Towards a classification of technology strategy frameworks
The formulation of a technology strategy is a critical first stage in the process of managing technology inside organizations. Numerous technology strategy frameworks have been proposed in the literature to provide structure to the communication of complex ideas and to contribute to the traceability and transparency of information flows during the strategic decision making process. This research field has evolved considerably in the last decades and the varied contributions indicate a need for a novel classification to support the identification of relevant topics for further research. This paper presents a review of a number of technology strategy frameworks from the scientific literature. These frameworks are analysed according to the attributes (conceptual, applied, static and dynamic) of a meta-framework proposed by Shehabuddeen et al. (2006) aimed at improving the understanding of management frameworks. The frameworks are also analysed through the lens of two prominent schools of strategy: the positioning and resource based view schools. Based on the interpretation of underlying concepts and ideas, the reviewed frameworks are positioned in a three dimensional chart where two axes portray the attributes of the meta-framework and the remaining axis, the opposing schools of strategy. The classification of the reviewed frameworks in divergent axes suggests a dichotomous approach that has been followed in the development of technology strategy frameworks, where new developments attempt to challenge the ideas of previous models. The proposed classification also extends previous models, namely by Arasti and Packniat (2006). In the case of applied frameworks, their observation also revealed that the technology strategy formulation process has been consolidated into four core activities, each one of them encompassing a number of applicable tools. Sala de Aula Invertida no Ensino de Química: Planejamento, Aplicação e Avaliação no Ensino Médio
O presente artigo apresenta os resultados da aplicação do modelo de sala de aula invertida na disciplina de Química com alunos do 3° ano do ensino médio. Foram preparados vídeo-aulas, quizzes e foi utilizada uma ferramenta wiki como ambiente virtual de aprendizagem. Durante a aplicação da metodologia, o conteúdo de Radioatividade foi abordado e os momentos presenciais foram utilizados para realização de resolução de questões e discussões. Questionários e um quizz foram aplicados com objetivo de avaliar a satisfação dos alunos em relação à metodologia vivenciada. Foi observado que a maioria dos alunos aprovou o método de sala de aula invertida, assim como o ambiente virtual de aprendizagem utilizado. A argumentação crítica, como também o raciocínio lógico mais aguçado e a superação das dificuldades relativas ao conteúdo foram observados e constituem evidências da contribuição do modelo de sala de aula invertida para a aprendizagem e desenvolvimento da autonomia dos alunos
Panorama dos atendimentos em caráter de urgência no Brasil: perfil epidemiológico e mortalidade
No âmbito do modelo biomédico, a urgência é conceituada como um estado clínico agudo que, embora não apresente risco iminente à vida, demanda intervenção imediata. Todavia, a Política Nacional de Atendimento às Urgências no Brasil estende essa definição, buscando assegurar um cuidado integral através da integração efetiva da rede de saúde. Apesar de dados acessíveis em fontes como o DATASUS, há uma notável carência de estudos que abordem abrangentemente o panorama dos atendimentos de urgência no país. Constituição Anotada da República Democrática de Timor-Leste
A independência de Timor-Leste, proclamada pela Frente Revolucionária do
Timor-Leste Independente (FRETILIN) em 28 de novembro de 1975, vê-se
internacionalmente reconhecida a 20 de maio de 2002, uma vez concretizada
a libertação do povo timorense da colonização e da ocupação ilegal da Pátria
Maubere por potências estrangeiras.
A elaboração e adoção da Constituição da República Democrática de Timor-
-Leste culminam a secular resistência do povo timorense, intensificada com a
invasão de 7 de dezembro de 1975.
A luta travada contra o inimigo, inicialmente sob a liderança da FRETILIN,
deu lugar a formas mais abrangentes de participação política, com a criação
sucessiva do Conselho Nacional de Resistência Maubere (CNRM), em 1987, e
do Conselho Nacional de Resistência Timorense (CNRT), em 1998.
A Resistência desdobrou-se em três frentes.
