Staying in place during times of change in Arctic Alaska: The implications of attachment,alternatives, and buffering
The relationship between stability and change in social-ecological systems has received considerable attention in recent years, including the expectation that significant environmental changes will drive observable consequences for individuals, communities, and populations. Migration, as one example of response to adverse economic or environmental changes, has been observed in many places, including parts of the Far North. In Arctic Alaska, a relative lack of demographic or migratory response to rapid environmental and other changes has been observed. To understand why Arctic Alaska appears different, we draw on the literature on environmentally driven migration, focusing on three mechanisms that could account for the lack of response: attachment, the desire to remain in place, or the inability to relocate successfully; alternatives, ways to achieve similar outcomes through different means; and buffering, the reliance on subsidies or use of reserves to delay impacts. Each explanation has different implications for research and policy, indicating a need to further explore the relative contribution that each makes to a given situation in order to develop more effective responses locally and regionally. Given that the Arctic is on the front lines of climate change, these explanations are likely relevant to the ways changes play out in other parts of the world. Our review also underscores the importance of further attention to the details of social dynamics in climate change impacts and responses
A wider Europe? The view from Russia, Belarus and Ukraine
On the evidence of national surveys conducted between 2000 and 2006, there is a declining sense of European self-identity in the three Slavic post-Soviet republics of Russia, Belarus and Ukraine. Attitudes towards the European Union and the possibility of membership are broadly supportive, but with a substantial proportion who find it difficult to express a view, and substantial proportions are poorly informed in comparison with the general public in EU member or prospective member countries. Those who are better informed are more likely to favour EU membership and vice versa. Generally, socioeconomic characteristics (except for age and region) are relatively poor predictors of support for EU membership as compared with attitudinal variables. But ‘Europeanness’ should not be seen as a given, and much will depend on whether EU member countries emphasize what is common to east and west or establish ‘new dividing lines’ in place of those of the cold war
Theory for the electromigration wind force in dilute alloys
A multiple scattering formulation for the electromigration wind force on
atoms in dilute alloys is developed. The theory describes electromigration via
a vacancy mechanism. The method is used to calculate the wind valence for
electromigration in various host metals having a close-packed lattice
structure, namely aluminum, the noble metals copper, silver and gold and the
transition metals. The self-electromigration results for aluminum and the
noble metals compare well with experimental data. For the metals small
wind valences are found, which make these metals attractive candidates for the

Observation of magnetic field generation via the Weibel instability in interpenetrating plasma flows
Collisionless shocks can be produced as a result of strong magnetic fields in
a plasma flow, and therefore are common in many astrophysical systems. The
Weibel instability is one candidate mechanism for the generation of
sufficiently strong fields to create a collisionless shock. Despite their
crucial role in astrophysical systems, observation of the magnetic fields
produced by Weibel instabilities in experiments has been challenging. Using a
proton probe to directly image electromagnetic fields, we present evidence of
Weibel-generated magnetic fields that grow in opposing, initially unmagnetized
plasma flows from laser-driven laboratory experiments. Three-dimensional
particle-in-cell simulations reveal that the instability efficiently extracts
energy from the plasma flows, and that the self-generated magnetic energy
reaches a few percent of the total energy in the system. This result
demonstrates an experimental platform suitable for the investigation of a wide
range of astrophysical phenomena, including collisionless shock formation in
supernova remnants, large-scale magnetic field amplification, and the radiation
signature from gamma-ray bursts
A Bright Spatially-Coherent Compact X-ray Synchrotron Source
Each successive generation of x-ray machines has opened up new frontiers in
science, such as the first radiographs and the determination of the structure
of DNA. State-of-the-art x-ray sources can now produce coherent high brightness
keV x-rays and promise a new revolution in imaging complex systems on nanometre
and femtosecond scales. Despite the demand, only a few dedicated synchrotron
facilities exist worldwide, partially due the size and cost of conventional
(accelerator) technology. Here we demonstrate the use of a recently developed
compact laser-plasma accelerator to produce a well-collimated,
spatially-coherent, intrinsically ultrafast source of hard x-rays. This method
reduces the size of the synchrotron source from the tens of metres to
centimetre scale, accelerating and wiggling a high electron charge
simultaneously. This leads to a narrow-energy spread electron beam and x-ray
source that is >1000 times brighter than previously reported plasma wiggler and
thus has the potential to facilitate a myriad of uses across the whole spectrum

Impact of culture towards disaster risk reduction
Number of natural disasters has risen sharply worldwide making the risk of disasters a global concern. These disasters have created significant losses and damages to humans, economy and society. Despite the losses and damages created by disasters, some individuals and communities do not attached much significance to natural disasters. Risk perception towards a disaster not only depends on the danger it could create but also the behaviour of the communities and individuals that is governed by their culture. Within this context, this study examines the relationship between culture and disaster risk reduction (DRR). A comprehensive literature review is used for the study to evaluate culture, its components and to analyse a series of case studies related to disaster risk.
