    A Cidadania Portuguesa como Cidadania Estratégica – Limites e Potencialidades

    O presente relatório tem como objetivo apresentar as atividades realizadas no âmbito do estágio curricular na Way to Portugal titular da empresa Come to Portugal. O estágio decorreu entre os meses de outubro a março, em regime híbrido, maioritariamente presencial e parte, em teletrabalho, devido à pandemia global COVID-19.Tem também, por objetivo refletir sobre o modo da cidadania portuguesa poder ser uma mais-valia para os imigrantes em Portugal e para a própria sociedade portuguesa, promovendo uma melhor integração de imigrantes e portugueses em Portugal, contribuindo para o rejuvenescimento da sociedade portuguesa e a falta de mão de obra ativa e jovem em Portugal. O relatório iniciará com uma contextualização da cidadania estratégica e da sua evolução pelo mundo; em segundo lugar será realizada uma descrição dos principais grupos de imigrantes em Portugal, da estrutura demográfica e como estes contribuem para a demografia da sociedade portuguesa; no terceiro lugar apresenta-se uma breve explicação da nacionalidade, em específico da portuguesa, e dos novos caminhos que possam ser tomados para a mudança na política relativa à aquisição e atribuição da cidadania portuguesa e para uma maior integração dos imigrantes em Portugal. Por último, será relacionada a minha experiência no estágio com a problemática inicial e a integração de imigrantes.This report aims to present the activities carried out within the scope of the curricular internship at Way to Portugal, owner of the company Come to Portugal. The internship took place between the months of October and March, in a hybrid regime, mostly in person and partly in telework, due to the global pandemic COVID-19. It also aims to reflect on how Portuguese citizenship can be an asset for immigrants in Portugal and for Portuguese society itself, promoting a better integration of immigrants and Portuguese in Portugal, contributing to the rejuvenation of Portuguese society and the lack of an active and young workforce in Portugal. The report will begin with a contextualization of strategic citizenship and its evolution around the world; secondly, a description will be made of the main groups of immigrants in Portugal, the demographic structure and how they contribute to the demography of Portuguese society; in the third place, a brief explanation of nationality, specifically Portuguese, and of the new paths that can be taken to change the policy regarding the acquisition and attribution of Portuguese citizenship and for a greater integration of immigrants in Portugal is presented.     The influence of Motivations and Barriers in the Benefits. An empirical study of EMAS certified business in Spain

    The main objective of this research is to analyze through a structured questionnaire, the influence of the motivations that lead companies to implement Eco-Management and Audit Scheme (EMAS) and the barriers found in the benefits perceived by companies, as well as, the degree of difficulty perceived for the implementation of the different requirements to be fulfilled, which are established in the regulation. An extensive review of the academic literature published on motivations, barriers, difficulties and benefits in environmental standards has been carried out in order to establish the working hypotheses which refer to the relationship between motivations, barriers with the benefits and degree of difficulty in implementing the requirements. The empirical investigation was carried out in a sample of 114 of the 255 companies of the Autonomous Community of Galicia (Spain) that have EMAS certification. The methodology used was the use of the application of a regression analysis to test the hypotheses; pre- viously the measurement scales were validated and an exploratory factorial analysis was applied in order to determine the structure of the different variables considered in the study. The results show that the motivations affect the benefits positively and on the contrary, affect the barriers negatively (reduce them) and it was observed that the greater the barriers, the lower the benefits obtained from the implementation of EMAS (negative influence).     As bibliotecas hospitalares da zona centro de Portugal : o diagnóstico

