Econometric models for forecasting of macroeconomic indices
The urgency of the research topic was stipulated by the necessity to carry out an effective controlled process by the economic system which can hardly be imagined without indices forecasting characteristic of this system. An econometric model is a safe tool of forecasting which makes it possible to take into consideration the trend of indices development in the past and their cause and effect interrelations. The aim of the article is to build econometric models for macroeconomic indices forecasting, reflecting Russiaβs economy stabilization processes. In the process of research econometric modeling methods were used which allow to build, estimate and control the quality of various econometric models. In the given research the following models were built and analyzed: autoregressive integrated moving average model, vector auto-regression model, simultaneous equations system; the comparison of forecast possibilities and forecast accuracy of models built; forecast values of considered macroeconomic indices for the next periods were received. As to the results of study some preference can be given to forecasting on the basis of autoregressive models. The materials of the article can be quite useful for researchers, dealing with problems of modeling and economic processes forecasting, both in their scientific and practical activity. Efficient Encoding of Matrix Microparticles with Nanocrystals for Fluorescent Polyelectrolyte Microcapsules Development
Polyelectrolyte microcapsules development and further use as specific carriers for drug molecules, fluorescent dyes, and metal nanoparticles is a promising approach to designing theranostic agents. Semiconductor nanocrystal quantum dots exhibiting size-dependent optical properties, a high photostability, and optimal fluorescent properties can be advantageous over classical organic fluorophores. The results of elaboration of efficient encoding of matrix microparticles with nanocrystals for development of fluorescent polyelectrolyte microcapsules and the characteristics of the obtained encoded microbeads are demonstrated.

Cytotoxicity of Polyelectrolyte Microcapsules Encoded with Semiconductor Nanocrystals
Polyelectrolyte microcapsules are promising carriers of drugs and diagnostic agents for designing targeted and controlled delivery systems design. The use of quantum dots (QDs) as fluorescent labels in bioimaging is a promising approach to bioimaging tool development. The potential toxicity of QDs makes their applicability as fluorescent labels in vivo questionable. Therefore, the cytotoxicity of polyelectrolyte microcapsules encoded with semiconductor nanocrystals has been investigated.

Influence of the participatory budgeting on the infrastructural development of the territories in the Russian federation
The relevance of the investigated problem is caused by the need for the advancing of participatory budgeting practice in the Russian Federation. Due to insufficient development of theoretical, scientific, and methodological aspects of the participatory budgeting, very few territories in the Russian Federation use this tool effectively. The most important issue to be addressed is increasing the effectiveness of involving of local communities in the process of the rational allocation of budgetary funds. The objective of this paper is to study how participatory budgeting influences the potential of infrastructural development of territories in the Russian Federation. The leading methods of investigation of the problem include analyzing the common practices in certain regions and specifying the different categories of participatory budgeting. Using these methods, the authors consider the participatory budgeting as a process of allocating the budget funds to address the primary local problems, which leads to improving territorial infrastructure development. The results of the given research include updated conceptual basis of participatory budgeting; indicators reflecting the influence of the participatory budgeting on infrastructural development and criteria for its implementation in the municipalities; organizational chart clarifying the methodological aspects of different types of the participatory budgeting; and classification of territorial development mechanisms based on the participatory budgeting models of financing municipal projects. The practical significance of the given research is focused on the development of the practice of the relevant projects financing through the participatory budgeting in the Russian regions by systematizing their conceptual frameworks. Results of the study can be used by regional and municipal authorities to improve the relevant legislation, and by representatives of local communities to increase their participation in the budgeting process. Highly Stable, Water-Soluble CdSe/ZnS/CdS/ZnS Quantum Dots with Additional SiO2 shell
Quantum dots (QDs) are fluorescent nanocrystals extensively used today in research and applications. They attract much interest due to the high photostability and fluorescence quantum yields close to 100%. The best QDs are made by synthesis in organic media, and they have to be transferred into aqueous solutions if biomedical applications are concerned. An advanced method for rendering QDs water-soluble is to coat them with hydrophilic SiO2 -layer. However, growing a silica shell with a predetermined thickness is a problem, because uncertain values of the molar extinction coefficients (Ξ΅) of core/shell QDs made it impossible to calculate precise yields of the chemical reactions involved. Here we suggest an approach to solving this problem by constructing the structural models of per se and silica-coated QDs followed by measuring Ξ΅ in a course of the QD synthesis, thus carrying out precise quantitative reactions. Proceeding in such a way, we prepared the CdSe/ZnS/CdS/ZnS QDs with the structure predicted by the model and coated by silica shell. Prepared QDs are characterized by a narrow size distribution and the same fluorescence parameters as the original QDs in the organic medium. Developed approach permitted efficient QDs water-solubilisation and preparation of stable nanoparticles for plethora of biomedical applications.

