    Industrial development in east Timor: an exploratory study of attitudes and perceptions towards the future

    Industrialization is essential for the economic development of a country (Porter, 2004). There are few examples of countries that have made the transition without industrialization, much at the expense of the existence of valuable natural resources (such as oil and diamonds), but with the resulting social inequalities. Industrialization is the normal process for the development of the economies, associated with the phenomenon of globalization of the industry and markets, allows the rapid growth of the same. Take the case of China, which in just over twenty years, went from a really rural to an industrial power in global terms (UNIDO, 2009). Why promote industrialization in poor countries? Because if the developed countries to support industrialization in developing countries benefit from cheaper manufactured goods and the process allows to reduce the gap and inequalities between developed and developing countries (UNIDO, 2009). East Timor was an overseas province of Portugal until 1974 and for 450 years. After this period, the territory was invaded and occupied by Indonesia, a situation that lasted until the referendum held on August 30, 1999. The process leading up to this historic event was long and difficult but with the support of the United Nations, selfdetermination has finally arrived in East Timor in 2002. The proposal of the government of East Timor to the economic development is a strategic long term model and intends to reflect the will and aspirations of the people. Being a young country, post-conflict and with low incomes, it is pointed out the need to implement a unique and specific strategy to the country in order to bring prosperity. One way to achieve these aspirations may pass through private sector investment through the creation and implementation of industry in the country. This allows for increased employment, improved living conditions of the Timorese people and consequently the economic development of Timor-Leste, reinforcing the message widely disseminated in "Goodbye Conflict, Welcome Development". For the period 2011-2030, the first decade will focus on creating the basic conditions for development in all areas: infrastructure, education and training, health, agricultural productivity and food selfsufficiency, sustainable urbanization and development of important sectors industry and services. Private investment in Small and Medium Enterprises (SMEs) and Research and Experimental Development (R&D) in key sectors are one of the four pillars of the economic framework by 2020, presented by the government of East Timor (PED 2010). The present study aims to understand the attitudes and perceptions of the East Timorese in relation to industrial development of the country. Taking as a starting point, a survey of the population of East Timor, named as Projeto Timor, we present and discuss the results obtained on various issues such as attitudes in relation to existing industrial development potential of the country, perceived advantages and disadvantages of industrialization and industrial sectors that are perceived as more relevant to East Timor

    The Synthetic Image TEsting Framework (SITEF) for the evaluation of multi-spectral image segmentation algorithms

    ABSTRACT One of the most challenging tasks in Remote Sensing at present is how to handle the huge amounts of image data acquired every day by the existing Earth Observation Satellites (EOS). An alternative approach to the standard per-pixel analysis of multi-spectral EOS images has evolved over the last decade. Instead of focusing on individual image pixels, the object-based image analysis approach consists of partitioning an image into meaningful image-objects. One of the reasons for the development of object-based methods has been the dramatic increase in commercially available high resolution digital remote sensing imagery, with spatial resolutions of 5.0 m and finer [1]. Also it has been recognised that the image pixel is not a "natural" element of an image scene. A common element of all object-based image analysis systems is the segmentation stage, where the image is partitioned in a number of objects (or segments), which is clearly a critical stage of the whole process. If the segmentation fails to identify as an object a given element present in the image, the subsequent stages will generally be unable to recognise or to classify this element. An evaluation of the abilities and limitations of the segmentation algorithms used is therefore an important aspect of any object based image analysis system. However, there is no established standard procedure for the evaluation of the segmentation results produced for EOS images The purpose of this work is to present the Synthetic Image TEsting Framework (SITEF), a tool to evaluate the performance of segmentation algorithms on multi-spectral images.     Development of a preoperative risk score on admission in surgical intermediate care unit in gastrointestinal cancer surgery

