    The fiscal forecasting track record of the European Commission and Portugal

    Mestrado em Monetary and Financial EconomicsThis study aims at explaining the deviation between the budget balance ratio forecasts and the outcomes in the Portuguese official forecasts and in the European Commission (EC) vintage forecasts. Therefore, we used data from the EC for the period 1969-2011 and also the Portuguese official forecasts for 1977-2011. We explain the deviation of the budget balance-to-GDP through econometric estimations and present statistical decomposition about budget balance, revenue and spending-to-GDP deviations. The statistical significance of real GDP and inflation deviations reveals the effect of automatic stabilizers and the imperfect tax indexation system. The European panel reveals statistical significance (no significance) of investment (unemployment) deviation in the budget-to-GDP ratio. Countries with better fiscal rules seem to present favourable deviations (in the absence of fixed effects). In Portugal, there is evidence of unfavourable errors about the budget balance in nominal currency in most years, which has been offset (totally or partially) by a favourable nominal GDP effect deviation

    Blockchain analytics - real-time log management in healthcare

    With the growing dependence on information technologies in healthcare organizations, it is crucial to ensure data security since its sensitiveness. To guarantee this requirement, a system was developed consisting of a private blockchain network designed to support the recording of hospital logs and an interface to facilitate data analysis. This article covers the development of a private blockchain solution. For its development were used Hyperledger technologies and Sockets.io. Apart from that, web technologies that were used to interface real-time logs.     Mechanical pruning and soil organic amendments in vineyards of Syrah: effects on grape composition

    Aim: The interaction of mechanized pruning systems and soil organic amendment can increase vine productivity. However, since the increase in p roductivity may affect grape composition, this study aimed to understand the effects of the interaction between these two practices. Methods and materials: Two field trials were implemented in Shiraz vineyards in two different wine regions. Mechanical hedge pruning was compared with hand spur pruning and four different organic amendments were tested: biochar, municipal solid waste compost, cattle manure and sewage sludge. Results: Mechanical pruning reduced the total soluble solids (TSS) and pH of the grapes, but had no effects on the other variables. Organic amendments also reduced TSS, especially sewage sludge, and tended to reduce total anthocyanins and total phenols. The effect of the interaction between both factors on grape composition was never significant. A negative relationship between yield and TSS was observed, while titratable acidity had no relationship with yield. Total anthocyanins were also negatively related to yield. A positive relation between TSS and total anthocyanins was also observed. Conclusions: The results show that the combination of mechanical pruning and soil organic amendment is a powerful tool for increasing productivity, but it has some effects on grape composition.     Mechanical pruning and soil organic amending in two terroirs. Effects on wine chemical composition and sensory profile

    The knowledge about the interaction between mechanical pruning and soil organic amending is still scarce. This study aimed to examine the effects of the interaction between these two practices on wine quality. Syrah grapes from two trial fields in Portugal subjected to two different pruning systems (mechanical pruning; hand spur pruning) and five different organic amendment treatments (control, biochar, municipal solid waste compost, cattle manure, and sewage sludge) were harvested and vinified for four years. Mechanical pruning significantly reduced wine alcoholic strength, pH, and total anthocyanins. Mechanical pruning and organic amendments, tendentially reduced wine total phenols and tannin power, known as an “estimation of the astringency potential of the wines”. Tasters found low but significant differences in global appreciation with the pruning system. Sludge tended to reduce wine global appreciation more than municipal solid waste compost and cattle manure, while biochar had no effect on tasters’ preference when compared to the control. There was strong relation between yield and tasters’ preference only above 6 kg/vine and 8 kg/vine depending on the terroir. Mechanical pruning tendentially has significant effects on wine quality when yield raises above a certain level. Thus, with this pruning system, the choice of the organic amendment and its amount must be done considering the destiny of the produced grapes.     Active neutralizing mats for corrosive chemical storage

