    Resumen: Este trabajo se desarrolla en el ámbito de la racionalidad normativa, y centra la atención en el Real Decreto-ley 3/2012, de 10 de febrero, de medidas urgentes para la reforma del mercado laboral. Comienza con el estudio de la definición del problema que se pretende solucionar, considera las medidas de flexibilización relativas a la salida del mercado laboral, y los resultados obtenidos. Estos últimos dan lugar a pensar que podría haberse recurrido a otras medidas más apropiadas para solucionar problema expuesto, y también a cuestionar el diagnóstico inicial del problema.   Abstract: This paper is located within the field of normative rationality, and focuses on Royal Decree-Law 3/2012, of 10 February, on urgent measures to reform the labour market. It starts with a study of the definition of the problem to be solved, followed by an examination of flexibility measures aimed at labour market withdrawal and the results obtained. These latter suggest that other, more appropriate measures should have been deployed to solve the problem identified, and call the initial diagnosis of the problem into question

    La preocupación por la calidad de las normas es una cuestión cada vez más presente en nuestro tiempo. La obra Principia iuris del profesor Ferrajoli no es una excepción. En ella se diagnostican problemas tales como el lenguaje oscuro de las normas, la legislación penal con carácter simbólico, la inflación normativa o el colapso de los tribunales. Ante tales circunstancias, en la obra señalada se proponen varias soluciones. El objetivo de este trabajo es analizar algunas de estas propuestas desde la perspectiva de la teoría de la legislación. Este ejercicio puede resultar interesante, por cuanto con él es posible contribuir al desarrollo de las propuestas de Ferrajoli, matizar algunas de ellas, y reflexionar sobre determinados aspectos que quizá pudieran ser discutibles

    Evaluation of the LIAISON XL Zika Capture IgM II for the Diagnosis of Zika Virus Infections

    The aim of this study is to evaluate the performance characteristics of the LIAISON XL Zika Capture IgM II. For this purpose we tested 128 samples obtained from recent infections caused by the Zika (ZIKV; 74 samples), dengue (DENV; 10 samples), chikungunya (CHIK V; 11 samples), rubella (RUBV; 10 samples) and measles (MeV; 10 samples) viruses, as well as human parvovirus B19 (HPVB19; 13 samples). The results of the assay under evaluation are compared with those obtained from an indirect immunofluorescence (IIF) assay, and the discrepancies are resolved by considering other laboratory results (PCR and a plaque-reduction neutralization test). The LIAISON showed excellent sensitivity (100%). The specificity (91.25%) was hampered by some false-positive results in recent dengue virus, chikungunya virus, measles virus and human parvovirus B19 infections. The method evaluated is adequate, but the low specificity makes it necessary to consider the clinical and epidemiological contexts of patients, as well as other laboratory results.Funding: This work has been financed by a contract between the Instituto de Salud Carlos III and Diasorin Iberia(MVP280/18).S

    Integration of airborne and ground observations of nitryl chloride in the Seoul metropolitan area and the implications on regional oxidation capacity during KORUS-AQ 2016

    Nitryl chloride (ClNO2) is a radical reservoir species that releases chlorine radicals upon photolysis. An integrated analysis of the impact of ClNO2 on regional photochemistry in the Seoul metropolitan area (SMA) during the Korea-United States Air Quality Study (KORUS-AQ) 2016 field campaign is presented. Comprehensive multiplatform observations were conducted aboard the NASA DC-8 and at two ground sites (Olympic Park, OP; Taehwa Research Forest, TRF), representing an urbanized area and a forested suburban region, respectively. Positive correlations between daytime Cl2 and ClNO2 were observed at both sites, the slope of which was dependent on O3 levels. The possible mechanisms are explored through box model simulations constrained with observations. The overall diurnal variations in ClNO2 at both sites appeared similar but the nighttime variations were systematically different. For about half of the observation days at the OP site the level of ClNO2 increased at sunset but rapidly decreased at around midnight. On the other hand, high levels were observed throughout the night at the TRF site. Significant levels of ClNO2 were observed at both sites for 4-5 h after sunrise. Airborne observations, box model calculations, and back-trajectory analysis consistently show that these high levels of ClNO2 in the morning are likely from vertical or horizontal transport of air masses from the west. Box model results show that chlorine-radical-initiated chemistry can impact the regional photochemistry by elevating net chemical production rates of ozone by 25% in the morning
