    Pelaksanaan Kerja Sama Antar Daerah: Studi Kerja Sama Tiga Daerah di Provinsi Maluku Utara

    Penelitian ini bertujuan untuk menganalisis pelaksanaan kerja sama tiga daerah di Provinsi Maluku Utara yaitu antara Pemerintah Kota Ternate, Pemerintah Kota Tidore Kepulauan, dan Pemerintah Kabupaten Halmahera Barat. Penelitian ini fokus mengkaji berbagai program yang dilakukan oleh masing-masing pemerintah daerah dari tahun 2017-2019. Pendekatan studi kasus dengan metode kualitatif digunakan untuk mengambarkan permasalahan secara obyektif tentang pelaksanaan kerja sama tiga daerah. Data primer diambil melalui wawancara dan data sekunder diperoleh dari kajian dokumen kerja sama ini digunakan untuk analisis permasalahan di lapangan dengan teknik reduksi data, penyajian data, penarikan kesimpulan. Hasilnya ditemukan bahwa kesepakatan kerja sama yang ditandatangai tiga kepala daerah dalam bentuk MoU (Memorandum Of Understanding) ini tidak berjalan sesuai dengan rencana yang sudah disusun dalam dokumen kerja sama. Hanya Pemerintah Kota Ternate yang melaksanakan beberapa kegiatan untuk mendukung pelaksanaan kerja sama. Sedangkan Pemerintah Kota Tidore Kepulauan dan Pemerintah Kabupaten Halmahera Barat belum memasukan secara spesifik program kegiatan kerja sama di dalam rencana kerja dan anggaran (RKA) dalam Anggaran Pendapatan dan Belanja Daerah (APBD) tahun 2018 dan 2019.

    Penyelesaian kemiskinan di suatu daerah tentunya berbeda dengan penyelesaian di daerah lainnya. Penyebab kemiskinan dapat dilihat dari faktorinternal dan eksternal. Untuk itu, program JPS harus mampu menyelesaikan akar dari masalah kemiskinan yang berhasil diidentifikasi. Proses selanjutnya adalah identifikasi alokasi. Kegiatan ini dilakukan ketika mengirim bantuan JPS ke penerima bantuan. Metode analisis data yang digunakan dalam penelitian ini yaitu deskriptif kualitatif. Deskriptif kualitatif merupakan metode yang digunakan untuk mengeksplorasi temuan di lapangan. Hasil penelitian menunjukkan bahwa penerima manfaat dari program jaring pengaman sosial melalui subsidi listrik 450 VA untuk 8 kecamatan di Kota Ternate dengan uraian Kecamatan Ternate Selatan terdapat 655 keluarga yang tersebar di 17 kelurahan, Kecamatan Ternate Tengah terdapat 574 keluarga yang tersebar di 16 kelurahan, Kecamatan Ternate Utara terdapat 808 keluarga yang tersebar di 14 kelurahan, Kecamatan Ternate Barat terdapat 589 keluarga yang tersebar di 7 kelurahan, Kecamatan Pulau Ternate terdapat 409 keluarga yang tersebar di 6 kelurahan, Kecamatan Pulau Hiri terdapat 390 keluarga yang tersebar di 6 kelurahan, dan Kecamatan Pulau Moti terdapat 588 keluarga yang tersebar di 6 kelurahan. Sedangkan untuk kecamatan Pulau Batang Dua ada 6 kelurahan namun tidak ada penerima karena di kecamatan tersebut semua pelanggan PLN memakai daya listrik 900 VA dan diatasnya. Total keseluruhan ada 4013 keluarga penerima manfaat yang terdapat di 7 kecamatan yang ada untuk Kota Ternate

    This study aims to analyze the policy of the Tenate City Social Service regarding the Implementation of SocialServices for Orphans. The data analysis method used in this research is descriptive qualitative. The results of thestudy showed that there were 244 orphans, orphans and orphans in Ternate City with details of 123 orphans, 35orphans and 86 orphans. Of all the orphans, orphans and orphans, they have received social services from the TernateCity Social Service in the form of a tiered formal education assistance program starting from elementary, junior high,up to high school, then social services in the form of assistance to the individual child's social life and orphanslivelihoods, orphans and orphans so that they feel protected in terms of safety, security, order and inner and outerpeace, as well as self-confidence.     Development of Web-Based Tutorials in the Archipelago Region: Case Study of North-Maluku

    The use of information and communication technology in open education is very advanced and there are many alternative ways to provide access, equity, and optimization of the use of existing learning resources. One of them is Tutorial Webinar (TuWeb). However, the implementation of Tuweb during Covid-19 in the archipelagic region of North Maluku Province, especially the Taliabu and Sula Islands, did not run smoothly. There are various obstacles in the Tuweb activities carried out by the Ternate Open University (UT) regional office. The telecommunications network, student residences, additional costs, and the number of students are the main obstacles to the implementation of Tuweb. So this study aims to develop a Tuweb implementation model that is suitable for local conditions. By using a qualitative descriptive method supported by a SWOT analysis approach, the findings of this study resulted in the Tuweb Nusantara model, namely Tuweb which utilizes village internet access to overcome network problems, encourages collaboration between UT regional offices in Ternate and Telkom for the provision of wifi.id, and intensively conducts promotion.

