. Images in H-alpha, and when appropriate [O III], are shown, and finding charts for novae without shells are given if no published chart is available. Expansion parallaxes for all systems with shells are derived, and absolute magnitudes for a total of 28 objects are presented, along with a discussion of the maximum magnitude-rate of decline relation. We find that separate linear fits for fast and slow novae may be a better representation of the data than a single, global fit. At minimum, most novae have similar magnitudes as those of dwarf novae at maximum and novalike stars.Comment: 39 pages, 5 ps-figures, 13 jpg-figures.
