JAPAN IN EAST ASIA: Changes in the 1990s and New Regional Strategy
Japan has undergone significant changes both in domestic politics and foreign policy since the end of the Cold War. They in effect have encouraged Japan toward greater participation in international security, re-vitalization of the US-Japan alliance, and a new strategy of East Asian community building. The new global strategy of the Bush administration and changing strategic landscapes in East Asia complicate Japan's coping strategy, but also provide an opportunity for Japan's new engagement strategy in the region.
Half-metallic ferrimagnet formed by substituting Fe for Mn in semiconductor MnTe
A ternary ferrimagnetic half-metal, constructed through substituting 25% Fe
for Mn in zincblende semiconductor MnTe, is predicted in terms of accurate
first-principles calculations. It has a large half-metallic (HM) gap of 0.54eV
and its ferrimagnetic order is very stable against other magnetic fluctuations.
The HM ferrimagnetism is formed because the complete moment compensation in the
antiferromagnetic MnTe is replaced by an uncomplete one in the Fe-substituted
MnTe. This should make a novel approach to new HM materials. The half-metal
could be fabricated because Fe has good affinity with Mn, and useful for

Not quite the 'Great Britain of the Far East': Japan's security, the US-Japan alliance and the 'war on terror' in East Asia
Japan, in responding to US expectations for support in the 'war on terror', has displayed a degree of strategic convergence on global security objectives, thus prompting policy-makers and observers to dub it the 'Great Britain of the Far East'. This article argues, however, that Japan is far from assuming this role. For Japan, the 'war on terror' serves more as a political pretext for legitimating long-planned changes in military security policy that are often only marginally related to the US's anti-terrorism agenda. Instead, Japan has focused much more on using the terror threat rationale as a means to push forward its response to the regional and traditional security challenges of North Korea and China, even if at times it attempts to depict both as 'new security challenges' or as involving elements of counterterrorism. The final conclusion is that US military hegemony may be weakened by Japan's and the Asia-Pacific's potential divergence from the US global security agenda
Exchange Anisotropy in Epitaxial and Polycrystalline NiO/NiFe Bilayers
(001) oriented NiO/NiFe bilayers were grown on single crystal MgO (001)
substrates by ion beam sputtering in order to determine the effect that the
crystalline orientation of the NiO antiferromagnetic layer has on the
magnetization curve of the NiFe ferromagnetic layer. Simple models predict no
exchange anisotropy for the (001)-oriented surface, which in its bulk
termination is magnetically compensated. Nonetheless exchange anisotropy is
present in the epitaxial films, although it is approximately half as large as
in polycrystalline films that were grown simultaneously. Experiments show that
differences in exchange field and coercivity between polycrystalline and
epitaxial NiFe/NiO bilayers couples arise due to variations in induced surface
anisotropy and not from differences in the degree of compensation of the
terminating NiO plane. Implications of these observations for models of induced
exchange anisotropy in NiO/NiFe bilayer couples will be discussed.Comment: 23 pages in RevTex format, submitted to Phys Rev B
Is Japan Really Back? The "Abe Doctrine" and Global Governance
Japanese Prime Minister Abe Shinzo has emerged as the “comeback kid” of Japanese politics and in his second term of office is now widely regarded as a rare example of strong leadership as he seeks to arrest and reverse his country’s perceived decline. The strategy to achieve these objectives has come to be known as the “Abe Doctrine,” which represents a radical but risky shift in foreign policy. This article outlines the tenets of the evolving Abe Doctrine and then applies them to the Abe administration’s behaviour in the mechanisms of global governance, a highly pertinent but overlooked example. It argues that although a more strategic and coherent approach to global governance has emerged under Abe than had been previously evident, this has been at the expense of the norm of internationalism that has traditionally shaped Japan’s role
Structure and morphology of hydroxylated nickel oxide (111) surfaces
We report an experimental and theoretical analysis of the sqrt(3)x
sqrt(3)-R30 and 2x2 reconstructions on the NiO (111) surface combining
transmission electron microscopy, x-ray photoelectron spectroscopy, and
reasonably accurate density functional calculations using the meta-GGA hybrid
functional TPSSh. While the main focus here is on the surface structure, we
also observe an unusual step morphology with terraces containing only even
numbers of unit cells during annealing of the surfaces. The experimental data
clearly shows that the surfaces contain significant coverage of hydroxyl
terminations, and the surface structures are essentially the same as those
reported on the MgO (111) surface implying an identical kinetically-limited
water-driven structural transition pathway. The octapole structure can
therefore be all but ruled out for single crystals of NiO annealed in or
transported through humid air. . The theoretical analysis indicates, as
expected, that simple density functional theory methods for such
strongly-correlated oxide surfaces are marginal, while better consideration of
the metal d-electrons has a large effect although, it is still not perfect.Comment: Replaces previous submission with smaller PDF file size. 32 pages

Race, colonial history and national identity: Resident Evil 5 as a Japanese game
Resident Evil 5 is a zombie game made by Capcom featuring a White American protagonist and set in Africa. This paper argues that approaching this as a Japanese game reveals aspects of a Japanese racial and colonial social imaginary that are missed if this context of production is ignored. In terms of race, the game presents hybrid racial subjectivities that can be related to Japanese perspectives of Blackness and Whiteness where these terms are two poles of difference and identity through which an essentialised Japanese identity is constructed in what Iwabuchi calls “strategic hybridism” (Iwabuchi, 2002). In terms of colonialism, the game echoes structures of Japanese colonialism through which Japanese colonialism is obliquely memorialised and a “normal” Japanese global subjectivity can be performed
