    On 15th November 1990 the Sixth Committee of the General Assembly completed its deliberations on the Report of the Working Group on the United Nations Decade of International Law (the Vukas Report ). The Vukas Report sets out the proposed programme of activities of the Decade during the period 1990-92, and represents another important step towards the implementation of resolution 44/23 of 17th November 19891 and the fulfilment of the aspirations of strengthening the international legal order connected with that resolution. On the 19th November 1990 the Vukas Report was formally adopted by the Sixth Committee without a vote. The Decade has at last a tangible programme of activities

    Morphological and Physiological Traits Account for Similar Nitrate Uptake by Crested Wheatgrass and Cheatgrass

    Millions of hectares throughout the Intermountain West are either dominated or threatened by the invasive annual grass Bromus tectorum (cheatgrass). This invasion is largely linked to disturbance and few regions appear immune. Disturbance liberates resources in a community and cheatgrass appears exceptionally able to capitalize on these resources. One species, however, is consistently competitive with cheatgrass. Agropyron cristatum (crested wheatgrass), an improved plant material developed from several populations in central Asia, is drought resistant, grazing tolerant, and largely excludes cheatgrass in stands established within the Great Basin. While previous studies document high resource uptake ability by crested wheatgrass, it remains unknown if high uptake in this species is due to morphological or physiological adaptation. We examined N uptake and tissue morphology of four grasses common in the Intermountain West, including cheatgrass and crested wheatgrass. We also included two native grasses, Pseudoroegneria spicata (bluebunch wheatgrass) and Elymus elymoides (bottlebrush squirreltail). We observed similar rates of N uptake by cheatgrass and crested wheatgrass and their uptake was greater than the native perennial species. A multivariate analysis suggests that, of the three perennial grasses examined here, crested wheatgrass is morphologically most similar to cheatgrass, but that morphology only accounts for 57 percent of the variation in N uptake capacity among species. Consequently, physiological traits such as induction of N uptake or N efflux likely play a role in the ability of crested wheatgrass to achieve N uptake rates similar to cheatgrass

    Temperature and Functional Traits Influence Differences in Nitrogen Uptake Capacity Between Native and Invasive Grasses

    Performance differences between native and exotic invasive plants are often considered static, but invasive grasses may achieve growth advantages in western North America shrublands and steppe under only optimal growing conditions. We examine differences in N uptake and several morphological variables that influence uptake at temperatures between 5 and 25 C. We contrast two native perennial grasses in western North America: Elymus elymoides and Pseudoroegneria spicata; two invasive annual grasses: Bromus tectorum and Taeniatherum caputmedusae; and one highly selected non-native perennial grass: Agropyron cristatum. The influence of temperature on N uptake is poorly characterized, yet these invasive annual grasses are known to germinate in warm soils in the autumn, and both experience cool soils during the short growing season following snowmelt in the spring. To further explore the influence of temperature on the correlation between morphological variables and N uptake, our data are applied to a previously published path model and one proposed here. Differences in N uptake between native and invasive grasses were small at the lowest temperature, but were large at the highest temperature. At lower temperatures, uptake of N by annuals and perennials was correlated with leaf N and mass. At higher temperatures, uptake by annuals was correlated only with these leaf traits, but uptake by perennials was correlated with these leaf traits as well as root N and mass. Consequently, our results imply that annual grasses face fewer morphological constraints on N uptake than perennial grasses, and annual grasses may gain further advantage in warmer temperature conditions or during more frequent warm periods

    Hierarchical Event Descriptors (HED): Semi-Structured Tagging for Real-World Events in Large-Scale EEG.

    Real-world brain imaging by EEG requires accurate annotation of complex subject-environment interactions in event-rich tasks and paradigms. This paper describes the evolution of the Hierarchical Event Descriptor (HED) system for systematically describing both laboratory and real-world events. HED version 2, first described here, provides the semantic capability of describing a variety of subject and environmental states. HED descriptions can include stimulus presentation events on screen or in virtual worlds, experimental or spontaneous events occurring in the real world environment, and events experienced via one or multiple sensory modalities. Furthermore, HED 2 can distinguish between the mere presence of an object and its actual (or putative) perception by a subject. Although the HED framework has implicit ontological and linked data representations, the user-interface for HED annotation is more intuitive than traditional ontological annotation. We believe that hiding the formal representations allows for a more user-friendly interface, making consistent, detailed tagging of experimental, and real-world events possible for research users. HED is extensible while retaining the advantages of having an enforced common core vocabulary. We have developed a collection of tools to support HED tag assignment and validation; these are available at hedtags.org. A plug-in for EEGLAB (sccn.ucsd.edu/eeglab), CTAGGER, is also available to speed the process of tagging existing studies

    Globular Cluster Scale Sizes in Giant Galaxies: Orbital Anisotropy and Tidally Under-filling Clusters in M87, NGC 1399, and NGC 5128