A frente armada foi protagonizada pelas gloriosas Forças Armadas de Libertação
Nacional de Timor-Leste (FALINTIL), cuja gesta histórica cabe exaltar.
A ação da frente clandestina, astutamente desencadeada em território hostil,
envolveu o sacrifício de milhares de vidas de mulheres e homens, em especial
jovens, que lutaram com abnegação em prol da liberdade e independência.
A frente diplomática, conjugadamente desenvolvida em todo o Mundo, permitiu
abrir caminho para a libertação definitiva.
Na sua vertente cultural e humana, a Igreja Católica em Timor-Leste sempre
soube assumir com dignidade o sofrimento de todo o Povo, colocando-se ao
seu lado na defesa dos seus mais elementares direitos. Esta Constituição representa,
finalmente, uma sentida homenagem a todos os mártires da Pátria.
Assim, os Deputados da Assembleia Constituinte, legítimos representantes
do Povo eleitos a 30 de agosto de 2001; Alicerçados ainda no ato referendário de 30 de agosto de 1999, que, concretizado
sob os auspícios da Organização das Nações Unidas, confirmou a
vontade autodeterminada de independência;
Plenamente conscientes da necessidade de se erigir uma cultura democrática
e institucional própria de um Estado de Direito onde o respeito pela Constituição,
pelas leis e pelas instituições democraticamente eleitas sejam a sua
base inquestionável;
Interpretando o profundo sentimento, as aspirações e a fé em Deus do povo
de Timor-Leste;
Reafirmam solenemente a sua determinação em combater todas as formas
de tirania, opressão, dominação e segregação social, cultural ou religiosa,
defender a independência nacional, respeitar e garantir os direitos humanos
e os direitos fundamentais do cidadão, assegurar o princípio da separação de
poderes na organização do Estado e estabelecer as regras essenciais da democracia
pluralista, tendo em vista a construção de um país justo e próspero e o
desenvolvimento de uma sociedade solidária e fraterna.
A Assembleia Constituinte, reunida na sessão plenária de 22 de março de
2002, aprova e decreta a seguinte Constituição da República Democrática de
Timor-Leste
Pervasive gaps in Amazonian ecological research
Biodiversity loss is one of the main challenges of our time,1,2 and attempts to address it require a clear un derstanding of how ecological communities respond to environmental change across time and space.3,4
While the increasing availability of global databases on ecological communities has advanced our knowledge
of biodiversity sensitivity to environmental changes,5–7 vast areas of the tropics remain understudied.8–11 In
the American tropics, Amazonia stands out as the world’s most diverse rainforest and the primary source of
Neotropical biodiversity,12 but it remains among the least known forests in America and is often underrepre sented in biodiversity databases.13–15 To worsen this situation, human-induced modifications16,17 may elim inate pieces of the Amazon’s biodiversity puzzle before we can use them to understand how ecological com munities are responding. To increase generalization and applicability of biodiversity knowledge,18,19 it is thus
crucial to reduce biases in ecological research, particularly in regions projected to face the most pronounced
environmental changes. We integrate ecological community metadata of 7,694 sampling sites for multiple or ganism groups in a machine learning model framework to map the research probability across the Brazilian
Amazonia, while identifying the region’s vulnerability to environmental change. 15%–18% of the most ne glected areas in ecological research are expected to experience severe climate or land use changes by
2050. This means that unless we take immediate action, we will not be able to establish their current status,

of organizations. The path-dependence of technological trajectories creates competitive
advantages that are unique to the organization since they are hard for competitors to
copy, thus becoming a differentiating factor between organizations in a given
environment. On the other hand, the irreversible nature of technology development
investments requires considerable care in assessing technological options. The
complexity involved in assessing technologies on a strategic perspective requires the
continuous development of new tools and methodologies for the analysis, evaluation
and selection of technologies. In this direction, technology strategy frameworks have
been proposed to support the incorporation of technology in corporate planning.
