AN ANALYSIS OF THE COMMERCIALITY DETERMINATION FOR UNITED STATES SPACE FORCE SPACE LAUNCH SERVICES

The Orbital Service Program-4 (OSP-4) acquires launch missions as commercial items in accordance with FAR Part 12 to comply with 51 USC §50132, “Acquisition of commercial space transportation services,” which requires space transportation to be considered a commercial item under acquisition laws. As a result, acquisition professionals must opt for contract structures that only allow for Firm Fixed Price contract types and consequently are prohibited from utilizing cost reimbursement contract types. The National Security Space Launch program (NSSL) and the Orbital Service Program (as part of the Rocket Systems Launch Program) share a common commercial item determination and operated under the same Launch Enterprise Division of Space Systems Command until March 2022. As of March 2022, the two programs were realigned under different Deltas within Space Systems Command. This Capstone Applied Project analyzes the current policy for the acquisition of commercial space transportation services as it applies to both the NSSL and OSP-4 programs. Furthermore, the research seeks to address difficulties in determining fair and reasonable prices for space launch services due to the commercial contracts for space launch services containing noncommercial requirements.Civilian, DARPACivilian, Department of the Air ForceApproved for public release. The discrepancies of U.S. foreign policy

Als die Vereinigten Staaten von Amerika mit Unterstützung einer internationalen Koalition eine dritte “militärische Aktion” mit einem muslimischen Land in einem Jahrzehnt begann, sind viele Fragen über die Motivation der US-Außenpolitik aufgetreten. Inmitten der Ansprüche Menschenrechte zu schützen, Massaker zu verhindern, Massenvernichtungswaffen zu beschlagnahmen und Demokratie zu pflegen sind die uralten Sorgen bezüglich der nationalen Sicherheit und der Staatsräson der USA, innerhalb des großen Spiels der Machtpolitik, wieder aktuell. Unbestreitbar veränderten der Fall der Berliner Mauer und der Zusammenbruch der Sowjetunion die globale Gemeinschaft stark, da die USA als die führende Weltmacht übrigblieb. Weil die USA eine so herausragende Rolle in globalen Beziehungen spielt, ist ein Verständnis der US-Außenpolitik entscheidend, um die globalen Vorgänge in der Welt zu verstehen. Aber wie macht die Außenpolitik der USA Sinn, wenn die US-Präsidenten einerseits erklären Menschenrechte schützen zu wollen, andererseits eine Politik verfolgen die auch zu Regimewechsel führt. Wie kann man die Außenpolitik der USA erklären? Für eine Antwort sollte man die Geschichte und Theorien befragen. Die wichtigsten Paradigmen der „International Relations-Theory“ der USA sind Realismus und Liberalismus. Von der Rhetorik der letzten aber auch der früheren Präsidenten zu schließen, ist es klar, dass Liberalismus für die US-Außenpolitik relevant ist, während die tatsächliche Politik die Wichtigkeit des Realismus aufzeigt. Auf den ersten Blick ist es trotzdem nicht klar welche Theorie am relevantesten ist. Eine Analyse der vergangenen Präsidentschaften kann ein klareres Bild darüber erzeugen, wie die USA mit der Welt interagiert. Obwohl die Präsidenten Richard Nixon und Jimmy Carter als Befürworter von Realismus und Liberalismus in der US-Außenpolitik stehen, enthüllt eine genauere Analyse, dass es bemerkenswerte Übereinstimmungen gibt. Trotz Nixons gefinkelter Realpolitik, war seine Rhetorik oft doch sehr liberal. Während Carters offensichtlich liberale Rhetorik oft nur eine Fassade seiner Realpolitik war. Dies ist insofern bemerkenswert, weil diese zwei Präsidenten unterschiedlichen Parteien angehörten, aber bei beiden ein Unterschied zwischen Politik und Rhetorik festzumachen ist, welcher auch als scheinheilig beschrieben werden kann. Man kann diese Heuchelei durch ein Verstehen von demokratischer Politik und der Rolle der öffentlichen Meinung in Einklang bringen.As the United States of America, with the support of an international coalition, begins it’s third “military engagement” with a Muslim country in a decade, naturally questions abound concerning the motivations of U.S. foreign policy. Amidst the claims to protect human rights, prevent massacres, confiscate weapons of mass destruction and foster stable democracies, are the age-old concerns regarding the national security and national interest of the U.S., within the great game of power politics. Undeniably, the global community changed greatly when the Berlin Wall came down and the Soviet Union collapsed leaving the United States as the premier global power. Because the U.S. plays such a significant role in global affairs, an understanding of U.S. foreign policy is crucial in understanding many global relations. But how can one make sense of U.S. foreign policy when U.S. presidents claim to be protecting human rights while pursuing political agendas such as those to induce regime change? How can the foreign policy of the United States be explained? One should turn to theory and history for an answer. The most important paradigms of international relations theory in the U.S. are realism and liberalism. From the rhetoric of recent and past presidents, it is clear that liberalism is relevant to U.S. foreign policy, while the actual policies themselves indicate the importance of realism. At first glance it is not clear, however, which is the most relevant. An analysis of past presidencies can provide a clearer understanding of how the U.S. interacts with the world. Although Presidents Richard Nixon and Jimmy Carter are the standard-bearers of realist and liberal foreign policy respectively, a closer analysis reveals that there is a remarkably consistent trend. Despite Nixon’s shrewd efforts of realpolitik, his rhetoric was often quite liberal; while, Carter’s obviously liberal rhetoric was often merely a façade for his realist policies. This is noteworthy because these two presidents were from opposing political parties, but yet demonstrated the same hypocrisy between their rhetoric and policy. However, one can reconcile this hypocrisy through an understanding of democratic politics and the role of public opinion