    We investigate the shallow increase in globular cluster half-light radii with projected galactocentric distance RgcR_{gc} observed in the giant galaxies M87, NGC 1399, and NGC 5128. To model the trend in each galaxy, we explore the effects of orbital anisotropy and tidally under-filling clusters. While a strong degeneracy exists between the two parameters, we use kinematic studies to help constrain the distance RβR_\beta beyond which cluster orbits become anisotropic, as well as the distance RfαR_{f\alpha} beyond which clusters are tidally under-filling. For M87 we find Rβ>27R_\beta > 27 kpc and 20<Rfα1320 < R_{f\alpha} 13 kpc and 10<Rfα<3010 < R_{f\alpha} < 30 kpc. The connection of RfαR_{f\alpha} with each galaxy's mass profile indicates the relationship between size and RgcR_{gc} may be imposed at formation, with only inner clusters being tidally affected. The best fitted models suggest the dynamical histories of brightest cluster galaxies yield similar present-day distributions of cluster properties. For NGC 5128, the central giant in a small galaxy group, we find Rβ>5R_\beta > 5 kpc and Rfα>30R_{f\alpha} > 30 kpc. While we cannot rule out a dependence on RgcR_{gc}, NGC 5128 is well fitted by a tidally filling cluster population with an isotropic distribution of orbits, suggesting it may have formed via an initial fast accretion phase. Perturbations from the surrounding environment may also affect a galaxy's orbital anisotropy profile, as outer clusters in M87 and NGC 1399 have primarily radial orbits while outer NGC 5128 clusters remain isotropic.Comment: 16 pages, 7 figures, 4 tables, Accepted for publication in MNRA

    Malaria intervention scale-up in Africa : effectiveness predictions for health programme planning tools, based on dynamic transmission modelling

    Scale-up of malaria prevention and treatment needs to continue to further important gains made in the past decade, but national strategies and budget allocations are not always evidence-based. Statistical models were developed summarizing dynamically simulated relations between increases in coverage and intervention impact, to inform a malaria module in the Spectrum health programme planning tool.; The dynamic Plasmodium falciparum transmission model OpenMalaria was used to simulate health effects of scale-up of insecticide-treated net (ITN) usage, indoor residual spraying (IRS), management of uncomplicated malaria cases (CM) and seasonal malaria chemoprophylaxis (SMC) over a 10-year horizon, over a range of settings with stable endemic malaria. Generalized linear regression models (GLMs) were used to summarize determinants of impact across a range of sub-Sahara African settings.; Selected (best) GLMs explained 94-97 % of variation in simulated post-intervention parasite infection prevalence, 86-97 % of variation in case incidence (three age groups, three 3-year horizons), and 74-95 % of variation in malaria mortality. For any given effective population coverage, CM and ITNs were predicted to avert most prevalent infections, cases and deaths, with lower impacts for IRS, and impacts of SMC limited to young children reached. Proportional impacts were larger at lower endemicity, and (except for SMC) largest in low-endemic settings with little seasonality. Incremental health impacts for a given coverage increase started to diminish noticeably at above ~40 % coverage, while in high-endemic settings, CM and ITNs acted in synergy by lowering endemicity. Vector control and CM, by reducing endemicity and acquired immunity, entail a partial rebound in malaria mortality among people above 5 years of age from around 5-7 years following scale-up. SMC does not reduce endemicity, but slightly shifts malaria to older ages by reducing immunity in child cohorts reached.; Health improvements following malaria intervention scale-up vary with endemicity, seasonality, age and time. Statistical models can emulate epidemiological dynamics and inform strategic planning and target setting for malaria control

    Coupling Manure Injection with Cover Crops to Enhance Nutrient Cycling

    Large-scale hog (Sus scroja) production is a major agricultural enterprise in the Midwest. Large numbers of confined hogs produce about 50 million tons per year of swine manure in Iowa alone. Rapid expansion of concentrated animal feeding operations (CAFOs) has resulted in increased concentrations of manure nutrients in surface waters which contribute about 15% of the total nitrate load in the Mississippi River Basin. Producers are being encouraged to develop manure management practices that fulfill crop production requirements, while minimizing the potential for environmental pollution. The most commonly used manure management practice in the Midwest involves fall application to land where corn (Zea mays L.) will be grown in the subsequent growing season. Fall planted annual cover crops can capture manure nutrients and immobilize them in plant biomass, subsequently reducing the potential for nutrient loss through run-off or leaching. Decomposition of cover crop residue the following spring may help synchronize manure N availability and corn N uptake, improving nutrient-use efficiency within the crop rotation

    Integration of HIV Care with Primary Health Care Services: Effect on Patient Satisfaction and Stigma in Rural Kenya.

    HIV departments within Kenyan health facilities are usually better staffed and equipped than departments offering non-HIV services. Integration of HIV services into primary care may address this issue of skewed resource allocation. Between 2008 and 2010, we piloted a system of integrating HIV services into primary care in rural Kenya. Before integration, we conducted a survey among returning adults ≥18-year old attending the HIV clinic. We then integrated HIV and primary care services. Three and twelve months after integration, we administered the same questionnaires to a sample of returning adults attending the integrated clinic. Changes in patient responses were assessed using truncated linear regression and logistic regression. At 12 months after integration, respondents were more likely to be satisfied with reception services (adjusted odds ratio, aOR 2.71, 95% CI 1.32-5.56), HIV education (aOR 3.28, 95% CI 1.92-6.83), and wait time (aOR 1.97 95% CI 1.03-3.76). Men's comfort with receiving care at an integrated clinic did not change (aOR = 0.46 95% CI 0.06-3.86). Women were more likely to express discomfort after integration (aOR 3.37 95% CI 1.33-8.52). Integration of HIV services into primary care services was associated with significant increases in patient satisfaction in certain domains, with no negative effect on satisfaction