    Introdução – A biblioteca hospitalar continua a ser um modelo desconhecido em Portugal, não obstante a sua importância para o funcionamento das instituições de saúde e para a investigação no âmbito das ciências da saúde. Trata-se de uma área, até agora, com escassos estudos no país e conhecida essencialmente por profissionais da saúde ligados ao ensino e à investigação. Importa aprofundar o conhecimento sobre estas bibliotecas e sobre o papel que desempenham e compreender os motivos que as tornam desconhecidas dentro das próprias instituições. Objetivo – Este estudo foi realizado com o objetivo de conhecer e estudar a realidade das bibliotecas hospitalares da zona centro de Portugal e contribuir para a sua divulgação e dinamização. Métodos – Trata-se de um estudo descritivo, inserido no tipo de investigação não experimental, com métodos de estudo de análise quantitativa, suportado por um questionário com quinze perguntas, divididas em quatro secções e pré testado com um grupo de bibliotecários. O estudo foi realizado nas instituições onde se obteve autorização dos Conselhos de Administração e aprovado pela Comissão de Ética da Unidade Local de Saúde da Guarda. Resultados – O levantamento das bibliotecas hospitalares existentes na zona centro de Portugal foi feito em quarenta e uma instituições de saúde, públicas e privadas. Apurou-se que onze instituições públicas de saúde possuem biblioteca (27%) e que não existem instituições de saúde privadas com esta valência. Constatou-se que qualquer uma destas unidades de saúde possui várias centenas de colaboradores, mas as suas bibliotecas são pequenas e com parcos recursos humanos. Observa-se que o número de colaboradores sem formação em biblioteconomia é superior ao número de colaboradores com formação na área. Em cinco das sete bibliotecas (71%) que responderam ao questionário apenas o responsável da biblioteca tem formação em biblioteconomia e apenas uma biblioteca (14%) possui técnicos profissionais na equipa. Em relação aos recursos disponibilizados por estas bibliotecas, as publicações periódicas em suporte papel são ainda os recursos mais utilizados (71%), seguidas por um conjunto de recursos em suporte digital. Discussão – Verificando-se a existência de uma lacuna na formação dos colaboradores a exercerem funções nas bibliotecas em estudo, poderá existir comprometimento na qualidade do trabalho técnico aí desempenhado, pois, de acordo com a literatura, estes profissionais deverão possuir qualificações reconhecidas e ter assegurada formação contínua exigente e rigorosa. Acresce à gravosa situação referida o facto de a consolidação das bibliotecas passar pela incursão de novos serviços, obrigando à aquisição de novas competências pelos seus colaboradores. Relativamente aos recursos disponibilizados verifica-se que os utilizadores utilizam o suporte digital em muitas circunstâncias, apesar da grande adesão às publicações em suporte papel. Tal constatação remete para Wolf quando afirma que as bibliotecas da saúde, pioneiras em bases de dados avaliadas, ainda hoje beneficiam da primazia de informação atualizada. Conclusões – Provavelmente será necessária uma intervenção da tutela na criação de políticas para o aumento do número de bibliotecas hospitalares, tanto em instituições públicas como privadas. Com vista ao melhoramento dos serviços da biblioteca hospitalar terão que se ultrapassar diversos obstáculos, nomeadamente através: (i) de um reforço de recursos humanos qualificados; (ii) do apoio à prática da medicina baseada na evidência; (iii) do trabalho com redes seguras com vista à obtenção de informação validada; e, ainda, (iv) da eliminação de barreiras técnicas para a obtenção de respostas a questões cuja pesquisa já havia sido realizada pelo próprios investigadores, mas sem sucesso.Introduction – The clinical library remains an unknown model in Portugal, despite its importance for the functioning of health institutions and for research in the field of health sciences. It is an area with few studies in the country so far and known mainly by health professionals involved in teaching and research. It is important to deepen the knowledge about these libraries and about the role they play and to understand the reasons that make them unknown within the institutions themselves. Objective – This study was carried out with the purpose of knowing and studying the reality of clinical libraries in central Portugal and contributing to its dissemination and dynamism. Methods – This is a descriptive study, which is inserted in the group of non-experimental research, with a qualitative analysis as a research method. The study is composed by a survey of fifteen questions, which are divided into four sections, and that has been previously applied to a group of librarians. This study was conducted in the institutions in which it was possible to obtain the authorization from the board of directors and the approval from the Ethics Commission of the Local Health Unit of Guarda. Results – The survey of the hospital libraries, located in the center of Portugal, was done in forty-one public and private health institutions. It was found that eleven public health institutions have a library (27%) and that there are no private health institutions with this value. It was found that any of these health units has several hundred employees, but their libraries are small and with limited human resources. It was observed that the number of employees without training in librarianship is higher than the number of employees with training in the area. In five of the seven libraries (71%) that answered the questionnaire, only the librarian is trained in librarianship and only one library (14%) has professional technicians in the library. In relation to the resources made available by these libraries, the periodical publications, in paper format, are still the most used resource (71%) followed by a set of resources in digital support. Discussion – If there is a gap in the training of the employees to perform functions in the libraries under study, there may be a compromise in the quality of the technical work performed there, since according to the literature these professionals must have recognized qualifications and have ensured rigorous and rigorous continuous training. In addition to the serious situation referred to, the consolidation of libraries is due to the incursion of new services, forcing new staff to acquire new skills. With regard to the resources made available, it is found that users use digital media in many circumstances, despite their high adherence to paper publications. This finding points to Wolf when he states that health libraries, pioneers in evaluated databases, still benefit from the primacy of up-to-date information. Conclusions – It will probably require intervention by the tutelage in the creation of policies to increase the number of hospital libraries, both in public and private institutions. In order to improve the service provided by the libraries of health institutions, it is necessary to overcome certain obstacles by inter alia (i) increasing the number of qualified staff; (ii) promoting the medicine practices based on evidence, (iii) working with secured networks in order to obtain substantiated information; and, (iv) eliminating technical barriers that prevent us from acquiring new answers resulting from research projects conducted by our own researchers.info:eu-repo/semantics/publishedVersio

