After Broadband: A Study of Organizational Use of Broadband in Southwest Alaska
The purpose of this research was to gain a preliminary understanding of how organizations
including large and small businesses, Native corporations and organizations, and local and
regional governments are using broadband that is now available in much of southwest Alaska.
To learn about community access to broadband, interviews were also conducted with library and
school staff in communities where broadband had been installed under the OWL (Online with
Libraries) program. Further, the study identifies research from other sources that could help to
predict what socio-economic impacts the availability and adoption of broadband may have in
rural Alaska.
Financial institutions use online connections for teller services and credit and debit card
processing, and stated that more people in rural communities now have debit cards that they can
use for online purchases and bill paying. Large retailers use online services for payroll, for pointof-sale
(POS) transactions, and online ordering. Seafood processors rely heavily on connectivity
with their head offices (generally in the lower 48) for administrative services including payroll,
accounting, shipping and receiving, purchasing, and ERP (enterprise resource planning), and
access data base software to track fish tickets. Seafood processors also provide Internet access
for their employees, most of whom are seasonal and from other states or countries.
Tourism businesses use broadband for online reservation systems and for guests, who
increasingly demand connectivity even for remote vacations. Village corporations and tribal
councils use online services to help their residents obtain hunting and fishing licenses and fishing
permits, to learn about funding opportunities, and to file reports on grants.
Local Governments connect online for interoffice communications and for payroll and other
administrative functions. Other online applications and services include providing remote
desktop access from other agency sites, use of online tools for land management and mapping,
training including webinars for workforce development, and providing access to social services
for clients. An economic development organization sends newsletters to communities
electronically and packets of documents to its board members rather than relying on fax or
courier.
Websites are important for tourism-related businesses to advertise and promote their
businesses and for nonprofits and local governments to provide information about their services.

Broadband now plays many roles in rural education. Most students are required to use the
Internet for class assignments. High school students can connect to classes in advanced subjects
in other communities, and may complete online courses for college credit. Libraries remain
important locations for community access, with residents going online to connect with friends on
Facebook, as well as to download content for e-books, file income tax, and apply for jobs and
government benefits. School and library Wi-Fi provides access inside and near the buildings for
residents with smartphones.
Despite enthusiasm for broadband and the adoption of many broadband-based applications
and services, most organizations interviewed identified problems with broadband, particularly
with the pricing, stating that the terrestrial broadband network is too costly for them to take full
advantage of online services and applications.
While the scope of this study was too limited to estimate long-term benefits, it found that
broadband is highly valued and increasingly important to businesses and nonprofit organizations
and local governments in southwest Alaska. Broadband helps businesses to be more efficient in
their operations and to extend their reach to new customers and suppliers. It also helps to
improve the effectiveness of public sector services such as those provided by borough and city
governments and extends access to education and training. Broadband is also likely to be an
important component of strategies to develop ecotourism and other ecosystem services.Support for this research came from Connect Alaska with funding from the National