It was evident from the study that in some situations, culture has become a factor for the survival of the communities from disasters where as in some situations culture has acted as a barrier for effective DRR activities. The study suggests community based DRR activities as a mechanism to integrate with culture to effectively manage disaster risk
Getting elections right? Measuring electoral integrity
Holding elections has become a global norm. Unfortunately, the integrity of elections varies strongly, ranging from “free and fair” elections with genuine contestation to “façade” elections marred by manipulation and fraud. Clearly, electoral integrity is a topic of increasing concern. Yet electoral integrity is notoriously difficult to measure, and hence taking stock of the available data is important. This article compares cross-national data sets measuring electoral integrity. The first part evaluates how the different data sets (a) conceptualize electoral integrity, (b) move from concepts to indicators, and (c) move from indicators to data. The second part analyses how different data sets code the same elections, seeking to explain the sources of disagreement about electoral integrity. The sample analysed comprises 746 elections in 95 third and fourth wave regimes from 1974 until 2009. I find that conceptual and measurement choices affect disagreement about election integrity, and also find that elections of lower integrity and post-conflict elections generate higher disagreement about election integrity. The article concludes with a discussion of results and suggestions for future research
Underground railroads: citizen entitlements and unauthorized mobility in the antebellum period and today
In recent years, some scholars and prominent political figures have advocated the deepening of North American integration on roughly the European Union model, including the creation of new political institutions and the free movement of workers across borders. The construction of such a North American Union, if it included even a very thin trans-state citizenship regime, could represent the most significant expansion of individual entitlements in the region since citizenship was extended to former slaves in the United States. With such a possibility as its starting point, this article explores some striking parallels between the mass, legally prohibited movement across boundaries by fugitive slaves in the pre-Civil War period, and that by current unauthorized migrants to the United States. Both were, or are, met on their journeys by historically parallel groups of would-be helpers and hinderers. Their unauthorized movements in both periods serve as important signals of incomplete entitlements or institutional protections. Most crucially, moral arguments for extending fuller entitlements to both groups are shown here to be less distinct than may be prima facie evident, reinforcing the case for expanding and deepening the regional membership regime
Unconditional Continuous Variable Dense Coding
We investigate the conditions under which unconditional dense coding can be
achieved using continuous variable entanglement. We consider the effect of
entanglement impurity and detector efficiency and discuss experimental
verification. We conclude that the requirements for a strong demonstration are
not as stringent as previously thought and are within the reach of present
technology
Development of an Interpretive Simulation Tool for the Proton Radiography Technique
Proton radiography is a useful diagnostic of high energy density (HED)
plasmas under active theoretical and experimental development. In this paper we
describe a new simulation tool that interacts realistic laser-driven point-like
proton sources with three dimensional electromagnetic fields of arbitrary
strength and structure and synthesizes the associated high resolution proton
radiograph. The present tool's numerical approach captures all relevant physics
effects, including effects related to the formation of caustics.
Electromagnetic fields can be imported from PIC or hydrodynamic codes in a
streamlined fashion, and a library of electromagnetic field `primitives' is
also provided. This latter capability allows users to add a primitive, modify
the field strength, rotate a primitive, and so on, while quickly generating a
high resolution radiograph at each step. In this way, our tool enables the user
to deconstruct features in a radiograph and interpret them in connection to
specific underlying electromagnetic field elements. We show an example
application of the tool in connection to experimental observations of the
Weibel instability in counterstreaming plasmas, using particles
generated from a realistic laser-driven point-like proton source, imaging
fields which cover volumes of mm. Insights derived from this
