O impacto do SIADAP no trabalho em equipa e na liderança

Mestrado em Administração e Gestão PúblicaApós a realização do estágio curricular na Divisão de Gestão de Recursos Humanos da Câmara Municipal de Espinho, o presente relatório de estágio pretende refletir sobre a perceção dos trabalhadores em relação ao impacto do Sistema Integrado de Avaliação do Desempenho da Administração Pública (SIADAP) no Trabalho em Equipa e na Liderança. O surgimento do Estado Providência é, habitualmente situado no pós Segunda Guerra Mundial, de forma a tentar responder às necessidades dos cidadãos para serviços de maior qualidade, bem como por uma melhor qualidade de vida. E, a sua conceção assenta num modelo administrativo definido, por Max Weber, como modelo burocrático. Recentemente este modelo tem vindo a ser confundido com as suas disfunções sendo considerado caro e ineficiente, desafiando a Administração Pública a tornar-se mais eficaz, eficiente e orientada para o negócio, surgindo assim a Nova Gestão Pública, que se caracteriza, em particular, por princípios direcionados para a adoção de mecanismos de mercado, pela avaliação de desempenho dos funcionários, pelo controlo da qualidade e pela adoção dos princípios da eficiência e da eficácia como organizadores principais dos serviços públicos. Em Portugal, a introdução destes mecanismos na Administração Pública estendeu-se não só às instituições públicas do poder central, mas também às instituições, que representam o poder local. A Avaliação de Desempenho alterou-se neste contexto, tendo surgido o Sistema Integrado de Avaliação do Desempenho da Administração Pública como um instrumento capaz de contribuir para a melhoria dos serviços públicos. Neste âmbito, o objetivo deste estudo é tentar compreender as perceções dos trabalhadores sobre o seu impacto na Liderança e no Trabalho deste novo sistema no caso particular da Divisão de Gestão de Recursos Humanos da Câmara Municipal de Espinho. A investigação foi elaborada com base em inquéritos aplicados aos trabalhadores da referida divisão, onde tive oportunidade de desenvolver o trabalho de estágio. Com este estudo foi possível concluir que os trabalhadores apesar de não considerarem relevante a influência do SIADAP sobre o Trabalho em Equipa, não possuem a mesma opinião em relação à sua influência na liderança. As respostas dos inquiridos parecem indiciar que o sistema promove um estilo de Liderança mais Democrático. Sendo este trabalho o resultado de um estudo de caso, análises empíricas mais vastas são necessárias para concluir sobre a sua validade para contextos mais gerais.At the end of the traineeship I have had the opportunity to develop in the Division of Human Resources Management in the city hall of Espinho, this final report was developed in order to analyse the workers’ perceptions on the impact of the Integrated System for Performance Evaluation of Public Administration (SIADAP) over Team Work and Leadership. The emergence of the welfare state is usually located in the Post World War II, as an attempt to try to respond to citizens' needs for higher quality services, as well as for better quality of life. The design of this new state model was based on an administrative model defined by Max Weber as the bureaucratic model. Recently this model has been confused with their dysfunctions and considered as too much expensive and inefficient, challenging public administration to become more effective, efficient and business-oriented. These tendencies translate the emergence of New Public Management, which is characterized, among other principles by the attempt to adopt market mechanisms for evaluating employees’ performance, for quality control and the adoption of the principles of efficiency and effectiveness as the main organizers of public services. In Portugal, the introduction of these mechanisms in Public Administration was extended not only to public institutions of central government, but also the institutions that represent the local institutions. The performance evaluation has changed in this regard, having emerged the Integrated Performance Assessment of Public Administration as a means of contributing to the improvement of public services. In this context, the aim of this study is to try to understand the perceptions of workers about the impact of this evaluation system on Leadership style and Team Work using as case study the Division of Human Resources Management of the City of Espinho The research was developed based on surveys applied to employees of that division where I had the opportunity to develop the internship work. With this study it was concluded that although the workers do not consider SIADAP influence relevant on Teamwork, do not have the same opinion regarding their influence on leadership. The answers of the respondents seem to indicate that the system fosters a more democratic style of leadership. This work being the result of a case study, requires new empirical analyzes to allow broader the conclusions about its validity for more general contexts

