    Baltic Cooperation in Marine Spatial Planning

    Marine spatial planning is a relatively new area of cooperation in the Baltic Sea region — a site of long-term joint efforts towards environmental protection and sustainable development. At the beginning of the 21st century, the integrated management of coastal zones and marine spatial planning emerged as a new area of international cooperation. Despite intensive theoretical work on the mentioned concepts, the development of a harmonised spatial planning in the Baltic Sea region is complicated by the complex nature of the problem, a relatively intensive exploitation of marine resources, diverse interests of the stakeholders, and differences in national institutional systems. We describe the key stages of the process, which is regulated by the EU standards on the one hand and affected by the activity of such organisations as VASAB and HELCOM, on the other. In this article, we examine basic documents defining the principles and scope of marine planning and analyse recent research works into spatial development. We conclude that marine spatial planning is a principal tool of the EU’s integrated policy. Many European countries of the Baltic region are seeking cooperation with Russia to preserve the natural and economic environment of the Baltic Sea. Most joint spatial planning projects have been initiated by Finland, Sweden, Germany, and Poland

    Development of sea port in Gdynia

    Seaports operate on a highly competitive global transport market. To retain its competitive position a port (terminal) must strengthen its competitive advantages in all fields of activity. Ports are to expand and modernize their infrastructure and superstructure, and develop links with the hinterland and the foreland. The article describes how the port of Gdynia manages to meet these challenges. The author analyses the period 2007-2015. Special attention is paid to the port development plan for 2020. The EU Structural Funds has provided a good opportunity to strengthen the competitive position of the port by making investments in the port infrastructure and superstructure. It allowed the port to strengthen its links with the hinterland. The author uses a set of fundamental, analytical and technical research methods to analyse materials provided by the port authority and the port terminal operators. By the end of 2015, the port authority had completed five investment projects, including the modernization of th ree wharfs and a rail terminal, the development of the port infrastructure aimed to provide services to ro-ro ships. Strategically important projects for the coming years include dredging and widening of the port channel, fairways and the internal basin. Cooperation between the port and the city authorities allowed the port administration to improve road access to the port of Gdynia. The key investment project aims to link the port of Gdynia to the TriCity ring road. Apart from it, there are plans to improve access to the railroad network. Railway line 201 to Bydgoszcz is to be modernised to transport cargoes from Gdynia further inland. The current and future strategic investments create conditions for growth in handling both container and other types of cargo in the port of Gdynia and significantly improve competitiveness of the maritime sector

    Learning and generation of long-range correlated sequences

    We study the capability to learn and to generate long-range, power-law correlated sequences by a fully connected asymmetric network. The focus is set on the ability of neural networks to extract statistical features from a sequence. We demonstrate that the average power-law behavior is learnable, namely, the sequence generated by the trained network obeys the same statistical behavior. The interplay between a correlated weight matrix and the sequence generated by such a network is explored. A weight matrix with a power-law correlation function along the vertical direction, gives rise to a sequence with a similar statistical behavior.Comment: 5 pages, 3 figures, accepted for publication in Physical Review

    Intra-Articular Fms-Like Tyrosine Kinase 3 Ligand Expression Is a Driving Force in Induction and Progression of Arthritis

    Background: One of the hallmarks of rheumatoid arthritis (RA) is hyperplasia and inflammation of the synovial tissue being characterized by in situ occurrence of highly differentiated leukocytes. Fms-like tyrosine kinase 3 (Flt3) has a crucial role in hematopoiesis, regulation of cell proliferation, differentiation and apoptosis. Typically, Flt3 is expressed on early myeloid and lymphoid progenitors and is activated by its soluble ligand (Flt3-L). The highly differentiated cellular pattern in the synovium of the RA patients made us hypothesize that Flt3-L, with its ability to induce proliferation and differentiation, could be of importance in induction and/or progression of arthritis. Methodology/Principal Findings: To investigate occurrence of Flt3-L in RA we have measured its levels in matched serum and synovial fluid samples from 130 patients and 107 controls. To analyse the pro-inflammatory role of Flt3-L, we continuously overexpressed this protein locally in healthy mouse joints using homologous B-cell line transfected with Flt3-L gene. Additionally, recombinant Flt3-L was instillated intra-articularly in combination with peptidoglycans, a Toll Like Receptor 2-ligand with stong arthritogenic properties. Our results show significantly higher levels of Flt3-L in the synovial fluid as compared to serum levels in RA subjects (p = 0.0001). In addition, RA synovial fluid levels of Flt-3-L were significantly higher than these obtained from synovial fluids originating from non-inflammatory joint diseases (p = 0.022). Intra-articular administration of B-cell line transfected with Flt3-L gene resulted in highly erosive arthritis while inoculation of the same B-cell line without hyperexpression of Flt3-L did not induce erosivity and only in a minority of cases caused synovial proliferation! Flt3-ligand potentiated peptidoglycan induced arthritis as compared to mice injected with peptidoglycan alone (p<0.05). Conclusions/Significance: Our findings indicate that Flt3-L is strongly expressed at the site of inflammation in human RA. It exerts both pro-inflammatory and tissue destructive properties once in the joint cavity. Owing to these properties, treatment attempts to neutralize this molecule should be considered in RA

