    In-situ marginalisation : social impact of Chinese mega-projects

    This study offers a detailed analysis of an under‐researched social problem of in‐situ marginalisation and its causes by drawing on the concept of state entrepreneurialism. Our empirical data stem from the Lingang mega project in Shanghai and one of its neighbourhoods named Neighbourhood No.57 where we find that the residents have not been relocated but are instead suffering from declining public services and environmental quality from surrounding industrial developments. The root cause of this problem is the municipal government’s prioritisation of its strategic objectives of economic development over the livelihood of local residents. The strategic vision of the municipality has led to mass relocation in its early phases of development but in its later stages leaves many residents waiting for relocation whilst being gradually surrounded by industrial developments. Despite continued residential complaints and petitions, in‐situ marginalisation is not resolved due to the institutional arrangement of Lingang, which has centralised planning and financing powers to newly created project‐oriented state organisation. Social responsibilities have been relegated to lower‐tiered governments in Lingang which have neither planning power nor the financial resources to resolve the problems of residents. By examining the case of Lingang, this paper provides a different analytical framework for explaining the social problems emerging from China’s mega urban developments

    Translating Scientific Advances in the AOP Framework to Decision Making for Nanomaterials

    Much of the current innovation in advanced materials is occurring at the nanoscale, specifically in manufactured nanomaterials (MNs). MNs display unique attributes and behaviors, and may be biologically and physically unique, making them valuable across a wide range of applications. However, as the number, diversity and complexity of MNs coming to market continue to grow, assessing their health and environmental risks with traditional animal testing approaches is too time- and cost-intensive to be practical, and is undesirable for ethical reasons. New approaches are needed that meet current requirements for regulatory risk assessment while reducing reliance on animal testing and enabling safer-by-design product development strategies to be implemented. The adverse outcome pathway (AOP) framework presents a sound model for the advancement of MN decision making. Yet, there are currently gaps in technical and policy aspects of AOPs that hinder the adoption and use for MN risk assessment and regulatory decision making. This review outlines the current status and next steps for the development and use of the AOP framework in decision making regarding the safety of MNs. Opportunities and challenges are identified concerning the advancement and adoption of AOPs as part of an integrated approach to testing and assessing (IATA) MNs, as are specific actions proposed to advance the development, use and acceptance of the AOP framework and associated testing strategies for MN risk assessment and decision making. The intention of this review is to reflect the views of a diversity of stakeholders including experts, researchers, policymakers, regulators, risk assessors and industry representatives on the current status, needs and requirements to facilitate the future use of AOPs in MN risk assessment. It incorporates the views and feedback of experts that participated in two workshops hosted as part of an Organization for Economic Cooperation and Development (OECD) Working Party on Manufactured Nanomaterials (WPMN) project titled, “Advancing AOP Development for Nanomaterial Risk Assessment and Categorization”, as well as input from several EU-funded nanosafety research consortia

    Reproductive biology of the nonnative oyster, Crassostrea gigas (Thunber, 1793) as a key for its successful spread along the rocky shores of Northern Patagonia, Argentina

    Crassostrea gigas was introduced in Anegada Bay (North Patagonia, Argentina), in 1981 for aquaculture purposes. The species has, since established in the field, covered all available hard substrata in the bay and gradually expanded south along the coast of the neighboring province of RĂ­o Negro, 90 km away from its original introduction site. Our work focused on the reproductive dynamics of the species at the introduction site, with emphasis on the thermal thresholds needed for each stage of gonad development. During early spring, the oysters in Anegada Bay go through active gonad proliferation. Maturity extends mainly from October to January. The first spawning occurs in November, when seawater temperature exceeds 17°C, and peaks from December to February, when seawater temperature lies in the range ot 19–21.5°C. The timing of gonad development is size dependent. Larger (≄70 mm) and medium-size oysters begin spawning first, whereas small oysters ( 17°C), and spawning only occurs in those sites where this threshold is reached.VersiĂłn del editor

    Do new Ethical Issues Arise at Each Stage of Nanotechnological Development?

    The literature concerning ethical issues associated with nanotechnologies has become prolific. However, it has been claimed that ethical problems are only at stake with rather sophisticated nanotechnologies such as active nanostructures, integrated nanosystems and heterogeneous molecular nanosystems, whereas more basic nanotechnologies such as passive nanostructures mainly pose technical difficulties. In this paper I argue that fundamental ethical issues are already at stake with this more basic kind of nanotechnologies and that ethics impacts every kind of nanotechnologies, already from the simplest kind of engineered nanoproducts. These ethical issues are mainly associated with the social desirability of nanotechnologies, with the difficulties to define nanotechnologies properly, with the important uncertainties surrounding nanotechnologies, with the threat of ‘nano-divide’, and with nanotechnology as ‘dual-use technology’

    The Use of Herbal Medications and Dietary Supplements by People with Mental Illness

    This study examined the relationship between herbal medication and dietary supplement (HMDS) use and mental health characteristics. Data are drawn from a national household survey of the United States’ civilian, non-institutionalized population (N = 9,585). Psychiatric medication and HMDS use, psychiatric diagnoses and treatment needs, utilization and satisfaction were assessed. Compared to non-users, HMDS users were more likely to perceive themselves as having mental health needs, to have received mental health and primary care treatment, and to be dissatisfied with their overall healthcare. Psychiatric medication use was not related to HMDS use, and in multivariate analyses, HMDS use was associated with perceived mental health needs. Differences in use of specific HMDS between those with and without a psychiatric disorder were also examined. The use of HMDS warrants particular attention in persons with perceived mental health problems as these individuals may be turning to HMDS use for treatment of their symptoms

    Politics of nanotechnologies in food and agriculture

    The chapter discusses the reasons for the delay in the regulatory intervention concerning nanotechnologies used in the agriculture and food sectors. The main finding is that unregulated introduction of nanoinnovation into the food system is due to the current neoliberal food policy and to the power struggles that characterize the economic, social and political dynamics within the global supply chain. Therefore, it is necessary to put the ‘question concerning technology’ at the center of the regulatory debate in order to implement a regulatory system able to face nanorisks. Which means looking at the way in which technology controls power relationships within society. Attention should be shifted from efficiency to power issues, and new technologies should be assessed from a political rather than an economic or ethical perspective

    Bypass urbanism: Re-ordering center-periphery relations in Kolkata, Lagos and Mexico City

    This paper introduces the concept of “bypass urbanism” to account for a process of urbanization that is reordering center-periphery relations of urban regions into new hierarchies. Bypass urbanism became visible through a comparison of large-scale urban transformations at the peripheries of Kolkata, Lagos, and Mexico City by zooming out and considering their impacts on the socio-spatial structure of the extended urban regions. Bypass urbanism is not emerging from the construction of a singular new town or real estate project, but is the result of the simultaneous development of an ensemble of various independent but related projects. Therefore, bypass urbanism usually does not emanate from a coherent planning initiative, even less so from a hidden “master plan” at the hands of any single developer or state agency, but it emerges through a convergence of interests over large areas of land at the geographical periphery of urban regions that have been made available for new urban developments by various measures. We understand bypass urbanism as a multidimensional process that includes material-geographical bypassing, the bypassing of regulatory frameworks, and socio-economic bypassing in everyday life. It results in the creation of exclusive and excluding spaces that enable middle and upper-class lifestyles, at the same time leading to the peripheralization of extant urban areas that are bypassed and neglected. The massive scale of bypass urbanism that we have observed represents a new quality of urban development resulting not in isolated urban enclaves or archipelagos, but in the fundamental restructuring of the extended urban region with far reaching and incalculable repercussions