    Laboratories and industries that handle chemicals are ubiquitously prone to leakages. These may occur in storage rooms, cabinets or even in temporary locations, such as workbenches and shelves. A relevant number of these chemicals are corrosive, thus commercial products already exist to prevent material damage and injuries. One strategy consists of the use of absorbing mats, where few display neutralizing properties, and even less a controlled neutralization. Nevertheless, to the authors’ knowledge, the commercially available neutralizing mats are solely dedicated to neutralizing acid or alkali solutions, never both. Therefore, this work describes the development and proof of a completely novel concept, where a dual component active mat (DCAM) is able to perform a controlled simultaneous neutralization of acid and alkali leakages by using microencapsulated active components. Moreover, its active components comprise food-grade ingredients, embedded in nonwoven polypropylene. The acid neutralizing mats contain sodium carbonate (Na2CO3 ) encapsulated in sodium alginate microcapsules (MC-ASC). Alkali neutralizing mats possess commercial encapsulated citric acid in hydrogenated palm oil (MIRCAP CT 85-H). A DCAM encompasses both MC-ASC and MIRCAP CT 85-H and was able to neutralize solutions up to 10% (v/v) of hydrochloric acid (HCl) and sodium hydroxide (NaOH). The efficacy of the neutralization was assessed by direct titration and using pH strip measurement tests to simulate the leakages. Due to the complexity of neutralization efficacy evaluation based solely on pH value, a thorough conductivity study was performed. DCAM reduced the conductivity of HCl and NaOH (1% and 2% (v/v)) in over 70%. The composites were characterized by scanning electron microscopy (SEM), differential calorimetry (DSC) and thermogravimetric analysis (TGA). The size of MC-ASC microcapsules ranged from 2 µm to 8 µm. Finally, all mat components displayed thermal stability above 150 ◦C

    Integrating factors associated with complex wound healing into a mobile application: findings from a cohort study

    Complex, chronic or hard-to-heal wounds are a prevalent health problem worldwide, with significant physical, psychological and social consequences. This study aims to identify factors associated with the healing process of these wounds and develop a mobile application for wound care that incorporates these factors. A prospective multicentre cohort study was conducted in nine health units in Portugal, involving data collection through a mobile application by nurses from April to October 2022. The study followed 46 patients with 57 wounds for up to 5 weeks, conducting six evaluations. Healing time was the main outcome measure, analysed using the Mann–Whitney test and three Cox regression models to calculate risk ratios. The study sample comprised various wound types, with pressure ulcers being the most common (61.4%), followed by venous leg ulcers (17.5%) and diabetic foot ulcers (8.8%). Factors that were found to impair the wound healing process included chronic kidney disease (U = 13.50; p = 0.046), obesity (U = 18.0; p = 0.021), non-adherence to treatment (U = 1.0; p = 0.029) and interference of the wound with daily routines (U = 11.0; p = 0.028). Risk factors for delayed healing over time were identified as bone involvement (RR 3.91; p < 0.001), presence of odour (RR 3.36; p = 0.007), presence of neuropathy (RR 2.49; p = 0.002), use of anti-inflammatory drugs (RR 2.45; p = 0.011), stalled wound (RR 2.26; p = 0.022), greater width (RR 2.03; p = 0.002), greater depth (RR 1.72; p = 0.036) and a high score on the healing scale (RR 1.21; p = 0.001). Integrating the identified risk factors for delayed healing into the assessment of patients and incorporating them into a mobile application can enhance decision-making in wound care.info:eu-repo/semantics/publishedVersio

    Síndrome Coronariana em pacientes pós-transplante cardíaco: uma análise de literatura

    O transplante cardíaco ortotópico segue como o tratamento de escolha para pacientes com insuficiência cardíaca refratária às alternativas de tratamento convencionais farmacológicas. Todavia, por conta do recebimento de um órgão geneticamente diferente, necessitando de medicações imunossupressoras e, em alguns casos, indivíduos que já possuem fatores de riscos para desenvolvimento de doenças cardiovasculares, surge o questionamento sobre a probabilidade desses pacientes transplantados sofrerem de Síndrome Coronariana Aguda (SCA), além de avaliar sua morbimortalidade quando comparado aos pacientes não transplantados. Objetivo: Investigar, interpretar e revisar os achados sobre Síndrome Coronariana Aguda em pacientes pós-transplante cardíaco, quanto também aos sinais e sintomas que podem aparecer nessas situações. Metodologia: Utilizou-se a base Medical Literature Analysis And Retrieval System Online (MEDLINE/PubMed), sob os descritos heart transplant &amp; acute coronary syndrome, com seleção de artigos de revisão e artigos originais, seguidos critérios de elegibilidade. Foram encontrados 388 textos, com seleção inicial de 171, dos quais restaram 32 elegíveis.&nbsp; Resultados: Os artigos redigidos em língua inglesa, contemplavam publicações de autores e periódicos de diferentes nacionalidades. A maioria dos artigos abrangia o ano de 2021 (11), sendo grande parte publicada entre os anos de 2020 e 2022. Considerações finais: Os estudos demonstraram que não houve correlação do transplante cardíaco com aumento direto da incidência de síndrome coronariana aguda, no entanto, uma das complicações tardias mais observadas do transplante cardíaco é a Doença Vascular do Enxerto (DVE), cursando com estenose dos vasos coronarianos, sendo assim, um grande risco à SCA, logo, entende-se que o risco à essa cardiovasculopatia aumenta indiretamente

