    Developing Information System on Lunar Crescent Observations

    We present a progress report on the development of information system of lunar crescent astronomical observations which will be largely accessible for public domain. This consists of calculations of the Moon's ephemeris as well as systematic real-time lunar crescent observations. A well suited small telescope, equipped with a simple digital detector, is connected to a server to provide information on lunar crescent observations. The system has been used and worked well. The only constraint is poor weather condition. Network of small telescopes, installed at various locations in Indonesia, are currently planned to provide plethora of data. In the long term, this will be used to help to determine the astronomical visibility criteria of lunar crescent for Islamic calendar

    Riverhood: political ecologies of socionature commoning and translocal struggles for water justice

    Mega-damming, pollution and depletion endanger rivers worldwide. Meanwhile, modernist imaginaries of ordering ‘unruly waters and humans’ have become cornerstones of hydraulic-bureaucratic and capitalist development. They separate hydro/social worlds, sideline river-commons cultures, and deepen socio-environmental injustices. But myriad new water justice movements (NWJMs) proliferate: rooted, disruptive, transdisciplinary, multi-scalar coalitions that deploy alternative river–society ontologies, bridge South–North divides, and translate river-enlivening practices from local to global and vice-versa. This paper's framework conceptualizes ‘riverhood’ to engage with NWJMs and river commoning initiatives. We suggest four interrelated ontologies, situating river socionatures as arenas of material, social and symbolic co-production: ‘river-as-ecosociety’, ‘river-as-territory’, ‘river-as-subject’, and ‘river-as-movement’

    Correlations, Causes and the Logic of Obscuration: Donor Shaping of Dominant Narratives in Indonesia's Irrigation Development

    This article analyses policy trends in Indonesian irrigation, particularly during the last five decades, from the perspective of dominant narratives, as authored, suggested and pushed by international donors. It argues that international donors' adherence to ‘deferred maintenance’ as the core element of irrigation policy problem framing does not match with farmers' and the irrigation agency staff perceptions and practices. The logic of obscuration and the discursive manoeuvers that maintain it are analysed. The article concludes that there is space for more profound conceptual contestation and for alternative actions pathways even within the ‘dominant paradigm’ to address management problems more effectively

    Assessment of options for small-scale groundwater irrigation in Lao PDR

Leiden, Netherlands: CRC Press - Balkema.Groundwater offers smallholder farmers in the lowlands of Lao PDR opportunities to diversify cropping beyond wet season paddy and thus enhance their livelihoods while reducing climate risks. This chapter focuses on evaluating existing and specifically developed groundwater irrigation options on the Vientiane Plain, and framing the findings around the livelihood priorities of different farming groups against a backdrop of agrarian change. Results show that cultivating a range of cash crops using shallow dugwells managed by individual farmers and deeper boreholes managed by the community can be profitable for farmers, while helping to increase the resilience of farming households’ livelihoods. Both options may also represent a viable investment option for farming households lacking access to surface water irrigation, and thus contribute to more equitable growth. The results identify drivers and conditions that incentivize and enable groundwater irrigation to generate positive development outcomes. It also highlights that farmers will not intrinsically engage in groundwater irrigation simply because a good resource is available, but instead, weighs up the pros and cons of a mix of biophysical, socioeconomic, technical, and institutional factors. Agricultural policies aiming to intensify small-scale groundwater irrigation should be cognizant of these nuances as they are critical to successful implementation and management
