Economic and Structural Database for the MEDPRO Project. MEDPRO Report No. 5, May 2013
This report presents the economic and structural database compiled for the MEDPRO project. The database includes governance, infrastructure, finance, environment, energy, agricultural data and development indicators for the 11 southern and eastern Mediterranean countries (SEMCs) studied in the MEDPRO project. The report further details the data and the methods used for the construction of social accounting, bilateral trade, consumption and investment matrices for each of the SEMCs
Female Labour Force Participation and Economic Development in Southern Mediterranean Countries: What scenarios for 2030? MEDPRO Technical Report No. 19/December 2012
This paper investigates the relationship between female labour force participation rates and economic
growth in southern Mediterranean countries. A two-step methodology involving econometric estimations
and the use of a general equilibrium model was used for this purpose.
The econometric estimations suggest that there is a U-shaped relationship between economic growth and
female labour force participation rates and they indicate the presence of region-specific barriers impeding
women's entry into the labour force in southern Mediterranean countries.
The econometric results were fed into a general equilibrium model, the GEM-E3-MEDPRO, which was
used to simulate two alternative assumptions on developments in female labour participation rates in the
region up to 2030. The first of these simulated changes in female labour force participation rates arising
from income level trends projected for the period 2015–2030 in southern Mediterranean countries. The
second assumed the lowering of region-specific barriers which deter female labour force participation.
The results of these simulations suggest that lower female labour force participation rates may lead to
marginally lower economic growth in the region, while the removal of region-specific barriers to female
labour force participation may encourage economic growth. This has important policy implications,
suggesting that policies intended to remove such barriers could help to promote the growth of the region's
economies
Common environment policies in different sustainability paradigms: evidence From the Baltic, Adriatic, and Black Seas
We develop a model for four sustainability paradigms (weak sustainability, a-growth, de-growth, strong sustainability) within a single framework that accounts for responsibility for nature and future generations and for intra- and inter-generational equality. The model is applied in three case studies: the Baltic, the Adriatic and the Black Sea with the aim to identify feasible sustainability solutions for shared seas under alternative sources of environmental pressure and cooperation strategies. The Baltic Sea is analyzed as an example of pollution from agriculture, the Adriatic Sea as an example of over-exploitation of fish in fishery, and the Black Sea as an example of pollution from industry. Empirical results show that different cooperation strategies are feasible in each case and that they yield different results in different context. Also welfare implications vary between different cooperation strategies. The main policy implication of the analysis is two-fold. Environmental conservation must be preferred to environmental innovation, where both intra- and inter-generational equity concerns are unessential. The choice of a different sustainability approaches must be combined with the feasibility of the differently required management institutions, while considerations of the sectoral sources of environmental pressure are essential

Quantitative Reference Scenario for the MEDPRO Project. MEDPRO Report No. 6, May 2013
In general equilibrium models the reference scenario is important, as the evaluation of the alternative policies modelled is based on their deviation from the reference scenario. The reference scenario relates to the development of an economic outlook for each region and sector of the model. This means that assumptions are made about the main drivers of growth, e.g. population growth and technical progress. This report provides the main assumptions used for the development of the reference scenario in the MEDPRO project. The report also provides a brief country and sectoral overview for each of the southern and eastern Mediterranean countries covered by the MEDPRO project
Macroeconomic Scenarios for the Euro-Mediterranean Area Quantification based on the GEM-E3 Model. MEDPRO Report No. 7, July 2013
Four alternative macroeconomic scenarios for southern Mediterranean countries are quantified in this study with the use of GEM-E3, a general equilibrium model. These are i) the continuation of current policies (business-as-usual scenario), ii) southern Mediterranean–EU cooperation (Euro-Mediterranean Union scenario), iii) a global opening of the southern Mediterranean countries and cooperation with the rest of the Middle East and other developing countries like China (Euro-Mediterranean alliance scenario), and iv) a deterioration in the regional political climate and a failure of cooperation (Euro-Mediterranean under threat scenario). Explicit assumptions on trade integration, infrastructure upgrade, population and governance developments are adopted in each scenario. The simulation results indicate that an infrastructure upgrade and governance improvements in the context of southern Mediterranean–EU cooperation could benefit most of the countries under consideration. The analysis remains important in light of ongoing regional developments and the need to design the best policies to pursue in the aftermath of the Arab spring
The link between ecosystem services and human wellbeing in the implementation of the European Water Framework Directive: assessing four river basins in Europe.