    DSAIPA/DS/0042/2018 UID/DTP/00617/2019Background: Gastrointestinal cancer surgery continues to be a significant cause of postoperative complications and mortality in high-risk patients. It is crucial to identify these patients. Our study aimed to evaluate the accuracy of specific perioperative risk assessment tools to predict postoperative complications, identifying the most informative variables and combining them to test their prediction ability as a new score. Methods: A prospective cohort study of digestive cancer surgical patients admitted to the surgical intermediate care unit of the Portuguese Oncology Institute of Porto, Portugal was conducted during the period January 2016 to April 2018. Demographic and medical information including sex, age, date from hospital admission, diagnosis, emergency or elective admission, and type of surgery, were collected. We analyzed and compared a set of measurements of surgical risk using the risk assessment instruments P-POSSUM Scoring, ACS NSQIP Surgical Risk Calculator, and ARISCAT Risk Score according to the outcomes classified by the Clavien-Dindo score. According to each risk score system, we studied the expected and observed post-operative complications. We performed a multivariable regression model retaining only the significant variables of these tools (age, gender, physiological P-Possum, and ACS NSQIP serious complication rate) and created a new score (MyIPOrisk-score). The predictive ability of each continuous score and the final panel obtained was evaluated using ROC curves and estimating the area under the curve (AUC). Results: We studied 341 patients. Our results showed that the predictive accuracy and agreement of P-POSSUM Scoring, ACS NSQIP Surgical Risk Calculator, and ARISCAT Risk Score were limited. The MyIPOrisk-score, shows to have greater discrimination ability than the one obtained with the other risk tools when evaluated individually (AUC = 0.808; 95% CI: 0.755-0.862). The expected and observed complication rates were similar to the new risk tool as opposed to the other risk calculators. Conclusions: The feasibility and usefulness of the MyIPOrisk-score have been demonstrated for the evaluation of patients undergoing digestive oncologic surgery. However, it requires further testing through a multicenter prospective study to validate the predictive accuracy of the proposed risk score.publishersversionpublishe

In this work, covalently linked hybrid porphyrin–nanodiamonds were prepared via ipso nitro substitution reaction and characterized by X-ray photoelectron spectroscopy (XPS), fluorescence spectroscopy, infrared spectroscopy (IR) and thermogravimetry-differential scanning calorimetry (TG-DSC). The amine-functionalized nanodiamonds (ND@NH2 ) and 2-nitro-5,10,15,20-tetra(4-trifluoromethylphenyl)porphyrin covalently linked to nanodiamonds (ND@βNH-TPPpCF3 ) were tested using Allium cepa as a plant model, and showed neither phytotoxicity nor cytotoxicity. The hybrid nanodiamond–copper(II)–porphyrin material ND@βNH-TPPpCF3-Cu(II) was also evaluated as a reusable catalyst in cyclohexene allylic oxidation, and displayed a remarkable turnover number (TON) value of ≈265,000, using O2 as green oxidant, in the total absence of sacrificial additives, which is the highest activity ever reported for said allylic oxidation. Additionally, ND@βNH-TPPpCF3-Cu(II) could be easily separated from the reaction mixture by centrifugation, and reused in three consecutive catalytic cycles without major loss of activity.publishersversionpublishe

Even so, its energy metabolism is still under explored and its respiratory enzymes have been vastly overlooked. In this work, we unveil the dihydroorotate:quinone oxidoreductase (DHOQO) from S. aureus, the first example of a DHOQO from a Gram-positive organism. This protein was shown to be a FMN containing menaquinone reducing enzyme, presenting a Michaelis-Menten behaviour towards the two substrates, which was inhibited by Brequinar, Leflunomide, Lapachol, HQNO, Atovaquone and TFFA with different degrees of effectiveness. Deletion of the DHOQO coding gene (Δdhoqo) led to lower bacterial growth rates, and effected in cell morphology and metabolism, most importantly in the pyrimidine biosynthesis, here systematized for S. aureus MW2 for the first time. This work unveils the existence of a functional DHOQO in the respiratory chain of the pathogenic bacterium S. aureus, enlarging the understanding of its energy metabolism.publishersversionpublishe

    Efficacy and safety of glecaprevir/pibrentasvir in treatment-naïve adults with chronic hepatitis C virus genotypes 1–6 in Brazil

