    Increasing political trust through deliberative mini-publics: The role of public participation partnerships required for Sustainability

    This thesis argues that rebuilding trust in government through public partnerships plays an important role in resolving the wicked problems related to transitioning to sustainability. Two mixed-methods case studies of 100% participatory budgeting ‘mini-publics’ in Australia show large improvements in participants’ political trust and satisfaction with their relationship to government. This result is used to argue that deliberative democracy can deliver the partnership relationship that builds the vital trust required for sustainability

    Serum PCB levels and congener profiles among US construction workers

    Abstract Background The presence of PCB in caulking (sealant) material found in masonry buildings has been well-documented in several countries. A recent investigation of 24 buildings in the greater Boston area found that 8 buildings had high PCB levels in caulking materials used around window frames and in joints between masonry blocks. Workers removing caulking material have been shown to have elevated serum PCB levels. Methods This project compared serum PCB levels among male workers who installed and/or removed PCB-containing caulking material from buildings in the greater Boston area with reference serum PCB levels from 358 men from the same area. Serum PCB levels were measured in the same laboratory by liquid-liquid extraction, column chromatography clean-up and dual capillary column GC/microECD analysis. Results When the congener profiles were compared between the reference population and the construction workers, the serum levels of the more volatile, lighter PCBs (di-, tri-and tetrachloro, sum of IUPAC# 6–74) were substantially higher among the construction workers. One of the youngest workers had the lowest total serum PCB levels (sum of 57 congeners) of all 6 workers, but the contribution of more volatile (less chlorinated) PCB congeners (#16, 26,28,33,74,66, and 60) was markedly higher than in other 5 workers and reference men. Only this worker was working on a job that involved removing PCB caulking at the time of the blood sampling. Conclusion While the results of this pilot study are based upon small numbers (6 construction workers who handled PCB caulking), the serum PCB levels among the construction workers exceed the referents. Comparison of the congener profiles suggests that there are substantial differences between the construction workers and the general population samples. These differences, and the similarities of profiles among the construction workers strongly suggest that occupational contact with caulking material can be a major source of PCB exposure for construction workers.http://deepblue.lib.umich.edu/bitstream/2027.42/117256/1/12940_2007_Article_124.pd

    Soil Contamination from PCB-Containing Buildings

    BACKGROUND: Polychlorinated biphenyls (PCBs) in construction materials, such as caulking used around windows and expansion joints, may constitute a source of PCB contamination in the building interiors and in surrounding soil. Several studies of soil contamination have been conducted around buildings where the caulking has been removed by grinding or scraping. The PCBs in soil may have been generated in the process of removing the caulking, but natural weathering and deterioration of the caulking may have also been a source. OBJECTIVES: The objectives of this study were to measure PCB levels in soil surrounding buildings where PCB-containing caulk was still in place, and to evaluate the mobility of the PCBs from caulking using the Toxicity Characteristic Leaching Procedure (U.S. Environmental Protection Agency Method 1311). DISCUSSION: We found soil PCB contamination ranging from 3.3 to 34 mg/kg around buildings with undisturbed caulking that contained 10,000–36,200 mg/kg PCBs. The results of the Toxicity Characteristic Leaching Procedure (leachate concentrations of 76–288 mg PCB/L) suggest that PCBs in caulking can be mobilized, apparently as complexes with dissolved organic matter that also leach off the caulking material. CONCLUSIONS AND RECOMMENDATIONS: Although these new findings are based on a small sample size, they demonstrate the need for a national survey of PCBs in building materials and in soil surrounding these buildings. Because the buildings constructed during the time the PCB caulking was in use (1960s and 1970s) include schools, hospitals, and apartment buildings, the potential for exposure of children is a particular concern. It is necessary to reconsider the practice of disposing of old PCB caulking removed during building renovations in conventional landfills, given the apparent mobility of PCBs from the caulking material. Disposal of some caulking material in nonhazardous landfills might lead to high PCB levels in landfill leachate

    An Unrecognized Source of PCB Contamination in Schools and Other Buildings

    An investigation of 24 buildings in the Greater Boston Area revealed that one-third (8 of 24) contained caulking materials with polychlorinated biphenyl (PCB) content exceeding 50 ppm by weight, which is the U.S. Environmental Protection Agency (U.S. EPA) specified limit above which this material is considered to be PCB bulk product waste. These buildings included schools and other public buildings. In a university building where similar levels of PCB were found in caulking material, PCB levels in indoor air ranged from 111 to 393 ng/m(3); and in dust taken from the building ventilation system, < 1 ppm to 81 ppm. In this building, the U.S. EPA mandated requirements for the removal and disposal of the PCB bulk product waste as well as for confirmatory sampling to ensure that the interior and exterior of the building were decontaminated. Although U.S. EPA regulations under the Toxic Substances Control Act stipulate procedures by which PCB-contaminated materials must be handled and disposed, the regulations apparently do not require that materials such as caulking be tested to determine its PCB content. This limited investigation strongly suggests that were this testing done, many buildings would be found to contain high levels of PCBs in the building materials and potentially in the building environment.     Task force on immigration and higher education in Central Massachusetts