O trabalho com a música na educação infantil

In this study we attempted to search for work with music in early childhood education, with the aim of investigating the conceptions that teachers have about the role of music and practices are held in early childhood education. To develop it, we conducted a field survey of the exploratory type, in the school hall Francisco Felipe dos Santos in Two Roads / PB. Through the application of an open questionnaire, collect data that provided reflections on the practice of music education at this institution. The results show that the teachers participating in the research have knowledge about the importance of music included in school activities and try to do the job the way it is possible. However, do not realize the existence of a pedagogical action that expresses directly interdisciplinary or multidisciplinary work involving music. This reflects the reality of teaching and working with predominance of isolated content. Thus, even though the teachers have explained the importance of working with the music, it appears that she is still not used as curricular practice. We conclude, therefore, that it is necessary to structure the initial teacher training, so there is a better preparation with regard to work with music in school, especially in early childhood education, but also that arrangements be made public policies that invest in better basic education, structuring it as required by law. Thus, the education professional, knowledgeable of techniques and methodologies appropriate to the context of education, will be able to better develop their work with music in early childhood education.Neste estudo buscou-se pesquisar sobre O trabalho com a música na educação infantil, com o objetivo de investigar que concepções as docentes possuem sobre o papel da música e que práticas são realizadas na educação infantil. Para desenvolvê-lo, realizamos uma pesquisa de campo do tipo exploratória, na escola municipal Francisco Felipe dos Santos, em Duas Estradas/PB. Através da aplicação de um questionário aberto, coletamos dados que proporcionaram reflexões sobre a prática da educação musical nesta instituição de ensino. Os resultados alcançados mostram que as professoras participantes da pesquisa têm conhecimento sobre a importância da música inserida nas atividades escolares e tentam fazer o trabalho da forma que é possível. No entanto, não se percebeu a existência de uma ação pedagógica que expresse diretamente o trabalho interdisciplinar ou multidisciplinar envolvendo a música. Isto reflete a realidade do ensino e a predominância do trabalho com conteúdos isolados. Assim, por mais que as professoras tenham explicitada a importância do trabalho com a música, deduz-se que ela é ainda pouco utilizada como prática curricular. Conclui-se, portanto, que é necessário estruturar melhor a formação inicial docente, para que haja um melhor preparo com relação ao trabalho com a música na escola, em especial, na educação infantil; como também que sejam viabilizadas políticas públicas que invistam melhor na educação básica, estruturando-a conforme determina a lei. Assim, o profissional em educação, conhecedor de técnicas e metodologias adequadas ao contexto da educação, terá condições de desenvolver melhor seu trabalho com a música na educação infantil

A modalidade escrita do português como L2 para alunos surdos: análise de abordagem em classe de inclusão no ensino médio

Neste artigo buscamos analisar a abordagem de ensinar Língua Portuguesa em modalidade escrita numa classe inclusiva composta de alunos com surdez profunda e alunos ouvintes a partir da filmagem de uma aula de produção de texto com o intuito de interpretar evidências de adequação do insumo oferecido e co-construído em sala e de permeabilidade do filtro sócio-afetivo. A estação Arqueológica da Tapada da Venda, Pedroso, Celorico de Basto (Norte de Portugal): primeiras impressões das escavações de 2001

Este trabalho dá a conhecer os resultados obtidos no decurso das escavações arqueológicas realizadas na Tapada da Venda, freguesia de Pedroso, Celorico de Basto. O local foi interpretado como um povoado de fossas, de grandes dimensões, ocupado durante o Bronze Médio e Final, associado a solos bem irrigados e com potencialidades agro-pastoris no seio do planalto da Lameira.This article draws upon the recent archaeological excavations at the site of Tapado da Venda (Celorico de Basto). This site was excavated in the seventies, being the results yet unpublished to date. This is an open settlement site dating to the 2nd millennium BC. This site, which appear to have had short live, was occupied by a farming community