This paper explores the relationship between the environment and human wellbeing whilst considering water resource pressures in the context of ecosystem services, before assessing the management actions to facilitate human wellbeing under the European Union’s Water Framework Directive (WFD). By focusing on four river basins in four European countries currently working to implement the WFD, we explore the effects of multiple pressures faced within each one on human wellbeing. Under an Ecosystem Services framework, we identify those effects and consolidate them into Human Wellbeing Factors to assess the management actions. Then, by conducting a qualitative content analysis, we assess the effectiveness of each Program of Measures at river basin level and relate them to Human Wellbeing Factors. Findings indicate that factors such as population growth trends intensify the effects of these pressures on human wellbeing. Finally, the paper pinpoints that human wellbeing must remain an ever-present consideration to be weighed against any other competing policy objectives
Assessing the effectiveness of the WFD as a tool to address different levels of water scarcity based on two case studies of the Mediterranean region.
Despite being a natural phenomenon, water scarcity is, to a great extent, human-induced, particularly affected by climate change and by the increased water resources vulnerability. The Water Framework Directive (WFD), an ‘umbrella’ directive that aims to provide holistic approaches to the management of water resources and is supported by a number of Communication documents on water scarcity, requires for prompt responses to ensure ‘healthy’ water bodies of good ecological status. The current paper presents a multidisciplinary approach, developed and engaged within the Globaqua Project, to provide an assessment of the main challenges towards addressing water scarcity with emphasis on the climate change projections, in two Mediterranean regions. The current paper attempts to critically assess the effectiveness of the WFD as a tool to address water scarcity and increase sustainability in resource use. Criticism lies on the fact that the WFD does not directly refer to it, still, water scarcity is recognized as a factor that increases stress on water resources and deteriorates their status. In addition, the Program of Measures (PoMs) within the WFD clearly contribute to reducing vulnerability of water resources and to ensure current and future water use, also under the impact of the projected climate change
The Arctic Environmental Responsibility Index: A method to rank heterogenous extractive industry companies for governance purposes
Abstract: The Arctic Environmental Responsibility Index (AERI) covers 120 oil, gas, and mining companies involved in resource extraction north of the Arctic Circle in Alaska, Canada, Greenland, Finland, Norway, Russia, and Sweden. It is based on an international expert perception survey among 173 members of the International Panel on Arctic Environmental Responsibility (IPAER), whose input is processed using segmented string relative ranking (SSRR) methodology. Equinor, Total, Aker BP, ConocoPhillips, and BP are seen as the most environmentally responsible companies, whereas Dalmorneftegeophysica, Zarubejneft, ERIELL, First Ore‐Mining Company, and Stroygaz Consulting are seen as the least environmentally responsible. Companies operating in Alaska have the highest average rank, whereas those operating in Russia have the lowest average rank. Larger companies tend to rank higher than smaller companies, state‐controlled companies rank higher than privately controlled companies, and oil and gas companies higher than mining companies. The creation of AERI demonstrates that SSRR is a low‐cost way to overcome the challenge of indexing environmental performance and contributing to environmental governance across disparate industrial sectors and states with divergent environmental standards and legal and political systems
Realising the Potential of Renewable Energy as a Tool for Energy Security in Small Island Developing States
Small Island Developing States (SIDS) are heavily dependent on the use of imported fossil fuels to address their energy needs. This has a negative impact on the environment, SIDS budgets, and energy security. Therefore, this study aimed to investigate the role of renewable energy (RE) as a tool for energy security in SIDS. In this regard, using VOSviewer, a widely known software tool, two bibliometric analyses were performed with a focus on the literature that explores two intertwined issues: (i) the links between RE and energy security; and (ii) the implications of RE and energy security in SIDS. The results from the study show that RE can help SIDS enhance their energy security and assure long-term energy sustainability. In addition, the results show that with the reduction in the cost of batteries in the future, they will eventually replace diesel generators. Moreover, the study showed that renewable energy may assist SIDS in their long-term efforts to achieve food security. The analysis discusses the major obstacles and the potential solutions for the integration of RES into the energy generation of SIDS. The paper concludes with useful recommendations to help island nations reduce their carbon footprint
