Analysis of the effectiveness of industrial R and D
The criteria used by private industry in evaluating and selecting proposed research and development projects for implementation, and also in determining which R and D facilities are to be acquired were investigated. Conceptual and practical issues inherent in any quantitative analysis of the contribution of R and D to economic growth were identified in order to assist NASA in developing approaches for analzying the economic implication of its own R and D efforts
Inclusion-exclusion and Segre classes
We propose a variation of the notion of Segre class, by forcing a naive
`inclusion-exclusion' principle to hold. The resulting class is computationally
tractable, and is closely related to Chern-Schwartz-MacPherson classes. We
deduce several general properties of the new class from this relation, and
obtain an expression for the Milnor class of a scheme in terms of this class.Comment: 8 page
Theory of Neutron Diffraction from the Vortex Lattice in UPt3
Neutron scattering experiments have recently been performed in the
superconducting state of UPt3 to determine the structure of the vortex lattice.
The data show anomalous field dependence of the aspect ratio of the unit cell
in the B phase. There is apparently also a change in the effective coherence
length on the transition from the B to the C phases. Such observations are not
consistent with conventional superconductvity. A theory of these results is
constructed based on a picture of two-component superconductivity for UPt3. In
this way, these unusual observations can be understood. There is a possible
discrepancy between theory and experiment in the detailed field dependence of

Integral Grothendieck-Riemann-Roch theorem
We show that, in characteristic zero, the obvious integral version of the
Grothendieck-Riemann-Roch formula obtained by clearing the denominators of the
Todd and Chern characters is true (without having to divide the Chow groups by
their torsion subgroups). The proof introduces an alternative to Grothendieck's
strategy: we use resolution of singularities and the weak factorization theorem

STUDY OF AMORPHOUS GERMANIUM-NITROGEN ALLOYS THROUGH X-RAY PHOTOELECTRON AND AUGER ELECTRON SPECTROSCOPIES
In this work, experimentally determined values of electron spectroscopic shifts induced by nitrogen in Ge core levels of substoichiometric amorphous germanium-nitrogen (a-GeN) alloys are discussed and presented. X-ray photoelectron spectroscopy (XPS) and x-ray excited Auger electron spectroscopy (XAES) are employed to study the behavior of the Ge 3d and LMM spectra, respectively, and combined the corresponding XPS and Auger core levels shifts to determine Δα′, the modified Auger parameter shift, which is exempt from problems inherent in the interpretation of XPS and XAES shifts. It is demonstrated how one can use Δα′ to reliably estimate ΔnGe, the change in Ge valence charge in the alloys, and how one can calibrate XPS shifts of Si and Ge based alloys in terms of approximate values of ΔnGe
Moduli of mathematical instanton vector bundles with odd c_2 on projective space
The problem of irreducibility of the moduli space I_n of rank-2 mathematical
instanton vector bundles with arbitrary positive second Chern class n on the
projective 3-space is considered. The irreducibility of I_n was known for small
values of n: Barth 1977 (n=1), Hartshorne 1978 (n=2), Ellingsrud and Stromme
1981 (n=3), Barth 1981 (n=4), Coanda, Tikhomirov and Trautmann 2003 (n=5). In
this paper we prove the irreducibility of I_n for an arbitrary odd n.Comment: 62 page
The 3′ processing factor CstF functions in the DNA repair response
Following DNA damage, mRNA levels decrease, reflecting a coordinated interaction of the DNA repair, transcription and RNA processing machineries. In this study, we provide evidence that transcription and polyadenylation of mRNA precursors are both affected in vivo by UV treatment. We next show that the polyadenylation factor CstF, plays a direct role in the DNA damage response. Cells with reduced levels of CstF display decreased viability following UV treatment, reduced ability to ubiquitinate RNA polymerase II (RNAP II), and defects in repair of DNA damage. Furthermore, we show that CstF, RNAP II and BARD1 are all found at sites of repaired DNA. Our results indicate that CstF plays an active role in the response to DNA damage, providing a link between transcription-coupled RNA processing and DNA repair
Dephasing of Electrons by Two-Level Defects in Quantum Dots
The electron dephasing time in a diffusive quantum dot is
calculated by considering the interaction between the electron and dynamical
defects, modelled as two-level system. Using the standard tunneling model of
glasses, we obtain a linear temperature dependence of ,
consistent with the experimental observation. However, we find that, in order
to obtain dephasing times on the order of nanoseconds, the number of two-level
defects needs to be substantially larger than the typical concentration in
glasses. We also find a finite system-size dependence of , which
can be used to probe the effectiveness of surface-aggregated defects.Comment: two-column 9 page