    Introduction and objectives: Glecaprevir/pibrentasvir is a highly effective and well tolerated treatment for hepatitis C infection. Brazilian patients were not included in the original development studies for glecaprevir/pibrentasvir. This study aimed to assess safety and efficacy of glecaprevir/pibrentasvir in treatment-naïve Brazilian adults without cirrhosis or with compensated cirrhosis. Patients and methods: EXPEDITION-3 was a Phase 3, open-label, multicenter study in treatment-naïve Brazilian adults with hepatitis C infection genotype 1–6. Patients without cirrhosis (F2 or F3) or with compensated cirrhosis (F4) received 8 or 12 weeks of glecaprevir/pibrentasvir, respectively. The primary efficacy endpoint was the rate of sustained virologic response at post-treatment Week 12. Secondary endpoints were on-treatment virologic failure and relapse rates. Baseline polymorphisms were assessed in NS3 and NS5A. Adverse events and laboratory abnormalities were monitored. Results: 100 patients were enrolled, 75 received 8 weeks of treatment and 25 received 12 weeks; all patients completed treatment. Overall sustained virologic response at post-treatment Week 12 rate was high (98.0%; 98/100; 95% confidence interval: 93.0–99.4) and remained high regardless of baseline viral or host factors, including demographics, hepatitis C virus RNA levels, polymorphisms in NS3 and/or NS5A, genotype, and relevant comorbidities. 55% of patients reported ≥1 adverse event, the most common beingheadache (18.0%). Four patients reported serious adverse events; none were considered drug related orled to study drug discontinuation. No hepatic decompensations were observed.Conclusions: Glecaprevir/pibrentasvir was effective and well tolerated in treatment-naïve Brazilianpatients with hepatitis C infection without cirrhosis and with compensated cirrhosis

    Chemical Constituents and Evaluation of Antimicrobial and Cytotoxic Activities of Kielmeyera coriacea

    Many essential oils (EOs) of different plant species possess interesting antimicrobial effects on buccal microorganisms and cytotoxic properties. EOs of Kielmeyera coriacea Mart. & Zucc. were analyzed by gas chromatography coupled to mass spectrometry (GC-MS). The EO from leaves is rich in sesquiterpenes hydrocarbons and oxygenated sesquiterpenes. The three major compounds identified were germacrene-D (24.2%), (E)-caryophyllene (15.5%), and bicyclogermacrene (11.6%). The inner bark EO is composed mainly of sesquiterpenes hydrocarbons and the major components are alpha-copaene (14.9%) and alpha-(E)-bergamotene (13.0%). The outer bark EO is composed mainly of oxygenated sesquiterpenes and long-chain alkanes, and the major components are alpha-eudesmol (4.2%) and nonacosane (5.8%). The wood EO is mainly composed of long-chain alkanes and fatty acids, and the major components are nonacosane (9.7%) and palmitic acid (16.2%). The inner bark EO showed the strongest antimicrobial activity against the anaerobic bacteria Prevotella nigrescens (minimum inhibitory concentration-MIC of 50 µg mL−1). The outer bark and wood EOs showed MICs of 100 µg mL−1 for all aerobic microorganisms tested. The EOs presented low toxicity to Vero cells. These results suggest that K. coriacea, a Brazilian plant, provide initial evidence of a new and alternative source of substances with medicinal interest

    The 2014-15 eruption and the short-term geochemical evolution of the Fogo volcano (Cape Verde)::Evidence for small-scale mantle heterogeneity

    Recurrent eruptions at very active ocean island volcanoes provide the ideal means to gain insight on the scale of spatial variations at the mantle source and on temporal changes of magma genesis and evolution processes. In 2014, after 19 years of quiescence, Fogo volcano (Cape Verde Archipelago) experienced a new eruption, with the vents located 200 m from those of the 1995 eruption, and less than 2000 m from those of the 1951 event. This offered a unique opportunity to investigate the existence of small-scale mantle heterogeneities and the short-term compositional evolution of magmas erupted by a very active oceanic volcano like Fogo. Here we present petrological and geochemical data from the early stages of the Fogo's most recent eruption - started on November 23, 2014 - and compare them with the signature of previous eruptions (particularly those of 1995 and 1951). The magmas erupted in 2014 are alkaline (up to 23.4% and 0.94% of normative ne and lc, respectively) with somewhat evolved compositions (Mg # < 56), ranging from tephrites to phonotephrites. The eruption of phonotephritic lavas preceded the effusion of tephritic ones. Lavas carried to the surface clinopyroxene and kaersutite phenocrysts and cognate megacrysts, which indicate that the main stages of magma evolution occurred in magma chambers most probably located at mantle depths (25.6 5.5 km below sea level). This was followed by a shallower (<1.5 km below sea level) and shorter (approximate to 50 days) magma stagnation before the eruption. 2014 magmas have more unradiogenic Sr and more radiogenic Nd compositions than those of the previous 1951 and 1995 eruptions, which generally have less radiogenic Pb ratios. These isotopic differences- coming from quasi-coeval materials erupted almost in the same place- are remarkable and reflect the small-scale heterogeneity of the underlying mantle source. Moreover, they reflect the limited isotopic averaging of the source composition during partial melting events as well as the inefficient homogenization within the plumbing system when on route to the surface. The lid effect of an old and thick lithosphere is considered of utmost importance to the preservation of a significant part of source heterogeneity by erupted magmas. The decrease in the contribution of an enriched component to the Fogo magmas in the 2014 eruption marks a change on the volcano shortterm evolution that was characterized by a progressive increase of the importance of such a component. Nb/U ratios of the 2014 lavas are similar, within 2 sigma, to the mean value of OIB, but significantly lower than those reported for the 1995 and 1951 eruptions.     Identification of a cytokine network sustaining neutrophil and Th17 activation in untreated early rheumatoid arthritis