Localization System for Optimization of Picking in a Manual Warehouse

Inbound logistics assumes increasing importance in retail operations, because there are usually hidden inefficiencies that contribute to higher labour costs and more time spent in the usual procedures in warehouses. The work developed was carried out in a manual warehouse of a retail company, with the main goal being the optimization of picking tasks and the improvement of the warehouse operations, as well as stock management. The solution is based on the development and implementation of a localization system, to reduce one of the most time-consuming components of picking, the search time for products in the warehouse. This application led to a reduction of this unproductive time by 93% to 100%, meaning the complete elimination of this component, which led to an optimization of the picking activity, by increasing the warehouse preparation capacity by 63%. Apart from the software upgrade, the operators now use Personal Digital Assistants to perform and validate the picking of items, increasing the accuracy of picking and the traceability of stock.info:eu-repo/semantics/publishedVersio

Design and Behavior of Salgueiros Station for Porto Metro

The paper presents the design and construction of an elliptical excavation for Porto Light Metro. Due to its original shape the solution took full advantage of the arch effect in the ground, adapting the Sequential Excavation Method to the vertical direction and achieving a novel, light and economic solution. In a first phase, the paper describes the construction method, referring also to economic and planning aspects of the excavation performed. The design is presented and discussed, including the presentation of the geotechnical tests performed and a brief analysis on the parameters assumed. The final part of the paper analyses monitoring results, focusing on the most surprising aspects of the behavior and on the main differences to the numerical calculations

EDUCAÇÃO INTEGRAL & GESTÃO ESCOLAR: nasce a sociedade dos indivíduos?

Este artigo Aborda-se a Reforma Educativa ocorrida nos países da América Latina e Caribe  nos  anos  de  1990  e  seus  impactos  na  educação  brasileira. O  objetivo  da pesquisa  foi  analisar  o  contexto  de  “aprovação”  do  documento  “Todos  pela Educação” e sua repercussão na educação por meio do oferecimento do Programa Mais  Educação  (PDE/PAR)  que  traz  como  nova  política  de  governo  a  Educação Integral às escolas brasileiras e  impõe desafios ao gestor neste sentido. O estudo teve  como metodologia  a  pesquisa  referenciada,  obtendo  como  resultados  a  não adoção  por  parte  dos  governos  Lula  e  Dilma  Rousseff  do  Plano  Nacional  de Educação (2010-2020) como uma real política de Estado em detrimento das políticas de governo emanadas do PAR e do documento “Todos pela Educação”, gerido pelo empresariado e de cunho neoliberal.   Palavras-chave: Educação Integral. Este trabalho faz um resumo dos principais resultados obtidos nas escavações dos Penedos Grandes, Arcos de Valdevez. Trata-se de um local que foi ocupado, por diversas vezes, durante a Idade do Bronze Médio e Final, provavelmente associado a actividades sazonais ocorridas em áreas de altitude.This article draws upon the recent archaeological excavations at the site of Penedos Grandes (Arcos de Valdevez), which has previously been excavated at the beginning of the twentieth century. PENSANDO A UTILIZAÇÃO DA REDE SOCIAL FACEBOOK NO ENSINO DE FILOSOFIA

Partindo do contexto do ensino de filosofia em nosso país, o presente artigo aponta a necessidade de pensarmos em recursos metodológicos que consigam ultrapassar as limitações encontradas no cenário da educação pública, e que ao mesmo tempo possam promover a reflexão, a argumentação, o diálogo e a discussão, tão importantes à experiência filosófica. Nesse sentido, destacamos o grande potencial da utilização da rede social Facebook como recurso auxiliar ao ensino da filosofia, reconhecendo-o como capaz de proporcionar aos estudantes já tão familiarizados com as redes sociais o desenvolvimento de características essenciais ao pensamento filosófico no ensino médio.Starting from the context of teaching philosophy in our country, this article points out the need to think about methodological resources that can overcome the limitations found in the scenario of public education, and that at the same time can promote reflection, argumentation, dialogue and discussion, so important to philosophical experience. In this sense, we highlight the great potential of using the social network Facebook as an auxiliary resource for teaching philosophy, recognizing it as capable of providing students who are already so familiar with social networks with the development of essential characteristics for philosophical thinking in high school
