Öffentliche Unternehmen vor dem Hintergrund der Interdependenz von Wettbewerb und Daseinsvorsorge am Beispiel einer Teilveräußerung der Stadtwerke Leipzig
Erfolgt die beabsichtigte Teilveräußerung der SWL vor dem Hintergrund ihrer strategischen wachstumsintensiven Zielsetzung, ist auch aus standortpolitischer Perspektive entscheidend, inwiefern der potenzielle Partner den Teilerwerb als langfristige Kapitalanlage bzw. als eine strategische Portfolioexpansion betrachtet oder nur kurzfristiger Gewinnerzielungsabsicht unterworfen ist. Vor dem Hintergrund der Einnahmengenerierung des Haushaltes speziell zur Schuldentilgung der Stadt sowie mit Blick auf regionale standortbezogene Entwicklungskonzepte und der Sicherung von Arbeitsplätzen vor Ort, bietet sich als Alternativoption ebenfalls die Veräußerung einzelner Töchter der SWL an. Ein möglicher Verkauf von SWL-Tochterunternehmen hat den Vorteil, dass diese mitunter einen hohen Kaufpreis erzielen könnten und gleichzeitig für die Ausübung der Kerntätigkeit der SWL vor dem Hintergrund einer Daseinsvorsorgefunktion unter Umständen keine signifikante Bedeutung vorweisen. Der kommunale Stadtkonzern könnte wiederum von seiner bisherigen Struktur der Querverbundsholding hin zu einem leistungsstarken Stadtkonzern umgebaut werden. --
Privatisierung der Wasserversorgung aus ordnungstheoretischer Perspektive
Die Wasserver- und -entsorgung in Deutschland unterliegt nach dem Sozialstaats-prinzip bezüglich des besonders schutzwürdigen Gutes Wasser verfassungsrechtlichen Vorgaben. Dem Bund obliegt die Rahmengesetzgebung, die Leistungserbringung liegt wiederum bei den Kommunen, die im Rahmen des gewährleistenden Staates die Versorgung zumindest sicherzustellen haben. Im Rahmen der Wasserversorgung können die Gemeinden dabei selbst entscheiden, ob sie die Leistung selbst erstellen oder durch Dritte erbringen lassen. Vor diesem Hintergrund zielt eine private Beteiligung an der Wasserversorgung seitens der Kommune vor allem auf einnahmeseitige Aspekte, vor allem hinsichtlich eines hohen (Teil-)Verkaufserlöses. Ob sich dabei allerdings die ebenfalls erhofften Effizienzgewinne realisieren lassen, die sich dann wiederum in günstigen Verbraucherpreisen niederschlagen, lässt sich nicht allgemein verbindlich darlegen. Vielmehr wurde im Rahmen einer punktuellen empirischen Betrachtung deutlich, dass sich die Wasserpreise sowohl aus öffentlichem als auch teilprivatisiertem Angebot wenig unterscheiden. Eine Ausnahme bildet dabei die Gruppe der Versorger, die zu mehr als 75 % privatisiert wurden. Bei diesen Anbietern lag der Preis im Durchschnitt wesentlich höher als bei den andern Eigentümerstrukturen. Allerdings war diese Gruppe deutlich schwächer besetzt als die übrigen. Ebenfalls ist anzumerken, dass im Rahmen der Ceteris-paribus-Analyse Einflussfaktoren auf Trinkwasserpreise ausgeklammert wurden, die Versorgungsunternehmen nicht beeinflussen können, wie bspw. Wasserverfügbarkeit oder topographische Bedingungen. Andererseits kann nicht genau dargelegt werden, inwieweit durch eine Beteiligung Privater Effizienzpotenziale in Preissenkungen münden. --
The genetic factors of bilaterian evolution
The Cambrian explosion was a unique animal radiation ~540 million years ago that produced the full range of body plans across bilaterians. The genetic mechanisms underlying these events are unknown, leaving a fundamental question in evolutionary biology unanswered. Using large-scale comparative genomics and advanced orthology evaluation techniques, we identified 157 bilaterian-specific genes. They include the entire Nodal pathway, a key regulator of mesoderm development and left-right axis specification; components for nervous system development, including a suite of G protein-coupled receptors that control physiology and behaviour, the Robo-Slit midline repulsion system, and the neurotrophin signalling system; a high number of zinc finger transcription factors; and novel factors that previously escaped attention. Contradicting the current view, our study reveals that genes with bilaterian origin are robustly associated with key features in extant bilaterians, suggesting a causal relationship
Diagnose mathematischer Kompetenzen als Gegenstand Forschenden Lernens im Praxissemester
Diagnostische Kompetenzen stellen ein zentrales Element professioneller Lehrerkompetenzen dar. Diese umfassen sowohl die Auswahl und Durchführung geeigneter Diagnoseinstrumente, als auch die Entwicklung neuer inhaltsspezifischer Aufgaben mit diagnostischem Potenzial sowie die gezielte Beobachtung mathematischer Lernprozesse. Der vorliegende Beitrag setzt sich auf theoretischer Ebene mit den Aspekten Diagnostische Kompetenzen von Lehrkräften sowie Diagnose mathematischer Kompetenzen von Schülerinnen und Schülern auseinander. Ferner wird im Beitrag dargelegt, wie das Fach Mathematische Grundbildung Studierende bei der Entwicklung einer forschenden Grundhaltung sowie bei der Entwicklung und Umsetzung von geeigneten Projektideen zur mathematischen Diagnostik im Praxissemester unterstützt. Ergänzend werden ausgewählte Beispiele zu bereits durchgeführten Studienprojekten in diesem Bereich vorgestellt, um unterschiedliche Facetten von mathematischer Diagnostik zu illustrieren.Diagnostic competencies are a central element of teacher’s professional competencies. They comprise the selection and administration of appropriate assessment instruments, the development of new content-specific tasks which have diagnostic potential as well as the observation of mathematical processes. This article theoretically looks into approaches for the assessment of children’s mathematical competencies and into teachers’ diagnostic competencies. Furthermore, this article aims at demonstrating how the preservice teachers’ development towards a research-oriented tenor as well as the development and implementation of diagnostic-based project ideas are fostered in mathematics education. Additionally, we present two examples of study projects in this domain in order to illustrate the various facets of mathematical assessment