Technology strategy frameworks, intended to be applied in organizations are constituted
of two basic elements: activities and tools. Activities are processes, routines and
managerial tasks aimed at managing technologies. Tools are techniques and methods
needed to carry out such activities. An analysis on existing frameworks reveals a
consolidation into four core activities: internal analysis, external analysis, generation
and selection.
The combination of tools has been frequently suggested in the literature as a potential
approach to address possible deficiencies in existing stand-alone methods and the needs
of organizations. However, existing technology strategy frameworks are mostly focused
in the characterization of activities and recommendations of applicable tools. This thesis
presents an alternative path, which is based on the development of a novel technology
strategy framework whose main contributions arise from synergies and interactions
between various tools.
Methodologies resulting from the combination of tools are proposed for three core
activities. The internal analysis activity deals with the assessment of internal
technological competences and capabilities. A novel methodology is developed
combining audits with the Real Time Delphi method in a Group Support System, which takes into consideration the internal dynamics of organizations and social concerns, that
may inhibit a greater engagement of participants and the collection of more realistic
assessments. For the external analysis activity, which is aimed at identifying likely
future technological paths, a methodology that combines the Delphi method with
Quality Function Deployment matrix is proposed to provide a holistic perspective of
technology, influenced by external drivers and determinants. In the selection activity,
aimed at the selection of the most promising projects from the generation activity, a
methodology that integrates risk management practices with a Multi Criteria model is
proposed for the selection of different types of R&D projects. A prototype software was
developed to support the application of this methodology. The developed methodologies
were tested in the industrial partner of the thesis.
The integration of these methodologies results in a technology strategy framework that
may serve as a background platform for organizations to justify their technology
development projects. The framework includes mechanisms to facilitate the
communication of strategic guidelines that influence the generation of new project
ideas, the homogenization of organizations’ risk policies and enables a faster
implementation of corrective and improvement actions in the technology innovation
process. The proposed technology strategy framework may also contribute towards a
more traceable, transparent and structured strategic process.
This research has implications to both academia, in deepening the understanding
regarding technology strategy frameworks and underlying analytical and decision
making tools, and practitioners, for proposing a structured process that addresses
relevant issues about the strategic management of technology inside organizations.
Future work should focus on the refinement of methodologies, which can be performed
within the context of larger frameworks or individually.No mundo dos negócios, a tecnologia tem desempenhado um papel estratégico na
competitividade das organizações. As trajetórias tecnológicas favorecem a criação de
vantagens competitivas que são únicas para as organizações uma vez que são difíceis de
copiar pelos competidores, logo tornando-se um fator de diferenciação entre as
organizações em um determinado ambiente. Por outro lado, a natureza irreversível dos
investimentos em desenvolvimento tecnológico exige considerável atenção na avaliação
de opções tecnológicas. A complexidade envolvida na avaliação de tecnologias sob uma
perspetiva estratégica requer o contínuo desenvolvimento de novas ferramentas e
metodologias para análise, avaliação e seleção de tecnologias. Neste sentido,
frameworks de apoio à estratégia tecnológica tem sido propostas para auxiliar a
incorporação da tecnologia no planeamento corporativo.
Frameworks de apoio à estratégia tecnológica aplicáveis em organizações são
constituídas de dois elementos básicos: atividades e ferramentas. Atividades são
processos, rotinas e tarefas de gestão que visam a gestão da tecnologia. Ferramentas são
técnicas e métodos necessários para realizar tais atividades. Uma análise sobre
frameworks existentes na literatura revela uma consolidação em quatro atividades
chave: análise interna, análise externa, geração e seleção.
A combinação de ferramentas tem sido frequentemente sugerida na literatura como uma
abordagem apropriada para tratar possíveis deficiências em métodos individuais e
considerar as necessidades das organizações. No entanto, frameworks de apoio à
estratégia tecnológica existentes estão focadas principalmente na caracterização de
atividades e recomendações de ferramentas aplicáveis. Esta tese apresenta um caminho
alternativo, que se baseia no desenvolvimento de um novo framework de apoio à
estratégia tecnológica cujos principais contributos advém das sinergias e interações
entre várias ferramentas.