    In terms of human resource training, use of technology, capital, and access to marketing, there is no legal umbrella or regional regulation that forms the basis for government policies in the industrial sector. The data analysis method used in this research is descriptive qualitative. Qualitative descriptive is a method used to explore findings in the field. The results showed that in terms of human resource training there had been various trainings carried out, so the groups of pottery craftsmen already knew more or less about how to make decorative pottery. Judging from the use of technology, the results have not been maximized in carrying out the production process from changing traditional technology to new technology due to the habits of the pottery craftsman group who have been producing pottery in the traditional way. In terms of capital, there has been assistance from the Tidore Islands City Government for the pottery craftsman group in Maregam Village in stages, both in the form of capital loans and goods, and marketing access has not been maximized because marketing is only limited to the North Maluku area. It can be said that the authorities still have a fairly low concern for the pottery craftsmen in Mare Gam Village

    Tourism development on Maitara Island is based on several approaches, including increasing competitiveness, community involvement, environmental conservation, and improving the local economy. All of this is an effort to develop tourism to be able to increase the income of the surrounding community and at the same time increase regional income from the tourism sector. The purpose of this study is to analyze the increase in the number of tourists visiting Maitara Island amid the Covid-19 pandemic, so that it is hoped that it will be useful for the local government to maintain and even further improve services in the tourism sector. The data analysis method used in this research is descriptive qualitative to explore findings in the field. The results showed that when the Covid-19 epidemic occurred in 2020 the number of tourists visiting the Maitara Island tourist attraction increased from the previous year, where in the previous year or 2019 when there was no Covid-19 epidemic the number of tourists was only 2,104 whereas when the covid-19 epidemic occurred 19 there was an increase in the number of tourists to 5,600. This increase in the number of tourists is dominated by local tourists, this is influenced by the strict enforcement implemented by the government not to travel outside the area

    Pariwisata menjadi sektor yang dipilih oleh pemerintah daerah untuk mendorong percepatan pembangunan suatu kawasan dengan mengharapkan terjadinya pertumbuhan ekonomi di wilayah tersebut. Namun masalah mendasar yang dihadapi oleh pemerintah daerah yaitu kekurangan sumber daya manusia dalam mengelola layanan pariwisata. Maka tujuan penelitian ini untuk menganalisis pemetaan kebutuhan sumber daya manusia dalam mengelola kawasan Ekowisata Nusliko di Kabupaten Halmahera Tengah. Dengan menggunakan pendekatan analisis deskriptif maka data primer dan sekunder yang diperoleh dari pengambilan data selanjutnya dianlisis untuk mengambarkan kebutuhan sumber daya manusia dalam mengelola Nusliko Park. Hasil penelitian ini menemukan bahwa kawasan Nusliko Park yang dibangun oleh Pemerintah Kabupaten Halmahera Tengah belum dikelola secara profesional. Karena mengalami kekurangan tenaga kerja dalam melayani wisatawan, sehingga sering ditutup dan kondisi sebagian sarana-prasarana telah rusak. Maka dari itu kebutuhan sumber daya manusia yang harus disiapkan Dinas Pariwisata dan Badan Kepegawaian dan Pengembangan Sumber Daya Manusia yakni : (1) Manajer Obyek Wisata; (2) Asisten Manajer Obyek Wisata; (3) Karyawan Administrasi, (4) Teknisi, (5) Pemandu Obyek Wisata; (6) Penjaga Keamanan; (7) Petugas Kesehatan, dan (8) Petugas Kebersihan. Sehingga dapat mendukung pengelolaan Kawasan Nusliko

    Evaluation of the Implementation of Joint Business Group Assistance (KUBE) in Ternate City

    The simplest evaluation when it can gather information about the circumstances before and after the KUBE program is implemented.  Ternate City itself received an allocation of 50 Joint Business Groups (KUBE) with a ratio of 5 companions where one companion has the task and responsibility of accompanying 10 groups because for 1 group there are 10 beneficiaries with details of assistance of 20 million for each group, it is necessary to evaluate the program assistance so that it can see the shortcomings to be corrected.  The data analysis method used in this study is descriptive qualitative. Descriptive qualitative is a method used to explore findings in the field. The results showed that one government program that requires community participation is the Joint Business Group (KUBE) program for the poor to increase Productive Economic Enterprises (UEP), especially in increasing income, providing some of the needs that are needed, creating harmony in social relations between citizens, and as a forum for sharing experiences between members. Forthis reason, the companion is very important in providing knowledge, skills and experience to the fostered KUBE group. In practice, KUBE companions will provide an understanding to each member of KUBE social assistance recipients that there must be a sense of belonging to run a joint business so that they are independent of the business they are running because through this program they can be helped to start a business as a first step to achieve social welfare and economic improvement in a better direction

    Challenges of E-Government Implementation in The Region Archipelago Characteristics

    Local governments implement e-government programs as a form of bureaucratic reform to achieve good governance. However, the implementation of E-government in South Halmahera Regency, geographically an archipelagic area, has its challenges, which the authors make as problems in this study. To assist research analysis using e-government theory. This research is qualitative research with a descriptive approach to analyzing the N-VIVO 12 Plus software. Based on the findings, the South Halmahera district has implemented e-government to a low degree with various challenges, including the distribution of telecommunications technology network infrastructure is not evenly distributed, limited budget support, lack of telecommunications infrastructure, lack of skilled resources, limited supply of electricity networks, lack of training and knowledge transformation of the apparatus, limited public knowledge, low socialization of e-government programs, not maximal collaboration and synergy between stakeholders. In implementing e-government, it is considered to have benefits, while to encourage the strengthening of e-government implementation, the South Halmahera government has planned the Labuha Smart City
