    Evaluation of criminal sanctions concerning violations of cattle and pig welfare

    EU legislation requires the violations of animal welfare standards to be sanctioned. Our aim was to evaluate criminal sanctions concerning violations of cattle and pig welfare on Finnish farms. We analysed 196 court cases heard in Finnish district courts from 2011 to 2016. Almost all the cases (95%) concerned the violations of cattle welfare, of which 61% occurred on small farms. The lack of cleanliness and inadequate feeding and watering were the most common reported violations. The median time span from the known start date of the crime to the judgement was nearly two years. Of the cases, 96% resulted in conviction. The court did not perceive the violations as being highly blameworthy as a small fine and a short conditional imprisonment were the most often imposed sanctions. A ban on the keeping of animals was used as a precautionary measure in half of the cases. Veterinarians were shown to have an important role in the initiation of criminal procedures, providing evidence for the police and acting as witnesses. Therefore, it is crucial to achieve a well-functioning collaboration between veterinarians and the police and prosecutors. The expertise of these authorities on animal welfare legislation should also be emphasized to improve the efficacy of the criminal procedures.Peer reviewe

    Animal welfare control – inspection findings and the threshold for requesting a police investigation

    An increasing proportion of animal welfare violations in Finland are related to companion animals. However, only a small number of these issues are investigated or prosecuted. The aims of this study were (i) to describe the inspection findings and the resulting actions of the official municipal veterinarians in the Finnish Capital Region and (ii) to identify the factors that predict their submissions of investigation requests to the police. Our data consisted of animal welfare complaints and official veterinarians' inspection reports and decisions from 811 cases of animal welfare control in the Finnish Capital Region. The data covered the period from March 2019 to April 2020. We performed logistic regression analyses to identify the factors that best predict when official veterinarians detect non-compliances and report the cases for police investigation. In 86% (696/811) of the cases, the veterinarians performed at least one animal welfare inspection, and/or received information from the police, or otherwise investigated the complaint. The most common forms of non-compliance were lack of basic maintenance and care (42%, 295/696) and insufficient veterinary care (27%, 185/696). The veterinarians requested for a police investigation in 9.6% (44/460) of all cases with detected non-compliances. The best predictors for detecting non-compliances with the animal welfare legislation were complaints of insufficient veterinary care (OR 1.9, CI 1.1-3.4), the cases assessed by the information from the police and/or an animal shelter (OR 15.2, CI 7.9-29.2), at least one inspection in an animal's premises with prior warning (OR 11.2, CI 5.5-22.6), and without prior warning (OR 17.0, CI 9.7-29.5). Complaints of violence against animals were negatively associated with detecting non-compliances (OR 0.5, CI 0.3-0.9). However, the detection of violence against animals predicted requests for police investigations (OR 9.3, CI 3.1-27.9), as did the execution of permanent urgent measures by official veterinarians (OR 4.9, CI 1.9-12.9). To improve the animal welfare control system and the investigation of crimes against animals, cooperation between officials should be developed. Further studies are needed to improve the understanding of the prevalence of violence against animals, and to advance methods used by animal welfare control to identify cases of violence.Peer reviewe

    Drinking Water Quality and Occurrence of Giardia in Finnish Small Groundwater Supplies

    The microbiological and chemical drinking water quality of 20 vulnerable Finnish small groundwater supplies was studied in relation to environmental risk factors associated with potential sources of contamination. The microbiological parameters analyzed included the following enteric pathogens: Giardia and Cryptosporidium, Campylobacter species, noroviruses, as well as indicator microbes (Escherichia coli, intestinal enterococci, coliform bacteria, Clostridium perfringens, Aeromonas spp. and heterotrophic bacteria). Chemical analyses included the determination of pH, conductivity, TOC, color, turbidity, and phosphorus, nitrate and nitrite nitrogen, iron, and manganese concentrations. Giardia intestinalis was detected from four of the water supplies, all of which had wastewater treatment activities in the neighborhood. Mesophilic Aeromonas salmonicida, coliform bacteria and E. coli were also detected. None of the samples were positive for both coliforms and Giardia. Low pH and high iron and manganese concentrations in some samples compromised the water quality. Giardia intestinalis was isolated for the first time in Finland in groundwater wells of public water works. In Europe, small water supplies are of great importance since they serve a significant sector of the population. In our study, the presence of fecal indicator bacteria, Aeromonas and Giardia revealed surface water access to the wells and health risks associated with small water supplies.Peer reviewe

    Cognitive and Neuropsychiatric Symptom Differences in Early Stages of Alzheimer's Disease: Kuopio ALSOVA Study

    Background/Aim: Alzheimer’s disease (AD) causes impairment in memory and other cognitive functions as well as neuropsychiatric symptoms and limitations in the activities of daily living (ADL). The aim of this study was to examine whether demographic variables, dementia severity, ADL and neuropsychiatric symptoms are associated with cognition in very mild or mild AD. Methods: We analyzed the baseline data of 236 patients with very mild or mild AD participating in a prospective AD follow-up study (ALSOVA). The Consortium to Establish a Registry for Alzheimer’s Disease neuropsychological battery total score was used in the evaluation of the global cognitive performance. Results: Cognition was associated with dementia severity and ADL but not with neuropsychiatric symptoms. ADL functions were associated with both cognitive performance and neuropsychiatric symptoms. Conclusion: Even patients with very mild or mild AD may exhibit neuropsychiatric symptoms not related to cognitive impairment. The results of this study emphasize the importance of taking a multidimensional approach to the diagnostic and prognostic evaluation of AD patients already in the early stages of the disease

    ADAM23 is a common risk gene for canine idiopathic epilepsy

    Background: Idiopathic or genetic adult-onset epilepsy is a common neurological disorder in domestic dogs. Genetic association has been reported only with ADAM23 on CFA 37 in few breeds. To identify novel epilepsy genes, we performed genome-wide association (GWA) analyses in four new breeds, and investigated the association of the previously reported ADAM23 haplotype with the epilepsy phenotype in eight breeds. Results: GWA analysis did not reveal new epilepsy loci. ADAM23 association (p < 0.05) was identified in five breeds. Combined analysis of all eight breeds showed significant association (p = 4.6e(-6), OR 1.9). Conclusions: Our results further support the role of ADAM23 in multiple breeds as a common risk gene for epilepsy with low penetrance. The lack of findings in the GWA analyses points towards inefficient capture of genetic variation by the current SNP arrays, causal variant(s) with low penetrance and possible phenocopies. Future work will include studies on ADAM23 function and expression in canine neurons, as well as whole-genome sequencing in order to identify additional IE genes
