Did Labour fundamentally change Britain in its thirteen years of power? Hardly at all
The ‘new Labour’ governments of Tony Blair and Gordon Brown altered the societal landscape in the UK. But did they fundamentally change Britain? In a new book, David Walker and Polly Toynbee take an in-depth and balanced look at the achievements of the Labour project. There were some policy successes, and the authors give Labour 6 out of 10 for these. Gordon Brown's misplaced Smithian appeal : the eclipse of sympathy in changing British welfare norms
Gordon Brown has eagerly lauded his fellow Kirkcaldy citizen, Adam Smith, as his main policy inspiration. This article tests the rigour of such a claim by matching Brown's promotion of Smithian ‘sympathy’ as the centrepiece of his programme for government with the changes introduced by his Treasury to the British welfare model. In the 1970s, Thomas Wilson showed that the traditions of the post-war British welfare state were compatible with a modified form of Smithian sympathy socialised at the level of the state. New Labour has set about reforming the welfare model with respect to both its underlying institutions and the basic subjectivities of its recipients. I show that Brown's substantive preference for an asset-based system of welfare moves those subjectivities away from the ‘relational self’ of Smithian sympathy and towards a much more ‘autonomous self’. Consequently, I conclude that it is stretching Smith's concept of sympathy too far, even in a modified socialised form, to associate it with New Labour's asset-based system of welfare

This special issue of the journal focuses on the topic of service work and gender. The theme for this special issue arose out of a stream on service work and gender at the 2005 Gender Work and Organization conference. In many respects this special edition can be considered as complementary to an earlier special edition on gender and service work that came out in 2005. In the editorial for the 2005 special edition Kerfoot and Korczynski raised a number of issues, questions and points for debate. It is worth briefly reprising some of these here as in many respects they provide a point of departure for a number of the concerns of this particular special edition
Higher education, mature students and employment goals: policies and practices in the UK
This article considers recent policies of Higher Education in the UK, which are aimed at widening participation and meeting the needs of employers. The focus is on the growing population of part-time students, and the implications of policies for this group. The article takes a critical perspective on government policies, using data from a major study of mature part-time students, conducted in two specialist institutions in the UK, a London University college and a distance learning university. Findings from this study throw doubt on the feasibility of determining a priori what kind of study pathway is most conducive for the individual in terms of employment gains and opportunities for upward social mobility. In conclusion, doubts are raised as to whether policies such as those of the present UK government are likely to achieve its aims. Such policies are not unique to the UK, and lessons from this country are relevant to most of the developed world
The Moving Centre: Preferences for Government Activity in Britain, 1950–2005
The political ‘centre’ is often discussed in debates about public policy and analyses of party strategies and election outcomes. Yet, to date, there has been little effort to estimate the political centre outside the United States. This article outlines a method of estimating the political centre using public opinion data collected for the period between 1950 and 2005. It is demonstrated that it is possible to measure the centre in Britain, that it moves over time, that it shifts in response to government activity and, furthermore, that it has an observable association with general election outcomes.</jats:p
Gender, foundation degrees and the knowledge economy
This article questions the concept of ‘education for employment’, which constructs a discourse of individual and societal benefit in a knowledge‐driven economy. Recent policy emphasis in the European Union promotes the expansion of higher education and short‐cycle vocational awards such as the intermediate two‐year Foundation Degree recently introduced into England and Wales. Studies of vocational education and training (VET) and the knowledge economy have focused largely on the governance of education and on the development and drift of policy. Many VET programmes have also been considered for their classed, raced and gendered take‐up and subsequent effect on employment. This article builds on both fields of study to engage with the finer cross‐analyses of gender, social class, poverty, race and citizenship. In its analysis of policy texts the article argues that in spite of a discourse of inclusivity, an expanded higher education system has generated new inequalities, deepening social stratification. Drawing on early analyses of national quantitative data sets, it identifies emerging gendered, classed and raced patterns and considers these in relation to occupationally and hierarchically stratified labour markets, both within and without the knowledge economy
