Low Friction Flows of Liquids at Nanopatterned Interfaces
With the recent important development of microfluidic systems,
miniaturization of flow devices has become a real challenge. Microchannels,
however, are characterized by a large surface to volume ratio, so that surface
properties strongly affect flow resistance in submicrometric devices. We
present here results showing that the concerted effect of wetting . properties
and surface roughness may considerably reduce friction of the fluid past the
boundaries. The slippage of the fluid at the channel boundaries is shown to be
drastically increased by using surfaces that are patterned at the nanometer
scale. This effect occurs in the regime where the surface pattern is partially
dewetted, in the spirit of the 'superhydrophobic' effects that have been
recently discovered at the macroscopic scales. Our results show for the first
time that, in contrast to the common belief, surface friction may be reduced by
surface roughness. They also open the possibility of a controlled realization
of the 'nanobubbles' that have long been suspected to play a role in
interfacial slippag
Illusory perceptions of space and time preserve cross-saccadic perceptual continuity
When voluntary saccadic eye movements are made to a silently ticking clock, observers sometimes think that the second hand takes longer than normal to move to its next position. For a short period, the clock appears to have stopped (chronostasis). Here we show that the illusion occurs because the brain extends the percept of the saccadic target backwards in time to just before the onset of the saccade. This occurs every time we move the eyes but it is only perceived when an external time reference alerts us to the phenomenon. The illusion does not seem to depend on the shift of spatial attention that accompanies the saccade. However, if the target is moved unpredictably during the saccade, breaking perception of the target's spatial continuity, then the illusion disappears. We suggest that temporal extension of the target's percept is one of the mechanisms that 'fill in' the perceptual 'gap' during saccadic suppression. The effect is critically linked to perceptual mechanisms that identify a target's spatial stability

The common ground of these is that they use membership to attribute persons to the system or not. However, they differ fundamentally in regard to how they understand membership. In contrast to Luhmann's differentiation between interaction, organization and society, it is not only possible to imagine different types of interlocking systems but also coequal combinations of and transitions between the different types of social systems
A global perspective on marine photosynthetic picoeukaryote community structure
A central goal in ecology is to understand the factors affecting the temporal dynamics and spatial distribution of microorganisms and the underlying processes causing differences in community structure and composition. However, little is known in this respect for photosynthetic picoeukaryotes (PPEs), algae that are now recognised as major players in marine CO2 fixation. Here, we analysed dot blot hybridisation and cloning–sequencing data, using the plastid-encoded 16S rRNA gene, from seven research cruises that encompassed all four ocean biomes. We provide insights into global abundance, α- and β-diversity distribution and the environmental factors shaping PPE community structure and composition. At the class level, the most commonly encountered PPEs were Prymnesiophyceae and Chrysophyceae. These taxa displayed complementary distribution patterns, with peak abundances of Prymnesiophyceae and Chrysophyceae in waters of high (25:1) or low (12:1) nitrogen:phosphorus (N:P) ratio, respectively. Significant differences in phylogenetic composition of PPEs were demonstrated for higher taxonomic levels between ocean basins, using Unifrac analyses of clone library sequence data. Differences in composition were generally greater between basins (interbasins) than within a basin (intrabasin). These differences were primarily linked to taxonomic variation in the composition of Prymnesiophyceae and Prasinophyceae whereas Chrysophyceae were phylogenetically similar in all libraries. These data provide better knowledge of PPE community structure across the world ocean and are crucial in assessing their evolution and contribution to CO2 fixation, especially in the context of global climate change
The human resource for health situation in Zambia: deficit and maldistribution
<p>Abstract</p> <p>Introduction</p> <p>Current health policy directions in Zambia are formulated in the National Health Strategic Plan. The Plan focuses on national health priorities, which include the human resources (HR) crisis. In this paper we describe the way the HRH establishment is distributed in the different provinces of Zambia, with a view to assess the dimension of shortages and of imbalances in the distribution of health workers by province and by level of care.</p> <p>Population and methods</p> <p>We used secondary data from the "March 2008 payroll data base", which lists all the public servants on the payroll of the Ministry of Health and of the National Health Service facilities. We computed rates and ratios and compared them.</p> <p>Results</p> <p>The highest relative concentration of all categories of workers was observed in Northern, Eastern, Lusaka, Western and Luapula provinces (in decreasing order of number of health workers).</p> <p>The ratio of clinical officers (mid-level clinical practitioners) to general medical officer (doctors with university training) varied from 3.77 in the Lusaka to 19.33 in the Northwestern provinces. For registered nurses (3 to 4 years of mid-level training), the ratio went from 3.54 in the Western to 15.00 in Eastern provinces and for enrolled nurses (two years of basic training) from 4.91 in the Luapula to 36.18 in the Southern provinces.</p> <p>This unequal distribution was reflected in the ratio of population per cadre. The provincial distribution of personnel showed a skewed staff distribution in favour of urbanized provinces, e.g. in Lusaka's doctor: population ratio was 1: 6,247 compared to Northern Province's ratio of 1: 65,763.</p> <p>In the whole country, the data set showed only 109 staff in health posts: 1 clinical officer, 3 environmental health technologists, 2 registered nurses, 12 enrolled midwives, 32 enrolled nurses, and 59 other.</p> <p>The vacancy rates for level 3 facilities(central hospitals, national level) varied from 5% in Lusaka to 38% in Copperbelt Province; for level 2 facilities (provincial level hospitals), from 30% for Western to 70% for Copperbelt Province; for level 1 facilities (district level hospitals), from 54% for the Southern to 80% for the Western provinces; for rural health centres, vacancies varied from 15% to 63% (for Lusaka and Luapula provinces respectively); for urban health centres the observed vacancy rates varied from 13% for the Lusaka to 96% for the Western provinces. We observed significant shortages in most staff categories, except for support staff, which had a significant surplus.</p> <p>Discussion and Conclusions</p> <p>This case study documents how a peaceful, politically stable African country with a longstanding tradition of strategic management of the health sector and with a track record of innovative approaches dealt with its HRH problems, but still remains with a major absolute and relative shortage of health workers. The case of Zambia reinforces the idea that training more staff is necessary to address the human resources crisis, but it is not sufficient and has to be completed with measures to mitigate attrition and to increase productivity.</p