    Bilateral double-layered patella in a patient with advanced knee osteoarthritis

    Double layered patella (DLP) is a rare anomaly of the patella that may go undiagnosed, especially in patients with progressive knee dysfunction and early degenerative changes. Clinical symptoms such as motion-dependent pain and anterior knee pain most typically occur in adolescents or young adults; however, gradually increasing pain and early generalised degenerative changes have also been seen in patients over 40 years old. Diagnosis of DLP could be difficult, especially in cases with coexisting arthrosis. DLP is considered to be pathognomonic for the diagnosis of multiple epiphyseal dysplasia and usually coexists with other anomalies seen in this syndrome, such as hip dysplasia. In extremely rare cases, DLP can occur as a solitary disorder. The prevalence of such cases, however, is unknown, and they could be easily misdiagnosed. Computed tomography and magnetic resonance imaging are the most sensitive radiological methods used in DLP diagnosis. This case report presents a case of a bilateral DLP incidentally found in a 47-year-old patient with advanced arthritis referred for arthroplasty because of increasing symptoms of knee joint failure with no other abnormalities recorded. An important goal of our case study is to raise the awareness of this abnormality with radiologists and orthopaedic surgeons

    Decreased levels of the gelsolin plasma isoform in patients with rheumatoid arthritis

    Introduction Gelsolin is an intracellular actin-binding protein involved in cell shape changes, cell motility, and apoptosis. An extracellular gelsolin isoform, plasma gelsolin circulates in the blood of healthy individuals at a concentration of 200±50200 \pm 50 mg/L and has been suggested to be a key component of an extracellular actin-scavenging system during tissue damage. Levels of plasma gelsolin decrease during acute injury and inflammation, and administration of recombinant plasma gelsolin to animals improves outcomes following sepsis or burn injuries. In the present study, we investigated plasma gelsolin in patients with rheumatoid arthritis.Methods Circulating and intra-articular levels of plasma gelsolin were measured in 78 patients with rheumatoid arthritis using a functional (pyrene-actin nucleation) assay and compared with 62 age- and gender-matched healthy controls.Results Circulating plasma gelsolin levels were significantly lower in patients with rheumatoid arthritis compared with healthy controls (141±32141 \pm 32 versus 196±40196 \pm 40 mg/L, P = 0.0002). The patients' intra-articular plasma gelsolin levels were significantly lower than in the paired plasma samples (94±2494 \pm 24 versus 141±32141 \pm 32 mg/L, P = 0.0001). Actin was detected in the synovial fluids of all but four of the patients, and immunoprecipitation experiments identified gelsolin-actin complexes.Conclusions The plasma isoform of gelsolin is decreased in the plasma of patients with rheumatoid arthritis compared with healthy controls. The reduced plasma concentrations in combination with the presence of actin and gelsolin-actin complexes in synovial fluids suggest a local consumption of this potentially anti-inflammatory protein in the inflamed joint

    Lecture capture: An effective tool for universal instructional design?

    Student enrolment and instructional accommodation requests are rising in higher education. Universities lack the capacity to meet increasing accommodation needs, thus research in this area is required. In Ontario, new provincial legislation requires that all public institutions, including universities, make their services accessible to persons with disabilities. The objective of the Accessibility for Ontarians with Disabilities Act (AODA) is to provide universal access for students with disabilities. The purpose of this case study is to understand the experiences of students regarding the ability of a lecture capture technology to align with the principles of Universal Instructional Design (UID). Data were collected using a mixed-method research design: (a) an online questionnaire, and (b) individual face-to-face interviews. Scholarship of Teaching and Learning (SoTL) literature provides a useful background to explore AODA legislation and universal accessibility vis-à-vis lecture capture technologies. Results indicate that lecture capture can align both with the principles of UID and AODA. &nbsp;Il existe une recrudescence des inscriptions étudiantes et des demandes d’adaptations éducatives en enseignement supérieur. Les universités n’ayant pas la capacité de répondre aux besoins d’adaptations croissants, il y a un besoin de recherche dans ce domaine. La nouvelle législation provinciale de l’Ontario, au Canada, exige que toutes les institutions publiques, y compris les universités, rendent leurs services accessibles aux personnes handicapées. L’objectif de la Loi sur l’accessibilité pour les personnes handicapées de l’Ontario (LAPHO) est de fournir un accès universel aux étudiants en situation de handicap. La présente étude de cas vise à comprendre, à partir des expériences des étudiants, la capacité de la technologie d’enregistrement de cours magistraux à s’aligner avec les principes de Conception universelle de l’apprentissage (CUA). Les données ont été colligées par des méthodes de recherche mixtes : 1) un questionnaire en ligne; et 2) des entretiens individuels. La littérature sur l’avancement des connaissances en enseignement et en apprentissage (ACEA) fournit le contexte de cette étude et permet d’explorer la LAPHO et l’accessibilité universelle en regard des technologies d’enregistrement de cours magistraux. Les résultats indiquent que l’enregistrement de cours magistraux peut être conforme aux principes de la CUA et de la LAPHO