Antimicrobial Activity of Lysozyme against Oral Pathogens

Saliva contains a number of antimicrobial substances which have their origin either in salivary glands or serum from which they may leak into the mouth via the gingival crevices. Saliva is believed to possess a substantial influence on the aggregates oral pathogens form in the mouth due to the antibodies as well as proteins whose antimicrobial properties do not depend on prior exposure to an antigen. One such enzyme is Lysozyme which is one of the most powerful natural antibacterial and antiviral compounds known to man. According to previous researches, it has been found out that lysozyme may bind and aggregate Gram-positive bacteria such as putative Gram-negative periodontopathic bacteria such as Capnocytophaga gingivalis. This particular study explores the natural phenomenon Lysozyme exhibits against oral microflora with noteworthy conclusions. Saliva samples were collected from the oral cavity of human, cow and dog. From these samples, lysozyme was isolated and purified. Furthermore, the quantity of the enzyme isolated was ascertained by Polyacrylamide Gel Electrophoresis. The quantified enzyme showed 32kDa for cow sample, 23kDa for dog sample and 23kDa for human sample. Finally the antimicrobial activity of the enzyme was determined by agar well diffusion method against Staphylococcus spp. and Enterococcus faecalis. Hence lysozyme in saliva is found to have the antibacterial activity against the pathogen due to the zone of inhibition observed and this proves that a tool to prevent dental decay is available and that there is potential to serve antimicrobial role in the specific application of medical industry

幼児期におけるカリキュラム・マネジメントの実践研究１ － A公立幼稚園における園内研修を手掛かりとして －

El presente trabajo de investigación lleva como título “PERCEPCIÓN DE LA COMUNICACIÓN QUE TIENEN LOS POBLADORES SOBRE LA MUNICIPALIDAD DISTRITAL DE YANAHUARA, 2017”, El Objetivo principal de la presente tesis es determinar la percepción de los pobladores sobre la Municipalidad Distrital de Yanahuara, así mismo, determinar por medio de objetivos específicos conocer la Reputación Corporativa, definir la Responsabilidad Social Corporativa, conocer cuál es la percepción de la comunicación externa, señalar la Cultura Corporativa y conocer cuál es la percepción de la Identidad Visual, todos estos puntos haciendo referencia a la percepción de la comunicación en los pobladores sobre la Institución. Para ejecutar esta investigación se ha optado por aplicar como técnica la encuesta y como instrumento el cuestionario, en una muestra de 378, con nivel de confianza de 95% y un error muestral de + 5%. Orientamos nuestra investigación en cómo es percibida la Municipalidad Distrital de Yanahuara a través de la percepción de la comunicación en los que se ve reflejado cuan beneficiados son los pobladores del distrito en la gestión actual. Posteriormente a la aplicación de recolección de datos, concluimos que la Municipalidad Distrital de Yanahuara, tiene algunas carencias que deben ser atendidas a la brevedad ya que ese sería un punto muy importante para que los pobladores tengan mejores servicios y a su vez se sientan cómodos y satisfechos con lo que se brinda. Por otro lado hay puntos en los cuales la Municipalidad Distrital de Yanahuara cumple sus funciones pero debe mejorar, ya que no basta un a veces para mejorar, el hecho de dar una mejora debe ser constante cuidando cada punto que nos llevaría a tener una mejor opinión de los pobladores de dicho distrito. No se debe descuidar ciertos puntos por darle prioridad a otros, para eso recomendamos tener un plan desarrollado para todo el año y poder derivar funciones y así brindar mejores opciones de servicio a la población. Por último, la percepción de los pobladores de la Municipalidad Distrital de Yanahuara es positiva en el desempeño y desarrollo autónomo de sus competencias y finalidades en beneficio de sus habitantes, que mantiene constancia y frecuencia en las actividades con las que permiten la participación de todos, sin embargo deben mejorar algunos canales de comunicación para llegar a todos los pobladores y captar la atención adecuadamente
