Security: Collective good or commodity?

Copyright @ 2008 Sage.The state monopoly on the legitimate use of violence in Europe and North America has been central to the development of security as a collective good. Not only has it institutionalized the state as the prime national and international security provider, it has helped to reduce the threat from other actors by either prohibiting or limiting their use of violence. The recent growth of the private security industry appears to undermine this view. Not only are private security firms proliferating at the national level; private military companies are also taking over an increasing range of military functions in both national defence and international interventions. This article seeks to provide an examination of the theoretical and practical implications of the shift from states to markets in the provision of security. Specifically, it discusses how the conceptualization of security as a commodity rather than a collective good affects the meaning and implementation of security in Western democracies.ESR
Refined forest land use classification with implications for United States national carbon accounting
The United States provides annual estimates of carbon sources and sinks as part of its National Green-house Gas Inventory (NGHGI). Within this effort, carbon stocks and fluxes are reported for six land use categories that are relevant to economic sectors and land use policy. The goal of this study is to develop methodologies that will allow the US to align with an internationally agreed upon forest land use definition which requires forest to be able to reach 5 m in height at maturity. Models to assess height potential are available for a majority of US forests except for woodland ecosystems. We develop a set of models to assess height potential in these systems. Our results suggest that ∼13.5 million ha of forests are unlikely to meet the international definition of forests due to environmental limitations to maximum attainable height. The incorporation of this height criteria in the NGHGI results in a carbon stock transfer of ∼848 Tg from the forest land use to woodland land use (a sub-category of grasslands) with minimal effect on sequestration rates. The development of a forest land use definition sensitive to climatic factors in this study enables a land use classification system that can be responsive to climate change effects on land uses themselves while being more consistent across a host of international and domestic carbon reporting efforts

Think Again – Supplying War: Reappraising Military Logistics and Its Centrality to Strategy and War
This article argues that logistics constrains strategic opportunity while itself being heavily circumscribed by strategic and operational planning. With the academic literature all but ignoring the centrality of logistics to strategy and war, this article argues for a reappraisal of the critical role of military logistics, and posits that the study and conduct of war and strategy are incomplete at best or false at worst when they ignore this crucial component of the art of war. The article conceptualises the logistics–strategy nexus in a novel way, explores its contemporary manifestation in an age of uncertainty, and applies it to a detailed case study of UK operations in Iraq and Afghanistan since 2001
The Governance of Corporate Responses to Climate Change: An International Comparison
In response to pressures from governments, investors, non-governmental organisations and other stakeholders, many large corporations have adopted a variety of carbon and energy management practices, taken action to reduce their emissions and set targets to reduce their greenhouse gas emissions. Using the case of international retailers, this article examines whether, and under what conditions, non-state actors might be capable of assuming the governance roles that have historically been played by national governments. This article concludes that external governance pressures can, if they are aligned, robust and of sufficient duration, have a significant influence on internal governance processes and on corporate strategies and actions. However, the specific actions that are taken by companies – in particular those that require significant capital investments – are constrained by the ‘business case’. That is, companies will generally only invest capital in situations when there is a clear financial case (i.e. where the benefits outweigh the costs, when the rate of return meets or exceeds company targets) for action. That is, the extent to which external governance pressures can force companies to take action, in particular challenging or transformative actions that go beyond the boundaries of the business case, is not at all clear. This is particularly the case if the business case weakens, or if the opportunities for incremental change are exhausted. In that context, the power of non-state actors to force them to consider radical changes in their business processes and their use of energy therefore seems to be very limited

Ansel Wong is the quiet man of British black politics, rarely in the limelight and never seeking political office. And yet his ‘career’ here – from Black Power firebrand to managing a multimillion budget as head of the Greater London Council’s Ethnic Minority Unit in the 1980s – spells out some of the most important developments in black educational and cultural projects. In this interview, he discusses his identification with Pan-Africanism, his involvement in student politics, his role in the establishment of youth projects and supplementary schools in the late 1960s and 1970s, and his involvement in black radical politics in London in the same period, all of which took place against the background of revolutionary ferment in the Third World and the world of ideas, and were not without their own internal class and ethnic conflicts
The United States COVID-19 Forecast Hub dataset
Academic researchers, government agencies, industry groups, and individuals have produced forecasts at an unprecedented scale during the COVID-19 pandemic. To leverage these forecasts, the United States Centers for Disease Control and Prevention (CDC) partnered with an academic research lab at the University of Massachusetts Amherst to create the US COVID-19 Forecast Hub. Launched in April 2020, the Forecast Hub is a dataset with point and probabilistic forecasts of incident cases, incident hospitalizations, incident deaths, and cumulative deaths due to COVID-19 at county, state, and national, levels in the United States. Included forecasts represent a variety of modeling approaches, data sources, and assumptions regarding the spread of COVID-19. The goal of this dataset is to establish a standardized and comparable set of short-term forecasts from modeling teams. These data can be used to develop ensemble models, communicate forecasts to the public, create visualizations, compare models, and inform policies regarding COVID-19 mitigation. These open-source data are available via download from GitHub, through an online API, and through R packages

Making transatlantic economic relations work
Relative to security issues, Transatlantic Economic Relations (TER) has been neglected by politicians and underexplored by academics and yet is of increasing importance. This article argues that TER is characterised by the mutual dysfunctionality of the political agenda and its institutional structure. The traditional narrow agenda, which has focused almost exclusively on reducing non-tariff trade barriers, is a principal reason for this. This article uses the case of industrial and labour relations to demonstrate that greater engagement with major stakeholders and broadening the political agenda are key to breaking the deadlock. The article also argues for institutional innovations that could in principle be transferred to other neglected policy areas of TER
How to last alone at the top : US strategic planning for the unipolar era
This article investigates how key actors within the US defence policy community realigned their interests to forge a new consensus on the redirection of US defence strategy following the 'peace shock' they faced with the collapse of bipolarity. This consensus centred on the idea that achieving US security in the 'age of uncertainty' demanded overwhelming US military power, which was widely interpreted as necessitating military capabilities to fight multiple major theatre wars simultaneously against regional 'Third World' adversaries. This helped to preserve many of the principal pillars of US Cold War defence policy through deflecting calls for more radical organisational changes and deeper cuts to defence budgets
