    A system of connection of the Videoton-340 text display to the standard ES-7070 unit, for use as an operator console, partially replacing and supplementing the ES-7070 electric typewriter, is described. The interactions, including the specific instructions, among the Videoton-340, the Consul-260.1 electric typewriter and the ES-7070, which is the means of user access to the unified system of computers, are presented. Users at the Institute of Space Research note the reliability, high information output rate, noiselessness and convenience of the keyboard of the system

    Peculiarities of financial provision for the implementation of state programs with scientific and technical components

    Based on the analysis of the powers of the Russian Federation and its subjects in the scientific and technical sphere, the article shows that despite the constitutional consolidation of the sphere of science as joint powers of the regions and the federal center, in fact, in most cases, the development of science is exclusively the task of the Russian Federation. Therefore, the expenditures of the federal budget determine the direction of financing and development of science. The paper analyzes both the dynamics of the main parameters of financing within the program budget and the first major results obtained under the new conditions in 2013-2016. It is shown that the efficiency of expenditures on science has significantly increased. However, a separate analysis is required both for the quality of the obtained scientific results and the results of institutional reforms in the sector of research and development.peer-reviewe

    Dipole nanolaser

    A "dipole" laser is proposed consisting of a nanoparticle and a two-level system with population inversion. If the threshold conditions are fulfilled, the dipole interaction between the two-level system and the nanoparticle leads to coherent oscillations in the polarization of the particles, even in the absence of an external electromagnetic field. The emitted radiation has a dipolar distribution. It does not need an optical cavity, and has a very small volume, 0.1 mu m(3), which can be important for applications in microelectronics.     Dephasing times in quantum dots due to elastic LO phonon-carrier collisions

    Interpretation of experiments on quantum dot (QD) lasers presents a challenge: the phonon bottleneck, which should strongly suppress relaxation and dephasing of the discrete energy states, often seems to be inoperative. We suggest and develop a theory for an intrinsic mechanism for dephasing in QD's: second-order elastic interaction between quantum dot charge carriers and LO-phonons. The calculated dephasing times are of the order of 200 fs at room temperature, consistent with experiments.     Assessment of reduction of rotavirus infection burden in case of vaccination with a pentavalent vaccine in Russian Federation

    Rotavirus is the major cause of severe acute gastroenteritis in children under 5 years. Vaccination with a pentavalent rotavirus vaccine significantly reduces incidence of rotavirus infection.Goal: assessment of reduction of rotavirus infection burden in case of vaccination with a pentavalent vaccine in Russian Federation.Methods. Modeling based on results of clinical studies of rotavirus immunization and epidemiological data from Russia has been established. Analysis has been done from the position of the healthcare system (only direct medical costs) and from the social perspective (analysis of direct medical and indirect costs) with 10 years horizon. The analysis carried out for selective and routine vaccination. In case of routine vaccination herd effect has been taken into consideration. Direct medical costs were estimated based on 2013 Obligatory State Insurance tariffs in St. Petersburg.Results and discussion. Routine vaccination can prevent 1394 cases of rotavirus infection in ambulatory settings and 686 cases of rotavirus-associated inpatient admissions per 100 000 vaccinated infants. As a whole across the Russian Federation in 10 years 2,22 million cases of rotavirus infection treated in ambulatory settings and 1.09 million of rotavirus-associated inpatients admission will be prevented. Vaccination save 1,26K rubles per child for the healthcare system of Russian Federation and 2,85K rubles per child if indirect costs are included. Annual vaccination of 95% of newborns against an rotavirus infection will allow to lower the disease burden within the first 10 years after the beginning of routine vaccination on 45,31 billion rubles, from them 18,98 billion rubles – costs of outpatient cases, and 26,33 billion rubles – costs of inpatient cases. The prevented expenses of healthcare system will make 20,04 billion rubles, the prevented indirect costs – 25,27 billion rubles.Conclusion. Vaccination by a 5-valent vaccine against rotavirus infection not only will reduce its incidence in the Russian Federation, but also will significantly reduce costs in ambulatory and inpatient settings. Routine vaccination is economically more preferable in comparison to selected groups’ vaccination due to development of herd effect, despite need of increase in healthcare budget

    Features of shear transformation texture in seamless pipes

    Microstructure and texture in seamless 0.08C-Cr-Mo-V, 0.25C-Cr-Mo-V-Nb, 0.08-13Cr-3Ni-Mo-V-Nb, and 18Cr-9Ni steel pipes are studied in the as-rolled and heat-treated states using orientation EBSD microscopy. It has been found that all types of microstructure (ferrite, martensite, and bainite) in products, both after hot rolling and after heat treatment, have well-defined axial crystallographic texture, where the direction is predominately perpendicular to the pipe surface. It is demonstrated that texture formation in heat-treated states is inherited due to the following factors important for the rules of orientation selection during the γ→α phase transformation: 1) occurrence of stable orientation of austenite grains resulted from straining; 2) special misorientation (boundaries) of austenite grains where transformation starts; 3) orientation relationships known for phase transformation; 4) thermal stresses in a product, formed during cooling. The latter can be considered as factor determining special texture in seamless steel pipes. © 2018 Author(s)