Compartmentalization - A Prerequisite for Maintaining and Changing an Identity
The chemical manipulation of DNA is much more convenient than the manipulation of the bioproducts, such as enzymes, that it encodes. The optimization of bioproducts requires cycles of diversification of DNA followed by read-out of the information into the bioproduct. Maintaining the link between the information - the genotype - and the properties of the bioproduct - the phenotype - through some form of compartmentalization is therefore an essential aspect in directed evolution. While the ideal compartment is a biological cell, many projects involving more radical changes in the bioproduct, such as the introduction of novel cofactors, may not be suitable for expression of the information in cells, and alternative in vitro methods have to be applied. Consequently, the possibility to produce simple and advanced micro compartments at high rates and to combine them with the ability to translate the information into proteins represents a unique opportunity to explore demanding enzyme engineering projects that require the evaluation of at least hundreds of thousands of enzyme variants over multiple generations
A Mixed Methods Study of Functioning and Rehabilitation Needs Following COVID-19
COVID-19 can lead to a long-term loss of functioning, which may affect activities and participation in daily living in various ways. The extent and characteristics of post-COVID-19 persistent symptoms are currently being studied extensively worldwide. The purpose of this exploratory study is to explore functioning and rehabilitation needs among persons with self-reported disability following COVID-19. This mixed methods study is based on data from patient-reported outcome measures (PRO), tests of body functions, visual drawings and focus groups among persons with self-reported disability after having suffered from COVID-19. PRO covered quality of life, activity and participation. Tests of body functions targeted strength and endurance. Focus groups and visual drawings elaborated on how post COVID-19 persistent symptoms affected functioning, activities and daily living. Data was collected in August and September 2020. The study sample consisted of 11 women, nine men, aged 35–79 years. Self-reported PRO data showed low quality of life and disability among the participants primarily related to fatigue, energy and drive, breathing and concentration. Tests of body functions showed low strength in lower extremities but otherwise no striking limitations on a group level. Analysis of the focus groups generated the following four themes: (1) Persistent symptoms, particularly in regards to concentration, memory, lack of energy, fatigue and headaches. (2) Balancing activities in daily living with fluctuating symptoms. (3) Uncertainty and Powerlessness, which included a need for directional guidance in order to regain functioning and unmet needs regarding further clinical assessment of persistent symptoms, referral to rehabilitation and returning to work. (4) Hope associated with the experiences of recovery - and for the future. This study highlights that persons with persistent symptoms after COVID-19 may experience a range of limitations in their daily living. This points toward a need for individual assessment and guidance to tailor relevant rehabilitation
Preclinical antimalarial combination studies: the case of M5717, a P. falciparum elongation factor 2 inhibitor and pyronaridine, a hemozoin formation inhibitor
Antimalarial drug resistance in the; Plasmodium falciparum; parasite poses a constant challenge for drug development. To mitigate this risk, new antimalarial medicines should be developed as fixed-dose combinations. Assessing the pharmacodynamic interactions of potential antimalarial drug combination partners during early phases of development is essential in developing the targeted parasitological and clinical profile of the final drug product. Here, we have studied the combination of M5717, a; P. falciparum; translation elongation factor 2 inhibitor, and pyronaridine, an inhibitor of hemozoin formation. Our test cascade consisted of; in vitro; isobolograms as well as; in vivo; studies in the; P. falciparum; severe combined immunodeficient (SCID) mouse model. We also analyzed pharmacokinetic and pharmacodynamic parameters, including genomic sequencing of recrudescent parasites. We observed no pharmacokinetic interactions with the combination of M5717 and pyronaridine. M5717 did not negatively impact the rate of kill of the faster-acting pyronaridine, and the latter was able to suppress the selection of M5717-resistant mutants, as well as significantly delay the recrudescence of parasites both with suboptimal and optimal dosing regimens

Methods: M5717, a Plasmodium elongation factor 2 inhibitor, was assessed in vitro and in vivo with readily accessible Plasmodium berghei parasites. In an animal refinement, reduction, replacement approach, the in vitro IC99 value was used to feed a Population Pharmacokinetics modelling and simulation approach to determine meaningful effective doses for a subsequent Plasmodium sporozoite-induced volunteer infection study.
Results: Doses of 100 and 200 mg would provide exposures exceeding IC99 in 96 and 100% of the simulated population, respectively.