    Organizando-se agora no formato de número duplo, de modo a comportar dois números por ano, a revista digital Convocarte – Revista de Ciências da Arte mantém o mesmo propósito de promover o debate e edição de questões artísticas no espaço universitário, mantendo as coordenadas dominantes: convocar um número de especialistas em torno de um tema do mundo das artes, integrar trabalhos relevantes desenvolvidos nas fases curriculares e de projecto em mestrados e doutoramentos, sobretudo da FBAUL, e publicar trabalhos desenvolvidos em linhas de investigação do CIEBA. Assim, embora de funcionamento afecto à área científica de Ciências da Arte e do Património a Convocarte está aberta a outras especialidades interessadas em contribuir para a reflexão sobre as artes em geral, incorporando ensaios de predomínio teórico enraizado nos mais predominantes modos de discurso sobre arte, tais como História da arte, Crítica de Arte, Estética, Teorias da Arte ou Curadoria. (...) O nº2 organizou-se em torno de uma homenagem a uma figura importante das teorias da arte em Portugal, estratégia que Convocarte procurará manter nos próximos números. A intenção será deixar estudos sistematizados, entre o depoimento ou o ensaio, a memória e a reflexão, que estudem figuras marcantes da cultura portuguesa. (...) Neste número essa pasta foi dedicada a Rui Mário Gonçalves. Os textos são o resultado de uma sessão especial alargada a 2 de Maio no âmbito dos 2ºs Encontros com Críticos de Arte, com organização e coordenação de Fernando Rosa Dias, Cristina Tavares e Viviane Soares Silva, e decorridos ao longo das segundas do mês de Maio de 2016 na FBAUL (http://convocarte.belasartes.ulisboa.pt/index.php/2016/04/29/2o-encontros-com-criticos-de-arte/#more-325).     Análise das alterações prognósticas em pacientes oncológicos acometidos pelo COVID-19 / Analysis of prognostic changes in cancer patients affected by COVID-19

    INTRODUÇÃO: A pandemia de COVID-19, causada pelo novo coronavírus (SARS-CoV-2), se tornou um problema de saúde pública mundial. Nesse cenário, a idade avançada, o sexo, o histórico de tabagismo e a presença de comorbidades, entre elas, o câncer, foram mostradas na literatura como fatores associados a piora no prognóstico da doença.OBJETIVO: Apresentar efeitos da infecção pelo SARS-CoV-2 em pacientes oncológicos, visando alterações prognósticas. MÉTODO:  Trata-se de um resumo baseado no método de revisão de literatura com exposição de evidências. A revisão foi realizada nos bancos de dados nacionais e internacionais, tais como Scielo e PubMed. RESULTADOS: Segundo 25 estudos a neoplasia que pior se relacionou com a COVID-19 foi a pulmonar. A vulnerabilidade decorrente do tratamento oncológico altera o prognóstico para pior, as alterações mielopoiéticas resultantes do recurso terapêutico em conjunto com alterações provenientes do próprio câncer podem minar o cenário imunológico necessário para o combate à infecção viral. Com isso, uma nova análise estima que ocorrerá um aumento de 20% na mortalidade de pacientes oncológicos na Inglaterra nos próximos 12 meses devido ao SARS-CoV-2, em relação a anos anteriores.CONCLUSÃO: Conclui-se que os pacientes oncológicos têm pior prognóstico, em relação à população geral, quando infectados pelo COVID-19
