    Atmospheric turbulence parameters for modeling wind turbine dynamics

    A model which can be used to predict the response of wind turbines to atmospheric turbulence is given. The model was developed using linearized aerodynamics for a three-bladed rotor and accounts for three turbulent velocity components as well as velocity gradients across the rotor disk. Typical response power spectral densities are shown. The system response depends critically on three wind and turbulence parameters, and models are presented to predict desired response statistics. An equation error method, which can be used to estimate the required parameters from field data, is also presented

    It was the objective of the work reported here, and in the companion paper 1 . A broader examination of wind turbine dynamic response to turbulence, and attempts to ascertain the features of turbulence that wind turbines are most sensitive to were made. A statistical description of the wind input including all three wind components and allowing linear wind gradients across the rotor disk, was used together with quasi-static aerodynamic theory and an elementary structural model involving only a few degrees of freedom. The idea was to keep the turbine model simple and show the benefits of this type of statistical wind representation before attempting to use a more complex turbine model. As far as possible, the analysis was kept in the simplest form, while still preserving key physical responses

    Can Armed Drones Halt the Trend of Increasing Police Militarization?

    Following presidential declarations of “war” on drugs and terror, domestic law enforcement agencies were saddled with difficult and dangerous new duties. They responded to the danger by becoming more dangerous themselves; increasingly adopting the training, tactics, and equipment of the United States military. This “militarization” of domestic police officers has, predictably, led to a breakdown in community policing, almost one thousand fatal shootings by police officers per year, and growing rifts between law enforcement agencies and the communities they are sworn to protect. In this essay, I examine whether police drones armed with non-deadly force might, perhaps paradoxically, help to curb police militarization and reduce the risk of direct, armed confrontation between civilians and police officers. I argue that while there are some drawbacks with the use of armed drones, their unique ability to keep police officers out of harm’s way, thereby negating the legal justification for the use of deadly force, would halt the need for further police militarization and dramatically reduce the number of fatal police shootings

    Wind turbine response characteristics in the presence of atmospheric turbulence was predicted using two major modeling steps. First, the important atmospheric sources for the force excitations felt by the wind turbine system were identified and characterized. Second, a dynamic model was developed which describes how these excitations are transmitted through the structure and power train. The first modeling step, that of quantifying the important excitations due to the atmospheric turbulence was established. The dynamic modeling of the second step was undertaken separately

These analysis methods are described and the results for two types of towers, a guyed tower and a freestanding tower, are shown.     Merging Educational Finance Reform and Desegregation Goals

    Educational finance reforms and desegregation have both sought to address inequities in educational opportunities for minorities and low income families. The recent methods of addressing desegregation issues have tended to focus on attaining racial balance rather than educational quality, however. This paper explores how desegregation goals can be merged with educational finance reform to more systematically address educational quality in schools serving low income and minority populations. By moving toward centralized control over school financing, the inequity of school outcomes that are based on unequal school resources can be reduced. In addition, state determined expenditures when combined with desegregation monies, would meet the original intention of desegregation funds by clearly providing add-on monies for additional services for minority children, while at the same time, creating a better monitoring mechanism

Summaries of these informative discussions as well as the questions and answers which followed each paper are documented in the proceedings