However, the use of isolated behavioral models of the system limits the results of the analytical methods.     As opiniões, necessidades e preferências dos utilizadores das bibliotecas hospitalares: a zona centro de Portugal

    O estudo que se apresenta pretende conhecer as opiniões, necessidades e interesses dos utilizadores das bibliotecas hospitalares da zona centro de Portugal. Prevê igualmente determinar a influência de tal serviço na prestação de cuidados ao doente, no exercício da investigação e na formação contínua dos profissionais de saúde.Metodologicamente, apoia-se na elaboração e aplicação de um questionário nas instituições de saúde capacitadas com biblioteca, que consentiram participar na investigação. As 121 respostas obtidas permitiram a recolha, análise e avaliação de dados sobre a qualidade das instalações e de atendimento, de recursos para acesso à informação, da formação de utilizadores,  entre outros parâmetros.Os resultados permitem, por um lado, constatar o reconhecimento dos utilizadores sobre a importância do serviço de biblioteca nas instituições de saúde, por outro, comprovar a necessidade da biblioteca hospitalar divulgar e dinamizar os seus serviços junto dos profissionais de saúde, investigadores e comunidade em geral

    Citizen-Centric and Multi-Curator Document Automation Platform: The Curator Perspective

    Document automation is an approach that supports the creation of electronic documents in a flexible and efficient way. These systems allow the definition and management of (document) templates, which are extended versions of common documents with particular elements called fields, merge fields, form objects, etc. This paper introduces and discusses qDocs, a citizen-centric and multi-curator document automation platform for managing dynamic electronic documents (e.g. id cards, forms, certificates) accessible to any citizen in a easy and secure way. qDocs provides a single point of access for citizens to create, use and manage their own documents. These documents are produced from templates curated by public or private organizations (named as curators) that also participate in this qDocs ecosystem. This paper discusses particularly how curators may define, design and configure their templates and then make them available to citizens, allowing access to their respective documents in a secure and flexible way

    Healthcare facilities use huge quantities of real-time and analytical data to discover meaningful information from patient clinical lab results. Advanced analytics and machine learning algorithms help doctors identify and treat patients more accurately. Accurate models must be trained, tested, and validated with enough data. New real-time data allows healthcare practitioners to quickly and accurately analyse patient demands. Healthcare organizations can improve patient care and outcomes through knowledge discovery. The goal of this effort is to develop a real-time data repository based on patient clinical exams. This collection feeds real-time monitoring panels and machine or deep learning algorithms that forecast patient progression from clinical lab results. Integrate HL7 messages from diverse sources, preprocess them, and add them to an API-accessible data warehouse. In conclusion, the proposed method creates an international-standard data warehouse.     Dependency Relationships Between Critical Factors of Quality and Employee Satisfaction

    The literature has paid very little attention to the effects of the critical factors of quality on employee satisfaction in the tourism context. Therefore, the aim of this study is to examine these relationships among tourist accommodation enterprises considering the perception of quality managers. A theoretical model together with the hypotheses to be contrasted is proposed and it is validated by the technique of structural equation models. The target population of the study is made up of tourist accommodations certified with ‘Q for Quality’ in Spain. The structural equation model provides evidence that the critical factor antecedents of employee satisfaction are process management and quality policy and planning; the latter criterion has a greater influence. The study also found that leadership is an important factor for obtaining results from employees through the rest of the variables that make up the model and employee satisfaction promotes learning within the organisation

    Influence of Quality on Employee Results: The Case of Rural Accommodations in Spain

    Few studies have analysed the effect of the critical factors of quality results on employees in the services sector and, more specifically, in the tourism sector. This work studies the rural accommodation sector in order to provide facility managers with the critical factors on which to focus their efforts towards increasing their employee results/satisfaction. The data obtained from 100 rural accommodations in Spain are analysed and each of the measurement scales used are validated by exploratory and confirmatory factor analysis. The theoretical model proposed to analyse the relationship is estimated by applying Structural Equation Modelling. The research reveals that the factors to which greater attention should be paid in order to enhance employee results/satisfaction are quality policy and strategy and processes management, the latter being the criterion through which the rest of the critical factors perform. The greatest total effect derives from quality policy and strategy and leadership, and indirect effect via the rest of the criteria
