    An innovative option contract for allocating water in Inter-Basin Transfers: the case of the Tagus-Segura Transfer in Spain

    The Tagus-Segura Transfer (TST), the largest water infrastructure in Spain, connects the Tagus basin’s headwaters and the Segura basin, one of the most water-stressed areas in Europe. The need to increase the minimum environmental flows in the Tagus River and to meet new urban demands has lead to the redefinition of the TST’s management rules, what will cause a reduction of transferable volumes to the Segura basin. After evaluating the effects of this change in the whole Tagus-Segura system, focusing on the availability of irrigation water in the Segura, the environmental flows in the Tagus and the economic impacts on both basins; we propose an innovative two-tranche option contract that could reduce the negative impacts of the modification of the Transfer’s management rule, and represents an institutional innovation with respect to previous inter-basin water trading. We evaluate this contract with respect to spot and non-market scenarios. Results show that the proposed contract would reduce the impact of a change in the transfer’s management rule on water availability in the recipient area

    Developing drought resilience in irrigated agriculture in the face of increasing water scarcity

    In many countries, drought is the natural hazard that causes the greatest agronomic impacts. After recurrent droughts, farmers typically learn from experience and implement changes in management to reduce their future drought risks and impacts. This paper aims to understand how irrigated agriculture in a humid climate has been affected by past droughts and how different actors have adapted their activities and strategies over time to increase their resilience. After examining recent drought episodes from an agroclimatic perspective, information from an online survey was combined with evidence from semi-structured interviews with farmers to assess: drought risk perceptions, impacts of past drought events, management strategies at different scales (regional to farm level) and responses to future risks. Interviews with the water regulatory agency were also conducted to explore their attitudes and decision-making processes during drought events. The results highlight how agricultural drought management strategies evolve over time, including how specific aspects have helped to reduce future drought risks. The importance of adopting a vertically integrated drought management approach in the farming sector coupled with a better understanding of past drought impacts and management options is shown to be crucial for improving decision-making during future drought events

    International audienceThe present article explores the figure of the terrorist in the contemporary Spanish novel. A variety of forms of terrorism are illustrated in the corpus, from anarchists to members of the ETA. The terrorist is examined both in terms of his membership in a group and as an individual. Former terrorists are also discussed, as well as the viewpoint of victims of terrorism. Terrorist groups are studied in terms of their leaders, the members of the commando squad and internal conflicts. The discussion of the terrorist as an individual focuses on how he or she became a terrorist, the role of the environment, the reasons for his or her entrance in the group and the way in which he or she was integrated. The picture that emerges is one of a broken person, a failure.Este trabajo se propone analizar la figura del terrorista en la narrativa actual española. Nuestro corpus ofrece una variada tipología del terrorismo, desde los anarquistas hasta los actuales etarras. Se estudia su figura como miembro de un grupo y como ser individual. Interesa también la figura del ex-terrorista y la imagen que del verdugo tienen las víctimas. Por lo que respecta al grupo, se hace hincapié en la figura del líder, de los miembros del comando y en los conflictos que se originan en su seno.     Dynamics of DNA replication during premeiosis and early meiosis in wheat

    Meiosis is a specialised cell division that involves chromosome replication, two rounds of chromosome segregation and results in the formation of the gametes. Meiotic DNA replication generally precedes chromosome pairing, recombination and synapsis in sexually developing eukaryotes. In this work, replication has been studied during premeiosis and early meiosis in wheat using flow cytometry, which has allowed the quantification of the amount of DNA in wheat anther in each phase of the cell cycle during premeiosis and each stage of early meiosis. Flow cytometry has been revealed as a suitable and user-friendly tool to detect and quantify DNA replication during early meiosis in wheat. Chromosome replication was detected in wheat during premeiosis and early meiosis until the stage of pachytene, when chromosomes are associated in pairs to further recombine and correctly segregate in the gametes. In addition, the effect of the Ph1 locus, which controls chromosome pairing and affects replication in wheat, was also studied by flow cytometry. Here we showed that the Ph1 locus plays an important role on the length of meiotic DNA replication in wheat, particularly affecting the rate of replication during early meiosis in wheat.This research was supported by grant ERC-StG- 243118 from the FP7 and The European Regional Development Fund (FEDER) from the European Union.Peer Reviewe

    Comparison of different water supply risk management tools for irrigators: option contracts and insurance

    Irrigators must cope with the risk of not having enough water to meet crop demands. There are different tools for managing this risk, including water market mechanisms and insurance. Given the choice, farmers will opt for the tool that offers the greatest positive change in expected utility. This paper presents a theoretical assessment of farmers’ expected utility for two different water option contracts and a drought insurance policy. We analyze the conditions that determine farmers’ preferences for these instruments and perform a numerical application to a water-stressed Spanish region. Results show that farmers’ willingness to pay for the considered risk management tools are greater than the preliminary estimates of these instruments costs. This suggests that option contracts and insurance may help farmers manage water supply availability risks

    PCDD/F Emissions from Light-Duty Diesel Vehicles Operated under Highway Conditions and a Diesel-Engine Based Power Generator

    PCDD/F emissions from three light-duty diesel vehicles–two vans and a passenger car–have been measured in on-road conditions. We propose a new methodology for small vehicles: a sample of exhaust gas is collected by means of equipment based on United States Environmental Protection Agency (U.S. EPA) method 23A for stationary stack emissions. The concentrations of O2, CO, CO2, NO, NO2 and SO2 have also been measured. Six tests were carried out at 90-100 km/h on a route 100 km long. Two additional tests were done during the first 10 minutes and the following 60 minutes of the run to assess the effect of the engine temperature on PCDD/F emissions. The emission factors obtained for the vans varied from 1800 to 8400 pg I-TEQ/Nm3 for a 2004 model year van and 490-580 pg I-TEQ/Nm3 for a 2006 model year van. Regarding the passenger car, one run was done in the presence of a catalyst and another without, obtaining emission factors (330-880 pg I-TEQ/Nm3) comparable to those of the modern van. Two other tests were carried out on a power generator leading to emission factors ranging from 31 to 78 pg I-TEQ/Nm3.     Option contracts for allocating water in inter-basin transfers: the case of the Tagus-Segura Basin in Spain

    Users in the Mediterranean region face significant water supply risks. Water markets mechanisms can provide flexibility to water systems run in tight situations. The largest water infrastructure in the Iberian Peninsula connects the Segura and Tagus Basins. Stakeholders and politicians in the Tagus Basin have asked that water transfers between the two basins be eventually phased out. The need to increase the statutory minimum environmental flow in the middle Tagus and to meet new urban demands is going to result in a redefinition of the Transfer?s management rules, leading to a reduction in the transferable volumes. To minimise the consequences of such restrictions to irrigators in the Segura Basin who depend on the transferred volumes, we propose the establishment of water option contracts between both basins that represents an institutional innovation with respect to previous inter-basin spot market experiences. Based on the draft of the new Tagus Basin Plan, we propose both a modification of the Transfer?s management rule and an innovative inter-basin option contract. The main goal of the paper is to define this contract and evaluate it with respect to non-market scenarios. We also assess the resulting impact on environmental flows in the Tagus River and water availability for users in the Segura Basin, together with the economic impacts of such contract on both basins. Our results show that the proposed option contract would reduce the impact of a change in the transfer?s management rule, and reduce the supply risks of the recipient area