Top Leases and the Rule Against Perpetuities
The competition for oil and gas leases has resulted in an increase in the use of top leases to secure oil and gas leasehold estates. Top leases which are found to violate the Rule against Perpetuities could result in the loss of millions of dollars to the lessee. The author examines top leasing in light of the Rule against Perpetuities and concludes that absent a savings clause, such leases violate the Rule. A savings clause is proposed which would save an otherwise invalid lease thereby circumventing the harsh application of the Rule
Translation Studies on an Annular Field Reversed Configuration Device for Space Propulsion
This research investigated annular field reversed configuration (AFRC)devices for high power electric propulsion by demonstrating the acceleration of these plasmoids using an experimental prototype and measuring the plasmoid\u27s velocity, impulse, and energy efficiency.
The AFRC plasmoid translation experiment was design and constructed with the aid of a dynamic circuit model. Two versions of the experiment were built, using underdamped RLC circuits at 10 kHz and 20 kHz. Input energies were varied from 100 J/pulse to 1000 J/pulse for the 10 kHz bank and 100 J/pulse for the 20 kHz bank. The plasmoids were formed in static gas fill of argon, from 1 mTorr to 50 mTorr. The translation of the plasmoid was accomplished by incorporating a small taper into the outer coil, with a half angle of 2Ā°. Magnetic field diagnostics, plasma probes, and single-frame imaging were used to measure the plasmoid\u27s velocity and to diagnose plasmoid behavior. Full details of the device design, construction, and diagnostics are provided in this dissertation.
The results from the experiment demonstrated that a repeatable AFRC plasmoid was produced between the coils, yet failed to translate for all tested conditions. The data revealed the plasmoid was limited in lifetime to only a few (4-10) Ī¼s, too short for translation at low energy. A global stability study showed that the plasma suffered a radial collapse onto the inner wall early in its lifecycle. The radial collapse was traced to a magnetic pressure imbalance. A correction made to the circuit was successful in restoring an equilibrium pressure balance and prolonging radial stability by an additional 2.5 Ī¼s. The equilibrium state was sufficient to confirm that the plasmoid current in an AFRC reaches a steady-state prior to the peak of the coil currents. This implies that the plasmoid will always be driven to the inner wall, unless it translates from the coils prior to peak coil currents. However, ejection of the plasmoid before the peak coil currents results in severe efficiency losses. These results demonstrate the difficulty in designing an AFRC experiment for translation as balancing the different requirements for stability, balance, and efficient translation can have competing consequences
Genetic heterogeneity of residual variance in broiler chickens
Aims were to estimate the extent of genetic
heterogeneity in environmental variance. Data comprised 99ā535 records of
35-day body weights from broiler chickens reared in a controlled
environment. Residual variance within dam families was estimated using
ASREML, after fitting fixed effects such as genetic groups and hatches, for
each of 377 genetically contemporary sires with a large number of progeny
(100 males or females each). Residual variance was computed separately
for male and female offspring, and after correction for sampling, strong
evidence for heterogeneity was found, the standard deviation between sires
in within variance amounting to 15ā18% of its mean. Reanalysis using
log-transformed data gave similar results, and elimination of 2ā3% of
outlier data reduced the heterogeneity but it was still over 10%. The
correlation between estimates for males and females was low, however. The
correlation between sire effects on progeny mean and residual variance for
body weight was small and negative (-0.1). Using a data set bigger than any
yet presented and on a trait measurable in both sexes, this study has shown
evidence for heterogeneity in the residual variance, which could not be
explained by segregation of major genes unless very few determined the
trait
In vivo neurophysiological recordings from geniculate ganglia: taste response properties of individual greater superficial petrosal and chorda tympani neurones
Coding of gustatory information is complex and unique among sensory systems; information is received by multiple receptor populations located throughout the oral cavity and carried to a single central relay by four separate nerves. The geniculate ganglion is the location of the somata of two of these nerves, the greater superficial petrosal (GSP) and the chorda tympani (CT). The GSP innervates taste buds on the palate and the CT innervates taste buds on the anterior tongue. To obtain requisite taste response profiles of GSP neurones, we recorded neurophysiological responses to taste stimuli of individual geniculate ganglion neurones in vivo in the rat and compared them to those from the CT. GSP neurones had a distinct pattern of responding compared to CT neurones. For example, a small subset of GSP neurones had high response frequencies to sucrose stimulation, whereas no CT neurones had high response frequencies to sucrose. In contrast, NaCl elicited high response frequencies in a small subset of CT neurones and elicited moderate response frequencies in a relatively large proportion of GSP neurones. The robust wholeānerve response to sucrose in the GSP may be attributable to relatively few, narrowly tuned neurones, whereas the response to NaCl in the GSP may relate to proportionately more, widely tuned neurones. These results demonstrate the diversity in the initial stages of sensory coding for two separate gustatory nerves involved in the ingestion or rejection of taste solutions, and may have implications for central coding of gustatory quality and concentration as well as coding of information used in controlling energy, fluid and electrolyte homeostasis
Toward Universal Broadband in Rural Alaska
The TERRA-Southwest project is extending broadband service to 65 communities in the
Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination
of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a
middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be
through fixed wireless or interconnection with local telephone networks.
The State of Alaska, through its designee Connect Alaska, also received federal stimulus
funding from the National Telecommunications and Information Administration (NTIA) for tasks
that include support for an Alaska Broadband Task Force āto both formalize a strategic broadband
plan for the state of Alaska and coordinate broadband activities across relevant agencies and
organizations.ā
Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and
timely. This first phase provides baseline data on current access to and use of ICTs and Internet
connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to
adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force
in determining how the extension of broadband throughout the state could contribute to education,
social services, and economic activities that would enhance Alaskaās future. Results of the
research could also be used proactively to develop strategies to encourage broadband adoption,
and to identify applications and support needed by users with limited ICT skills.Connect Alaska.

Expanding Disease Definitions in Guidelines and Expert Panel Ties to Industry:A Cross-sectional Study of Common Conditions in the United States
BACKGROUND: Financial ties between health professionals and industry may unduly influence professional judgments and some researchers have suggested that widening disease definitions may be one driver of over-diagnosis, bringing potentially unnecessary labeling and harm. We aimed to identify guidelines in which disease definitions were changed, to assess whether any proposed changes would increase the numbers of individuals considered to have the disease, whether potential harms of expanding disease definitions were investigated, and the extent of members' industry ties. METHODS AND FINDINGS: We undertook a cross-sectional study of the most recent publication between 2000 and 2013 from national and international guideline panels making decisions about definitions or diagnostic criteria for common conditions in the United States. We assessed whether proposed changes widened or narrowed disease definitions, rationales offered, mention of potential harms of those changes, and the nature and extent of disclosed ties between members and pharmaceutical or device companies. Of 16 publications on 14 common conditions, ten proposed changes widening and one narrowing definitions. For five, impact was unclear. Widening fell into three categories: creating āpre-diseaseā; lowering diagnostic thresholds; and proposing earlier or different diagnostic methods. Rationales included standardising diagnostic criteria and new evidence about risks for people previously considered to not have the disease. No publication included rigorous assessment of potential harms of proposed changes. Among 14 panels with disclosures, the average proportion of members with industry ties was 75%. Twelve were chaired by people with ties. For members with ties, the median number of companies to which they had ties was seven. Companies with ties to the highest proportions of members were active in the relevant therapeutic area. Limitations arise from reliance on only disclosed ties, and exclusion of conditions too broad to enable analysis of single panel publications. CONCLUSIONS: For the common conditions studied, a majority of panels proposed changes to disease definitions that increased the number of individuals considered to have the disease, none reported rigorous assessment of potential harms of that widening, and most had a majority of members disclosing financial ties to pharmaceutical companies.
