O artigo, a partir de levantamento de dados em fontes primárias realizado em pesquisa interinstitucional que estuda estratégias de privatização nas redes estaduais de ensino brasileiras, apresenta e analisa a contratualização da gestão educacional e escolar em estados da federação. Verifica-se que após as experiências pioneiras de Minas Gerais outros estados introduziram formas de contratualização da gestão. À contratualização associa-se a transferência de responsabilidades para representantes do setor privado, com e sem fins lucrativos

Presentation – Dialogues about different ways of privatization : research paths about the subject

O texto apresenta conceitos que fundamentam as pesquisas desenvolvidas pelas autoras e organizadoras do dossiê, ambas integrantes de grupos de pesquisa interinstitucionais dedicados ao estudo dos processos de privatização no campo educacional. Os conceitos de privatização, democratização e a relação entre os processos de privatização e os movimentos que ocorrem nas redefinições do papel do Estado no período particular do capitalismo em que acontecem os estudos constituem o núcleo central do texto. E, ainda, as categorizações que os grupos foram desenvolvendo conforme analisavam os distintos processos de privatização do público no Brasil. Os percursos de pesquisa das organizadoras em seus respectivos grupos, processo por meio do qual os conceitos em destaque foram sendo construídos e apropriados por todos os pesquisadores de ambos os coletivos, também são brevemente anunciados, uma vez que a trajetória justifica a organização do dossiê, orientado pela afirmação da necessidade de aprofundamento nas interlocuções entre pesquisadores da América Latina, região marcada por intensas e históricas lutas pela constituição de Estados Democráticos, mas também por retrocessos e avanços do capital sobre o bem público. Encerrase o texto com uma breve apresentação dos artigos que compõem o dossiê.The current text presents concepts that base the researches developed by the authors and organizers of this dossier who integrate interinstitutional research groups dedicated to the study of the privatization processes in the educational field. The concepts of privatization, democratization and the relationship between the processes of privatization and the movements that occur in the redefinitions of the State’s role in this particular period of the capitalism in which these studies happen constitute the inner core of the essay. In addition, there are the categorizations developed by the research groups as they analyse the different privatization processes of the public assets in Brazil. The research journey of the organizers in their respective research groups was a process where the highlighted concepts were built and appropriated by all researchers of both groups, which have been also announced. The path justifies the organization of this dossier, which is guided by the affirmation of the need for deepening the conversations between researchers from Latin America – a region marked by fights in favor of the constitution of Democratic States, but also by the progress and setbacks of the capital over the public assets. Estratégias de Privatização da Educação Infantil em Ribeirão Preto e as Resistências

The article discusses the privatization of the management of early childhood education, as well as its consequences for the financing of education. The political option for ensuring the offer of places in early childhood education through the transfer of management to several private instances is historical in Brazil. This text, however, will specifically deal with the transfer of public management and financing to private entities through public calls/public notices and specific invitations to choose the private entity to be a "partner" of the municipal government and the consequences for the realization of the right to quality early childhood education. In order to achieve the proposed objectives, the privatization process in daycare management was described and analyzed from 2019 onwards. The study indicates a clear intention of the public administration to exempt itself from the management of early childhood education, privatizing even the segment for which there is no repressed demand.O artigo problematiza a privatização da gestão da educação infantil, bem como suas decorrências para o financiamento da educação. A opção política por assegurar o oferecimento de vagas na educação infantil por meio da transferência da gestão a diversas instâncias privadas é histórica no Brasil. Este texto, entretanto, tratará especificamente da transferência da gestão e do financiamento público a entidades privadas por meio de chamamentos públicos/editais e convites específicos para a escolha do ente privado a ser “parceiro” do poder público municipal e as consequências para a concretização do direito à educação infantil de qualidade. A fim de atingir os objetivos propostos, descreveu-se e analisou-se o processo de privatização na gestão de creches a partir de 2019. O estudo indica clara intencionalidade da administração pública em se desonerar da gestão na educação infantil, privatizando até mesmo o segmento para o qual não há demanda reprimida

The Organization of the Work in the School and the Students’ Participation

This article intends to present some reflections on the importance of the students' participation in the organization of the work in the school. It is a presupposition that the implementation of the democratic administration in the public school necessarily demand to consider the part that the students occupy in the process of organization of the pedagogic work. The text, based in obtained results from a research accomplished at a school of the from São Paulo state net that assists to the elementary school teaching (final series) and high school teaching, it examines the theme of the participation in the administration of the public school; the user-students' participation in the organization of the pedagogic work and the results of professionals' actions with views to the democratization of the school administration, especially concerning to the execution of the access and permanence right in the school. It argues, finally, about the importance of the implementation of solid politics that contribute to the democratization of the school practices

Mudanças organizacionais na gestão da escola e sua relação com o mundo empresarial: aprofundamento da privatização na educação básica brasileira?

O artigo aborda transformações na gestão empresarial capitalista nas últimas décadas e sua incidência sobre proposições para a gestão da escola pública. Discutem-se as formas por meio da quais os temas autonomia, participação, avaliação, redução de níveis hierárquicos e trabalho em equipe são apresentados como soluções para gestão educacional e escolar, referenciados nas teorias e tecnologias de gestão voltadas à ampliação do capital. Ao contrário do relevante lugar ocupado por tais temas nas lutas sociais pela democratização da gestão escolar, pretende-se a reorganizar o trabalho à semelhança do que se faz na empresa privada. Conclui-se que tais soluções apresentadas como esforço de generalização da lógica capitalista de gestão no interior da escola não contribuem para a qualidade da educação pública e para a democratização da gestão escolar, por não considerarem a especificidade do processo de trabalho pedagógico

Sistemas de ensino privados em redes públicas de educação: relações com a organização do trabalho na escola

O presente ensaio, como parte de pesquisa em andamento, propõe-se a discutir a seguinte questão: quais seriam as decorrências da compra de sistemas de ensino privados para a organização do trabalho na escola? Para responder a essa questão, estão sendo realizados estudos de caso em unidades de ensino pertencentes a quatro redes municipais que adquiriram sistemas de ensino junto a diferentes empresas privadas. A coleta de dados foi concluída no início do segundo semestre de 2001 e no momento eles estão em fase de análise. Neste trabalho, portanto, procedemos a uma discussão teórica problematizando as relações entre a compra de sistemas de ensino privados e a organização do trabalho na escola pública

MORE EDUCATION PROGRAM AND NEW MODEL OF FULLTIME SCHOOL IN SÃO PAULO: SIMILARITIES AND SINGULARITIES

The paper presents and discusses the Programs More Education and the New Model of Fulltime Education of São Paulo state. The first was established by the MEC in 2008- through agreements with states and municipalities- and the second, by the Secretary of education of São Paulo state in 2012. Both extended the students school day, adopting different models, but converging at some points. The study analyzes the programs considering: the stated objectives, the target audience, the concept of integral education, the presence of the private sector, the selection of schools, professionals involved and sources of funds. We used as a methodology to analyze regulations and official documents, as well as consultations with secondary sources. To obtain the data, we used primary sources - regulations and official documents, and secondary sources, analyzing the content of the documents. In addition, an interview with a public manager was also used. It should be noted that the State Program establishes the differentiation between professionals of the same network, meets a very small number of students with conditions infrastructural qualitatively superior compared to regular schools. The More Education Program covers the priority schools, and promotes "selection" of students from the criterion degree of social vulnerability. Keywords: Integral Education. More Education.