Recently, several studies have proposed neutrophils and Th17 cells as key players in the onset and perpetuation of this disease. The main goal of this work was to determine whether cytokines driving neutrophil and Th17 activation are dysregulated in very early rheumatoid arthritis patients with less than 6 weeks of disease duration and before treatment (VERA). Methods: Cytokines related to neutrophil and Th17 activation were quantified in the serum of VERA and established RA patients and compared with other very early arthritis (VEA) and healthy controls. Synovial fluid (SF) from RA and osteoarthritis (OA) patients was also analyzed. Results: VERA patients had increased serum levels of cytokines promoting Th17 polarization (IL-1b and IL-6), as well as IL-8 and Th17-derived cytokines (IL-17A and IL-22) known to induce neutrophil-mediated inflammation. In established RA this pattern is more evident within the SF. Early treatment with methotrexate or corticosteroids led to clinical improvement but without an impact on the cytokine pattern. Conclusions: VERA patients already display increased levels of cytokines related with Th17 polarization and neutrophil recruitment and activation, a dysregulation also found in SF of established RA. 0 Thus, our data suggest that a cytokine-milieu favoring Th17 and neutrophil activity is an early event in RA pathogenesis.This work was supported by a grant from Sociedade Portuguesa de Reumatologia/Schering-Plough 2005.     1. Os Açores são um arquipélago isolado de nove ilhas oceânicas, pertence à região biogeográfica da Macaronésia e está entre as regiões mais ricas em fungos, plantas e animais da Europa. Este capítulo destaca o que sabemos sobre os fungos, a fauna e a flora dos habitats terrestres, dulçaquícolas e marinhos dos Açores. 2. Neste capítulo, são apresentadas as estimativas do número total de espécies e subespécies conhecidas actualmente nos Açores. Todos os grupos taxonómicos terrestres mais importantes foram analisados: fungos, líquenes, diatomáceas dulçaquícolas, briófitos (musgos, hepáticas e antocerotas), plantas vasculares (licófitas, fetos, gimnospérmicas e angiospérmicas), platelmintes (vermes), nemátodos, anelídeos (minhocas), moluscos terrestres (lesmas e caracóis), artrópodes (insectos, aracnídeos, milípedes, etc.) e vertebrados (peixes de água doce, anfíbios, répteis, aves e mamíferos). A presente obra inclui também espécies do ambiente marinho, como as algas (macroalgas), a maioria dos filos de invertebrados do litoral e os vertebrados marinhos (répteis, peixes e mamíferos). As listas de espécies e subespécies (Capítulos 2-15) são baseadas nos taxa identificados numa grande variedade de publicações, tendo essa informação sido compilada por um vasto grupo de especialistas. 3. Actualmente, o número total de taxa (espécies e subespécies) terrestres nos Açores está estimado em cerca de 6164 (cerca de 6112 espécies). A inclusão de uma listagem exaustiva das espécies de aves não-nidificantes e de uma listagem preliminar de espécies de aves potencialmente nidificantes acrescenta 325 espécies e subespécies ao total das espécies açorianas. 4. O número total de espécies e subespécies endémicas terrestres dos Açores é de cerca de 452 (411 espécies). Os animais são os mais diversos em endemismos, com 331 taxa (Arthropoda = 266; Mollusca = 49; Vertebrata = 14; Nematoda = 2), compreendendo cerca de 73% dos endemismos terrestres dos Açores. A percentagem de endemismo nos Mollusca (44%) é notável. As plantas vasculares contam com 73 endemismos, os Fungi (incluindo os líquenes) têm 34 e, tanto as diatomáceas dulçaquícolas como os briófitos, incluem sete espécies endémicas. 