Balance-of-payments-constrained growth in a multisectoral framework: a panel data investigation

This paper contributes to the literature on balance-of-payments-constrained growth by providing an innovative empirical evaluation of a disaggregated version of the so-called Thirlwall's Law derived from a Pasinettian multisectoral framework. After estimating sectoral elasticities of exports and imports for a considerable panel dataset of 90 countries over the period 1965-1999, we have performed two empirical exercises. First, we grouped countries together by income level and evaluated a multisectoral balance-of-payments-constrained growth model by analyzing prediction errors and mean absolute deviations. Second, we carried out a regression validity test on the results. Our main findings give support to the validity of the multisectoral version of Thirlwall's Law, providing therefore further understanding of the structural determinants of the uneven international development and guidance for the design of growth-enhancing national structural policies.balance-of-payments constraint; structural change; economic growth; macrodynamics

External evaluation of schools: leadership(s) and self-evaluation: what kind of relationship?

Em Portugal, nos anos 2006-2011, a Inspeção-Geral da Educação desenvolveu um programa de avaliação de escolas. Nesse período avaliaram-se 1107 escolas. Para cada escola a equipa de avaliação elaborou um relatório. Cada escola foi avaliada tendo por base um modelo que teve em conta cinco domínios (Resultados, Prestação do serviço educativo, Organização e gestão escolar, Liderança e Capacidade de autorregulação e melhoria da escola). Com base na classificação atribuída a cada escola por cada equipa avaliativa nos domínios da Liderança e autoavaliação, fomos verificar se nas 287 escolas avaliadas em 2008-2009, a classificação atribuída nesses domínios apresentava correlação. Desta forma, os dados do nosso estudo, corroborando outras investigações, indiciam que a qualidade da(s) liderança(s) desempenha um papel preponderante nos processos autoavaliativos desenvolvidos na organização escolarIn Portugal, in the years 2006-2011, the General Inspection of Education developed a program to evaluate schools. Measuring Connective Capacity throughout the Gulf of Mexico Fishery Management Network

The Gulf of Mexico provides substantial resources along its 1,680-mile coastline, spanning 5 U.S. states and providing millions of pounds of seafood and hundreds of millions in revenue annually. Continued success of the fishery relies on the ability of a large, complex, multiagency network to find the best solutions to balance the needs of humans, as well as ensure long-term sustainability. Organizations with varying objectives require effective communication when addressing intricate ecosystem-based management topics such as endangered species and regional economies. To better understand the connectivity within the Gulf fishery management network, an IRB reviewed survey was dispersed to the largest, most influential organizations. The survey anonymously measures perceptions and interactions with other organizations, with a supplemental semi-structured interview to allow for researchers to investigate past the limitations of the survey. Metrics such as four dimensions of trust and three dimensions of influence are used to understand connective capacity

ANÁLISE DE DISCURSO E RELAÇÕES INTERNACIONAIS: os Discursos sobre Paz e Segurança na África no Conselho de Segurança da ONU

Relações Internacionais.O presente trabalho debate o uso do construtivismo dentro da teoria das Relações Internacionais, em especial os escritos de Onuf (1989, 1998); e da Análise de Discurso, em especial a obra de Fairclough (2001a), como aportes teóricos e metodológicos para se pensar a política internacional pela influência da linguagem. Assim, constrói-se um referencial teórico para analisar 56 discursos proferidos nas reuniões do Conselho de Segurança das Nações Unidas por parte das delegações da China e dos Estados Unidos sobre o tema da paz e segurança na África. Parte-se dos pressupostos construtivistas de que a realidade é socialmente construída pelos agentes, e que esse processo de construção social ocorre através do discurso por meio dos atos de fala. Os atos de fala geram significados discursivamente, e esses significados são parte de uma prática social maior que engloba todo o ato discursivo e suas consequências. Parte-se também do princípio de que discurso é aquele que traduz a linguagem em sentido, imprimindo uma imagem ou identidade àquilo que se refere. Tendo em vista tudo isso, a pesquisa identificou mudanças discursivas tanto nos discursos chineses quanto nos discursos americanos. Tanto as imagens construídas no discurso sobre paz e segurança quanto as mudanças discursivas de ambos os países revelam a íntima relação texto-contexto e são exemplos de prática política. A análise de discurso torna-se o eixo que liga os pressupostos filosóficos do construtivismo com as ações políticas realizadas na linguagem

The epistemic value of reflection

I discuss reflection as a means to achieve true belief and avoid error. I argue in the first section how can this be treated as a separate problem. In the second section, I discuss Sosa’s Virtue Epistemology approach to the epistemic value of reflection. In the third, I raise problems for this view and argue that, if ignorance possess epistemic value, it is an interesting form of dealing with these difficulties