Cobalt, manganese, and iron near the Hawaiian Islands : a potential concentrating mechanism for cobalt within a cyclonic eddy and implications for the hybrid-type trace metals

studied during the E-Flux Program (E-Flux II and III), which focused on the
biogeochemistry of cold-core cyclonic eddies that form in the lee of the Hawaiian
Islands. During E-Flux II (January 2005) and E-Flux III (March 2005), 17 stations were
sampled for cobalt (n =147), all of which demonstrated nutrient-like depletion in surface
waters. During E-Flux III, two depth profiles collected from within a mesoscale coldcore
eddy, Cyclone Opal, revealed small distinct maxima in cobalt at ~100m depth and a
larger inventory of cobalt within the eddy. We hypothesize that this was due to a cobalt
concentrating effect within the eddy, where upwelled cobalt was subsequently associated
with sinking particulate organic carbon (POC) via biological activity and was released at
a depth coincident with nearly complete POC remineralization (Benitez-Nelson et al.
2007). There is also evidence for the formation of a correlation between cobalt and
soluble reactive phosphorus during E-Flux III relative to the E-Flux II cruise that we
suggest is due to increased productivity, implying a minimum threshold of primary
production below which cobalt-phosphate coupling does not occur. Dissolved iron was
measured in E-Flux II and found in somewhat elevated concentrations (~0.5nM) in
surface waters relative to the iron depleted waters of the surrounding Pacific (Fitzwater et
al. 1996), possibly due to island effects associated with the iron-rich volcanic soil from
the Hawaiian Islands and/or anthropogenic inputs. Distinct depth maxima in total
dissolved cobalt were observed at 400 to 600m depth, suggestive of the release of metals
from the shelf area of comparable depth that surrounds these islands.This research was supported by NSF Grants

Mining a Sea of Data: Deducing the Environmental Controls of Ocean Chlorophyll
Chlorophyll biomass in the surface ocean is regulated by a complex interaction of physiological, oceanographic, and ecological factors and in turn regulates the rates of primary production and export of organic carbon to the deep ocean. Mechanistic models of phytoplankton responses to climate change require the parameterization of many processes of which we have limited knowledge. We develop a statistical approach to estimate the response of remote-sensed ocean chlorophyll to a variety of physical and chemical variables. Irradiance over the mixed layer depth, surface nitrate, sea-surface temperature, and latitude and longitude together can predict 83% of the variation in log chlorophyll in the North Atlantic. Light and nitrate regulate biomass through an empirically determined minimum function explaining nearly 50% of the variation in log chlorophyll by themselves and confirming that either light or macronutrients are often limiting and that much of the variation in chlorophyll concentration is determined by bottom-up mechanisms. Assuming the dynamics of the future ocean are governed by the same processes at work today, we should be able to apply these response functions to future climate change scenarios, with changes in temperature, nutrient distributions, irradiance, and ocean physics