5. Quando comparada com os arquipélagos vizinhos da Macaronésia (Madeira e Canárias), a fauna e flora terrestres dos Açores é caracterizada por uma menor taxa de endemismo, de apenas 7%, contrastando com os cerca de 20% para a Madeira e de 30% para as Canárias. 6. No que diz respeito aos organismos marinhos, são listados 1883 taxa pertencentes a 16 filos. O número total de espécies e subespécies marinhas endémicas dos Açores é de cerca de 39, a maior parte delas moluscos (29 espécies). 7. O número total de taxa terrestres e marinhos (espécies e subespécies) nos Açores, está estimado em cerca de 8047. Os organismos marinhos agora listados, perfazem cerca de 23% da biodiversidade dos Açores. 8. O número total de taxa terrestres e marinhos (espécies e subespécies) endémicos dos Açores está estimado em cerca de 491.ABSTRACT: 1. The Azores is a remote oceanic archipelago of nine islands which belongs to the Macaronesia biogeographical region and is among the richest regions concerning fungi, plant and animal diversity in Europe. This chapter highlights what we know about the Azorean terrestrial, freshwater and marine Fungi, Flora and Fauna. 2. In this chapter we summarize the current estimates of the total number of species and subspecies presently known to occur in the Azores. The most important terrestrial taxonomic groups were studied: Fungi, Lichens, Bacillariophyta (freshwater diatoms), Bryophyta sensu lato (mosses, liverworts and hornworts), vascular plants – Tracheobionta, including Lycopodiophyta (quillworts), Pteridophyta (ferns), Pinophyta (gymnosperms) and Magnoliophyta (angiosperms), Platyhelminthes (flatworms), Nematoda (roundworms), Annelida (earthworms), Terrestrial Mollusca (slugs and snails), Arthropoda (millipedes, centipedes, mites, spiders, insects, etc.) and Vertebrata (freshwater fishes, amphibians, reptiles, birds and mammals). In addition, we expand this list to the marine realm, including Algae (macroalgae), coastal invertebrates (most Phyla) and marine vertebrates (fishes, reptiles and mammals). The list of species and subspecies (Chapters 2 to 15) is based on the taxa recognized in primary published literature sources, compiled by a vast group of experts. 3. Currently the total number of terrestrial taxa (species and subspecies) in the Azores is estimated of about 6164 (about 6112 species). The inclusion of an exhaustive listing of non breeding species and a preliminary list of potentially breeding species adds 325 species and subspecies of birds to the Azorean list of species. 4. The total number of terrestrial endemic species and/or subspecies from the Azores is about 452 (411 species). Animals are the most represented in this respect, with 331 taxa (Arthropoda = 266; Mollusca = 49; Vertebrata = 14; Nematoda = 2), that is, about 73% of the Azorean terrestrial endemics. The percentage of endemism within Mollusca (44%) is remarkable. Vascular plants have 73 endemic taxa, while Fungi (including Lichens) have 34, freshwater diatoms and bryophytes have seven endemic species each. 5. Compared to the other nearest Macaronesian archipelagos (Madeira and Canaries), the Azorean terrestrial fauna and flora is characterized by a lower percentage of endemism (only 7%, which contrasts with nearly 20% for Madeira and 30% for the Canary islands). 6. Concerning the marine organisms, we listed about 1883 taxa belonging to 16 Phyla. The total number of marine endemic species and/or subspecies from the Azores is about 39, most of them being molluscs (29 species). 7. Currently, the total number of terrestrial and marine taxa (species and subspecies) in the Azores is estimated in about 8047. The marine organisms currently listed make up about 23% of the Azorean biodiversity. 8.
