    Adaptation interventions and their effect on vulnerability in developing countries: Help, hindrance or irrelevance?

    This paper critically reviews the outcomes of internationally-funded interventions aimed at climate change adaptation and vulnerability reduction. It highlights how some interventions inadvertently reinforce, redistribute or create new sources of vulnerability. Four mechanisms drive these maladaptive outcomes: (i) shallow understanding of the vulnerability context; (ii) inequitable stakeholder participation in both design and implementation; (iii) a retrofitting of adaptation into existing development agendas; and (iv) a lack of critical engagement with how ‘adaptation success’ is defined. Emerging literature shows potential avenues for overcoming the current failure of adaptation interventions to reduce vulnerability: first, shifting the terms of engagement between adaptation practitioners and the local populations participating in adaptation interventions; and second, expanding the understanding of ‘local’ vulnerability to encompass global contexts and drivers of vulnerability. An important lesson from past adaptation interventions is that within current adaptation cum development paradigms, inequitable terms of engagement with ‘vulnerable’ populations are reproduced and the multi-scalar processes driving vulnerability remain largely ignored. In particular, instead of designing projects to change the practices of marginalised populations, learning processes within organisations and with marginalised populations must be placed at the centre of adaptation objectives. We pose the question of whether scholarship and practice need to take a post-adaptation turn akin to post-development, by seeking a pluralism of ideas about adaptation while critically interrogating how these ideas form part of the politics of adaptation and potentially the processes (re)producing vulnerability. We caution that unless the politics of framing and of scale are explicitly tackled, transformational interventions risk having even more adverse effects on marginalised populations than current adaptation

    Engaging with the politics of climate resilience towards clean water and sanitation for all

    Climate resilient development has become the new paradigm for sustainable development influencing theory and practice acrossall sectors globally—gaining particular momentum in the water sector, since water security is intimately connected to climatechange. Climate resilience is increasingly recognised as being inherently political, yet efforts often do not sufficiently engage withcontext-specific socio-ecological, cultural and political processes, including structural inequalities underlying historically produced vulnerabilities. Depoliticised approaches have been shown to pose barriers to concerted and meaningful change. In this article,world-leading water specialists from academic and practitioner communities reflect on, and share examples of, the importance ofkeeping people and politics at the centre of work on climate resilient water security. We propose a roadmap to meaningfully engage with the complex politics of climate resilient water security. However, the assessment cycles take multiple years. As a contribution to cross- and interdisciplinary understanding across diverse climate change research communities, we have streamlined an annual process to identify and synthesise essential research advances. We collected input from experts on different fields using an online questionnaire and prioritised a set of ten key research insights with high policy relevance. This year we focus on: (1) looming overshoot of the 1.5°C warming limit, (2) urgency of phasing-out fossil fuels, (3) challenges for scaling carbon dioxide removal, (4) uncertainties regarding the future of natural carbon sinks, (5) need for join governance of biodiversity loss and climate change, (6) advances in the science of compound events, (7) mountain glacier loss, (8) human immobility in the face of climate risks, (9) adaptation justice, and (10) just transitions in food systems. We first present a succinct account of these Insights, reflect on their policy implications, and offer an integrated set of policy relevant messages. This science synthesis and science communication effort is also the basis for a report targeted to policymakers as a contribution to elevate climate science every year, in time for the UNFCCC COP.     Adaptation to climate change in Africa: challenges and opportunities identified from Ethiopia

    Africa is widely held to be highly vulnerable to future climate change and Ethiopia is often cited as one of the most extreme examples. With this in mind we seek to identify entry points to integrate short- to medium-term climate risk reduction within development activities in Africa, drawing from experiences in Ethiopia. To achieve this we employ a range of data and methods. We examine the changing nature of climate risks using analysis of recent climate variability, future climate scenarios and their secondary impacts. We assess the effects of climate variability on agricultural production and national GDP. Entry points and knowledge gaps in relation to mainstreaming climate risks in Ethiopia are identified using the Government's plan for poverty reduction. We end with a case study incorporating climate risks through drought insurance within the current social protection programme in Ethiopia, which provides support to 8.3 million people. Rainfall behaviour in Ethiopia shows no marked emergent changes and future climate projections show continued warming but very mixed patterns of rainfall change. Economic analysis highlights sensitivities within the economy to large-scale drought, however, while the effects are clear in major drought years in other years the relationship is weak. For social protection fairly small positive and negative effects on the number of recipients and frequency of cash payments during drought occur under the extreme range of climate model rainfall projections (2020s). Our analysis highlights several important challenges and opportunities for addressing climate risks. Challenges primarily relate to the large uncertainties in climate projections for parts of Africa, a weak evidence base of complex, often non-deterministic, climate–society interactions and institutional issues. Opportunities relate to the potential for low-regrets measures to reduce vulnerability to current climate variability which can be integrated with relatively modest effort within a shift in Africa from a disaster-focused view of climate to a long-term perspective that emphasises livelihood security and vulnerability reduction
