    REDD+ and Land Tenure : A case study of Thailand

    Cette thèse a pour objectif de fournir une analyse compréhensive des composantes de jure et de facto de la sécurité foncière des communautés locales en regard du cadre législatif, ainsi qu’une évaluation approfondie de l’interaction entre REDD+ et les accords fonciers actuels. La Thaïlande, pays dans lequel semblent coexister les droits fonciers de facto et les propriétés d’état de jure, fut sélectionnée comme cas d’étude.Deux résultats principaux ressortent de cette étude. Tout d'abord, le cadre juridique ne reconnaissant pas le droit à la propriété ancestrale a conduit à différentes situations foncières de facto pour les communautés. Certaines communautés jouissent d’une occupation de leurs propriétés foncières de facto comparativement plus sécurisée que d'autres. Deuxièmement, il apparaît que le mécanisme REDD+ n’a pas représenté une incitation suffisante pour le gouvernement Thaïlandais à résoudre rapidement ces litiges fonciers. En outre, les risques inhérents à l'insécurité foncière décourage les investissements REDD+, pouvant aller jusqu’au retrait des financements. Ainsi, cette thèse complète la littérature existante sur le mécanisme REDD+ et le foncier sur trois aspects majeurs: (1) cadre légal et foncier, (2) foncier et déforestation et (3) concurrence entre la titularisation du foncier et la mise en place de REDD+.Les implications politiques tirées de l'étude comprennent des mesures à long terme pour une réforme du régime foncier et à court/moyen terme pour une réévaluation des priorités du gouvernement afin d’assurer la cohérence des politiques vers la mise en œuvre de pilote REDD+ sous forme de paiement pour les services environnementaux (PES) et l'amélioration des structures institutionnelles.This thesis aims to provide a comprehensive analysis of de jure and de facto tenure security of local communities in relation to domestic legal framework and a thorough assessment of how REDD+ and current tenure arrangement interacts. Thailand, a country where there is an apparent coexistence of de jure state property and de facto tenure rights, was selected as a case study.There are two primary findings emerging from the study. Firstly, the legal framework with non-recognized customary tenure led to different de facto tenure impacts in different communities. Some communities were found to have their de facto tenure comparatively more secure than others. Secondly, REDD+ could not provide sufficient incentive for the government to expedite tenure clarification. Moreover, the embedded risks of tenure insecurity discouraged REDD+ investment and led to withdrawal of the fund. The thesis contributes to the existing literature on REDD+ and tenure in three main aspects: (1) legal framework and tenure, (2) tenure and deforestation and (3) tenure clarification and REDD+ competing agendas.Policy implications drawn from the study comprise of long-term measures namely comprehensive tenure reform and short to medium-term measures, including re-assessment of government priorities for policy consistency and pilot implementation in form of payment for environmental services (PES) and improvement of REDD+ institutional structure

    The Clean Development Mechanism in China- A Win-win Synergy?

    Outstanding economic growth in China has its price to pay. By prioritizing economic growth as number-one issue, complementing cheap energy consumption has undeniably been side-by-side. Although the energy base on fossil-fuel energy consumption, together with inefficient technology has pushed forward China to lifting millions of the population out of poverty, it has also mounted emissions in China, causing disastrous incident nation-wide and help China ranking the largest emitter today. On the other side of the coin, these negative stands can open doors of opportunity to China, as it has potential in offering low-cost abatement options and rooms for alleviating climate change effects. Therefore, it is widely expected as the world’s largest host country for clean development mechanism (CDM) projects. Nonetheless making this potential a reality presents a number of challenges. Blockades towards cost effectiveness provision have been a general lack of awareness and experience by the government and business communities, market demand uncertainty, high procedural transaction costs, low transparency, information constraints, and foreign equity investment restriction. Impediments towards sustainable development provision are narrow project target, low sustainable development sentiment, and small scale of CDM market. This paper aims to address if the CDM projects will be efficiently contribute to the dual goal equally. This is performed by examining the major setting of regulations and procedure of CDM in China namely, the capacity building projects with bilateral and multilateral donors, the establishment of streamlined CDM procedures, the increase in transparency of CDM procedures and sound governance, the certified emission reductions (CERs) taxes scheme and the national eligibility. These initiatives taken by the Chinese government is likely to facilitate China to fully exploit the win-win opportunities. As evidence, the preliminary prediction of the cost effectiveness benefits and sustainable development benefits shows promising figures. However, the controversial standpoint is apparent in CERs taxes scheme and national eligibility regulations. It is where China trade-off its cost effectiveness benefits to investors with own sustainable development benefits. Instead of achieving win-win synergy, China undertakes a pro-sustainable development strategy. The decision is deemed reasonable with China’s promising market future, legal facilitation and specific demand for quality in the market. I believe that there is room for improvement in China’s CDM exploitation that is noteworthy but should also be approached with caution. These are clearly defined sustainable development objectives, which are: wider and deeper project focus onto those projects beyond renewable projects, incorporating the locals and project developers to engage in CDM planning process and balancing the dual goal attainment, not to incline too much on developmental benefits as of today

    The impacts of degradation, deforestation and restoration on mangrove ecosystem carbon stocks across Cambodia

    Mangrove forest conservation can help reduce global C emissions. Despite this benefit to climate change mitigation and adaptation, mangrove forests are being deforested or degraded at an alarming rate, though restoration efforts may offset these losses. The impacts of deforestation to C stocks are relatively intuitive and result in significant decreases in C stocks. It remains unclear how degradation from selective harvesting of trees affects C stocks or how effective restoration efforts are at restoring C stocks. Furthermore, total ecosystem C (TEC) stocks of pristine mangroves can significantly vary spatially. To address these issues, we conducted an intensive, national assessment of mangrove forests across Cambodia using a grid approach to: 1) examine how land use land cover (i.e., pristine, deforested, degraded, and restored forests) impacts TEC stocks, and 2) how TEC stocks vary spatially across the country. TEC stocks from deforested mangroves were always lower than pristine forests, resulting in an overall loss of 60% C (480 Mg C ha−1). However, TEC stocks from degraded and 25-year-old restored mangroves forests did not differ from pristine forests. Mean TEC in mangroves was 784.7 ± 30.1 Mg C ha−1, decreasing from 957.2 ± 32.8 Mg C ha−1 in the northern region to 628.9 ± 33.1 Mg C ha−1 in the central region to 386.2 ± 19.1 Mg C ha−1 in the southern region of Cambodia. Intensive sampling in mangroves across Cambodia verified impacts of deforestation reported elsewhere, revealed the lack of degradation impacts on TEC stocks, and demonstrated the effectiveness of restoration on TEC stocks after only 25 years. Our gridded sampling approach was able to capture spatial variability across Cambodia and provide a more realistic TEC stock information that can be used for national reporting or participation in C markets