    In August 2007, the Colleges of Worcester Consortium, Inc. created a task force to examine the issue of immigration and higher education in Central Massachusetts. It has become increasingly clear from recent demographic and economic studies and projections that the population in the northeast, and certainly in Central Massachusetts, is showing minimal growth. There is evidence that a decline in the “native-born” population is caused by significant out-migration due to a number of factors, including the high cost of living, limited career opportunities and a declining birth rate. The limited population growth that is evident is due primarily to the recent influx of immigrants to this area, with the most significant numbers in Worcester coming from Ghana, Brazil, the Dominican Republic, Kenya, El Salvador, Albania and Liberia. It is also clear that the area’s economy is becoming more knowledge-based with an increasing percentage of all new jobs requiring some form of postsecondary education. According to the 2007 Massachusetts Department of Workforce Development’s Job Vacancy Survey, 38 percent of current job vacancies in Massachusetts require an associate’s degree or higher. This represents an increase from 30 percent in 2003. Consequently, the level of education that the immigrant population attains is of vital importance to everyone—not only to immigrant students and their families but also to the economic well-being of the entire region. The Task Force was charged with researching the barriers to higher education faced by this new wave of immigrants and suggesting recommendations to address those barriers. The 36-member Task Force was made up of representatives from Consortium member institutions; federal, state and local governments; community and faithbased organizations; the Worcester Public Schools; the Massachusetts Board of Higher Education; and the Massachusetts Immigrant and Refugee Advocacy (MIRA) Coalition. Meetings were held over six months, during which the Task Force identified three main barriers faced by immigrant communities in accessing higher education, and sub-committees were created to work on each of these. Speakers were invited to present on topics of interest. Two public hearings were held, the first of which was conducted at Worcester State College in October. It attracted community representatives, as well as college and high school faculty and administrators. The second hearing, held at the downtown branch of Quinsigamond Community College (QCC) in December, was attended by immigrants (English for Speakers of Other Languages – ESOL and GED) students as well as QCC staff.Published versio

    Repairing political trust for practical sustainability

    High levels of trust in government are important in addressing complex issues, including the realization of the mainstream sustainability agenda. However, trust in government has been declining for decades across the western world, undermining legitimacy and hampering policy implementation and planning for long-term sustainability. We hypothesize that an important factor in this decline is citizen disappointment with the current types of public participation in governance and that this could be reversed through a change from informing/consulting to a relationship of partnership. Using case studies from Western Australia, the paper investigates whether an intervention targeted at establishing a partnership relationship through mini-public, deliberative, participatory budgeting would improve trust and help the implementation of sustainability. These results show evidence of improvements in trust and provide conceptual and practical tools for government administrations wishing to close the detrimental trust gap that may hamper the implementation of a sustainability agenda

    Principles for Integrating the Implementation of the Sustainable Development Goals in Cities

    The implementation of the UN&rsquo;s Sustainable Development Goals in the urban centres of the world is one of the most consequential and ambitious projects that the nations of the world have undertaken. Guidance for achieving the goals in an integrated way that creates true sustainability is currently lacking because of the wicked nature of the problem. However, its wickedness highlights the critical importance of governance and decision-making processes for such integration, including the relationship between governments and their citizens. In particular, there is strong evidence to suggest that managing wicked problems like the SDGs is best done through forms of democracy that are deliberative, representative and influential. Called &ldquo;deliberative democracy&rdquo;, we draw on an existing body of research and case studies of deliberative democracy in action to apply its principles to a step-by-step process for the implementation and integration of the Goals in Cities. The paper concludes with the beginnings of a framework based on deliberative democratic principles, and an outline of methods for the scaling and expansion of the implementation process to cope with the global nature of the problem

    RANS computational fluid dynamics predictions of pitch and heave ship motions in head seas

    This work extends the previous effort in unsteady Reynolds averaged Navier-Stokes (RANS) simulations developed by the ship hydrodynamics group of the University of Iowa Iowa Institute of Hydraulic Research to the capability to predict pitch and heave motions of ships with forward speed in regular head seas. The simulations are performed with CFDSHIP-IOWA, which is a general-purpose, multiblock, high-performance parallel computing RAINS code. Numerical verification studies in space and time demonstrate convergence for nearly all variables. The modified Wigley hull form experimental data presented in Journee (1992) are compared with simulation results over a range of Froude numbers, wavelengths, and wave amplitudes and found to give accurate results, with uncertainties less than 2\%. Viscous ship motions characteristics are investigated by decomposing the full nonlinear problem into the forward speed diffraction and pitch and heave radiation problems, in the manner of strip theory. Comparisons between the current viscous RAINS solutions and those from experiments, strip theory, and nonlinear potential flow simulations show the RANS method to predict damping and added mass coefficients with a high degree of accuracy