The purpose of this research was to assess a significance of a computed dermography (CD) method to detect bronchoobstructive syndrome (BOS), to evaluate bronchial reversibility during a bronchodilating test in chronic obstructive bronchitis (COB) patients and to reveal bronchoconstruction in healthy smokers. Eighty four persons were observed: 30 healthy non-smokers (the control group), 24 smokers not having clinical manifestations of pulmonary diseases (the risk group), and 30 patients with COB of different seventy at the exacerbation stage. The bronchial reversibility was diagnosed using instrumental methods: CD, spirography, peakflowmetry. The CD method rejects the theory organ-point and investigates more complex relationships in contradistinction to other well-known reflex-diagnostic methods. The CD is easy, non-invasive and informative.The control group was examined by the CD, spirography, peakflowmetry. Normal CD-criteria were found. The risk group was examined by the same methods before and in 5-10, 30-40, and 60-90 minutes after smoking. The CD method was found out to be an objective and more sensitive method which allowed to detect bronchoconstriction in smokers after smoking, while the results of the spirography and peakflowmetry were negative. The COB patients were examined before and in 30 minutes after the test with Berodual. As a result, the CD-criteria of the BOS were revealed. 138 patients with lumbar osteochondrosis (LOC) in age of 32β73 years with apparent pain syndrome and neurologic manifestations have been examined, these patients have received 316 autoserotherapy (AST) procedures. It has been revealed that in LOC patients a disturbance of coagulation blood properties and micricirculation as well as immunoglobulin M and G concentration increase, circulating immune complexes (CIC) increase, increase of kinin activity by more than 2 times had taken place. Course of AST procedures permits to decrease the blood coagulability and kallikrein activity almost up to the norm, to improve the microcirculation (by capillaroscopy data), to eliminate the disimmunoglobulinemia that is accompanied by the decrease of disease symptom evidence. Inclusion of AST procedures in LOC treatment complex decreases in short time the intensity of lumbar pains, decreases the hospitalization duration by (9,4 Β± 1,1) days, increases the remission duration as compared to the control patient group that received the traditional treatment only.ΠΠ±ΡΠ»Π΅Π΄ΠΎΠ²Π°Π½Ρ 138 Π±ΠΎΠ»ΡΠ½ΡΡ

Modern Genetic Education: How Does It Meet Studentsβ Requests?
The role of genetics in modern society is growing, which makes new demands on the quality of training specialists in this field. The article considers the results of the student survey carried out at universities universities of the Republic of Bashkortostan in November 2021 (N=209). The aim of the survey was an analysis of the correspondence of the quality of genetic education to the needs of students. It was found that despite the satisfaction of the majority of the surveyed students with the quality of genetic education, there are problems in understanding modern sections of genetics, such as molecular genetics, toxicological genetics, genomics. The students are not sufficiently involved in scientific research, most of them prefer the traditional forms of teaching and learning, only few of them are aware of modern online resources and MOOCs. The part of students is interested in the development of practical skills in the field of genetic research. The data obtained lead to the conclusion that it is necessary to revise the existing methods of teaching genetics in universities and search for new effective approaches to improve the quality of mastering genetic disciplines