Metodologias resultantes da combinação de ferramentas são propostas para três
atividades chave. A atividade de análise interna aborda a avaliação de competências e capacidades tecnológicas internas. Uma nova metodologia é desenvolvida que combina
auditorias com o método Real Time Delphi em um Sistema de Apoio a Grupos, que leva
em consideração a dinâmica interna da organizações e questões sociais, que podem
inibir um maior compromisso dos participantes e a recolha de avaliações mais realistas.
Para a atividade da análise externa, que visa a identificação de prováveis trajetórias
tecnológicas, uma metodologia que combina o método Delphi com uma matriz Quality
Function Deployment é proposta para o desenvolvimento de uma perspetiva holística
sobre tecnologia, influenciada por drivers e determinantes externos. Na atividade de
seleção, que visa a seleção dos projetos mais promissores vindos da atividade de
geração, uma metodologia que integra práticas de gestão de risco com um modelo Multi
Critério é proposta para a seleção de diferentes tipos de I&D. Um software protótipo foi
desenvolvido para facilitar a aplicação desta metodologia. As metodologias
desenvolvidas são testadas no parceiro industrial da tese.
A integração destas metodologias resulta em um framework de apoio à estratégia
tecnológica que pode servir como uma plataforma para as organizações justificarem
seus projetos de desenvolvimento tecnológico. O framework inclui mecanismos que
visam facilitar a comunicação das linhas orientadoras estratégicas que influenciam a
geração de novas ideias de projetos, a homogeneização das políticas de risco
organizacionais e permitir uma implementação mais rápida de ações de correção e
melhoria no processo de inovação tecnológica. O framework de apoio à estratégia
tecnológica pode também contribuir para um processo estratégico mais rastreável,
transparente e estruturado.
Esta investigação tem implicações tanto para o meio académico, no aprofundamento do
conhecimento sobre frameworks de apoio à estratégia tecnológica e ferramentas
analíticas e de apoio à decisão subjacentes, como para profissionais da indústria, por
propor um processo estruturado que aborda questões relevantes sobre a gestão
estratégica da tecnologia nas organizações. Trabalho futuro deve focar-se no
refinamento das metodologias, que pode ser realizado no contexto de um framework

Analyses of Maximum Precipitation in Brazil and the Variability of Diurnal Cycle
According to recent works, the diurnal cycle is more geographically pronounced in places such as South America; and this analysis aims to observe how climate variability is associated with meteorological phenomena at different scales. For this, a set of hourly data from rain gauges throughout Brazil was collected, and through 411 automatic rain gauges, the data were selected between 1 January 2008 and 31 December 2020. Clustered multivariate statistics were performed for regional characterization of the data, with sets of 4, 5, and 6 groups. The identification of the occurrence of different daily cycles on the sub-daily scale demonstrates intense rainfall associated with different meteorological phenomena and spatial variations
Analysis of Extreme Rainfall Events on a Sub-Daily Scale in Northeast
Given the complex climate of the Brazilian Northeast, its variable rainfall regime in spatial and temporal scales due to multiple geographic factors and the action of various atmospheric systems, as well as intense precipitation events becoming increasingly present and strong, are incipient the initiatives to analyze extreme rainfall on a sub-daily scale. Thus, characterizing the spatial and temporal distribution of IPESS on the NEB, analyzing the seasonality of the number of events for each location, and the influence of interannual variability in the occurrence of these events became the objective of that work. For this, hourly precipitation observations were collected from 119 automatic surface weather stations spread across the NEB between 2009 and 2018. The night period presented the highest amounts of IPESS. The meteorological stations Ibimirim/PE and Ilhéus/BA had the highest and lowest number of occurrences, respectively. The amplitude of the values of Q presented the thresholds of the stations with the values of 3.4 mm as a minimum, and 28.6 mm as a maximum, referring to the stations of Petrolina/PE and São Luís/MA, respectively. Among the capitals, Teresina/PI had the highest number of EPIES, as well as João Pessoa/PB had the lowest, not only among the capitals but also the second with the lowest number in general.
