    This study focuses on identifying the factors causing delay on issuing Certificate of Completion and Compliance (CCC) and customer’s level of awareness on the process of getting those certificates. Certificate of Completion and Compliances (CCC) is an official certificate which acknowledged and certify that the building was complete and safe for occupation with complete infrastructure and comply with regulations under the Local Government Act 1976 (Act 171) and Uniform Building By-Law (UBBL). Previously, the issuance of CCC (formerly known as CF) would take about three to sixth month or even a year. In 2007 the Malaysian government reviewed the process and gave resposibility to professional architects and engineers instead of local authorities to issue the CCC. This is to reduce red-tape and to ensure that house buyers and building owners get to move in as quickly as possible without compromising their safety. Buyers are promised a time period of two weeks for CCC. Unfortunately until today, there are complaints from buyers about developers’ failure in issuing CCC on time. Questionnaires were distributed to obtain perception from relevant parties especially developers and buyers.The outcome of the study could contribute to the improvement of services to the relevant bodies

    The Winds of Change: How Government-Led Programs Are Transforming the Orang Asli Community

    The Orang Asli community, Orang Asli Malaysia, has long faced socioeconomic challenges due to being marginalized and isolated from mainstream society. However, the government’s efforts to implement socioeconomic development programs have brought significant positive changes to their communities. This paper examines the impact of the government-led program on the Orang Asli community, particularly in settlement, economy, and social. This study focuses on the Organized Settlement Program, Economic Development Program and Social Development Program. This study uses data from government reports, academic publications, and interviews with members of the Orang Asli community. Findings show that government-led programs have increased access to education, better economic opportunities, and better health care services for Aboriginal people. The study also highlighted the challenges that remain in trying to fully address the socioeconomic gap the Orang Asli community faces. Overall, this paper provides insight into the transformative power of government-led programs in addressing the socioeconomic challenges faced by marginalized communities and the importance of continued efforts to promote equitable and sustainable development

    Medical treatment by Muslim doctors will sometimes be influenced by Islamic law and ethics rather than solely medical consideration. Muslim patient’s sometimes need reassurance that modern medicine that offered to them is also acceptable by Islamic law. Orthognathic deformities are condition which associated with discrepancies of the jaw. These deformities resulted from different rates of growth of the maxilla, the mandible or both. Performing cosmetic surgery seems to change the creation of Allah and the original law of changing Allah’s creation is prohibited. In assessing the orthognathic surgery law for patients with this dentofacial defect, the researcher found that the main issues that need to be investigated are the difficulties existed (Masyaqqah) and the level of patient harm in addition to the intention or purpose of performing orthognathic surgery. However, according to the principles of the Islamic jurisprudence, orthognathic surgery is permitted based on the principles such as ad-darar yuzal, al-musyaqqah tajlibu al-taisir, al-darurat tuqaddiru biqadaruha, irtikab akhaf al-dhararain, al-darurat tubihu mahzurat and al-umur bimaqasidiha. Orthognathic surgery can be done because the purpose is to treat defects and restore function. This objective is very consistent with the fiqh rules that stated, every harm and distress should be eliminated

    An H∞ design for dynamic pricing in the smart grid is proposed. This design jointly considers the operation of a distribution network operator and a market operator. In the design, a ratio of the regulated output energy to the disturbance energy is minimized to address the worst-case scenario. Linear matrix inequality approaches are used to formulate the design problem as a convex problem. Fuzzy interpolation techniques are integrated into the design procedure so that nonlinear grid dynamics can be addressed. In contrast with existing designs, the proposed design can yield a more reliable and practical pricing scheme as shown via simulations

    — Artificial neural network has been implemented in many filed, and one of the most famous estimators. Neural network has long been known for its ability to handle a complex nonlinear system without a mathematical model and has the ability to learn sophisticated nonlinear relationships provides. Theoretically, the most common algorithm to train the network is the backpropagation (BP) algorithm which is based on the minimization of the mean square error (MSE). Subsequently, this paper displays the change of quadriceps muscle model by using fake savvy strategy named backpropagation neural system nonlinear autoregressive (BPNN-NAR) model in perspective of utilitarian electrical affectation (FES). A movement of tests using FES was driven. The data that is gotten is used to develop the quadriceps muscle model. 934 planning data, 200 testing and 200 endorsement data set are used as a part of the change of muscle model. It was found that BPNNNARMA is suitable and efficient to model this type of data. A neural network model is the best approach for modelling nonlinear models such as active properties of the quadriceps muscle with one input, namely output namely muscle force

    Investigation of disruption management practices and environmental impact on Malaysian automotive supply chains: a case study approach

    Much focus on managing a supply chain in the event of disruption has been on the financial consequences and the service level impact on the customers. The negative impact caused by the disruption could influence a company’s profit and market share. Nonetheless, the importance of the environmental impact consideration in the supply chain disruption management has not been emphasised in the existing literature despite research findings that highlight the impact of some resilient supply chain practices on its environmental sustainability. This paper aims to assess the relationship between supply chain mitigation and recovery practices and its environmental impact. To achieve this objective, a case study was employed where semi-structured interviews were conducted at selected automotive companies in Malaysia. The results show that most disruption mitigation and recovery practices of a supply chain have a medium impact on its environmental performance. In particular, the production process during supply disruption recovery has the highest influence on environmental performance in the form of waste generation and use of energy. The results of this study can be used by supply chain managers to focus their efforts in the right direction in order to achieve cost objectives, service levels and environmental goals during the management of disruptions

    Al-Quran and Hadith is the paramount reference for problems solving, regardless of the place, condition and time range. Texts of the Qur'an and Sunnah mostly are of general in nature to facilitate its application in the general principles and substitute issues of laws. These general principles will ease the legal fiqh consideration in the clinical management of Orofacial Cleft. Orofacial Cleft is craniofacial birth defects involving every 700 - 1000 live births. The aim of this study is to evaluate the current fatwas in the treatment of Orofacial Cleft and discuss the principles of fiqh related to Orofacial Cleft that can be used as guidance for the medical and dental practitioners. Information regarding these issues is gathered through the study of fatwas, books of fiqh and medicine as well as reference to scholars of fiqh and Orofacial Cleft. As a conclussion, the principles of fiqh including Al-Darurat Tubihu al-Mahzurat, Al-Darurat Tuqaddaru Biqadariha and Al-Umur Bimaqasidiha are applicable as guideline in the treatment of Orofacial Cleft.   Al-Quran dan Hadith merupakan asas terbaik dalam menyelesaikan semua permasalahan tanpa mengira tempat, keadaan dan jangkauan masa. Nas-nas al-Quran dan Sunnah kebanyakannya bersifat umum bagi memudahkan untuk dijadikannya sebagai prinsip umum dan hukum-hukum cadangan akan diletakkan di bawah prinsip tersebut. Prinsip-prinsip umum ini akan memudahkan pengelasan hukum bagi kes-kes yang terkini termasuklah berkaitan dengan rawatan Klef Orofasial. Klef Orofasial atau dikenali sebagai sumbing merupakan kecacatan kelahiran kraniofasial yang lazim berlaku di mana kecacatan ini melibatkan satu dalam setiap 700 - 1000 kelahiran bayi. Tujuan kajian ini ialah untuk meneliti fatwa-fatwa semasa dan prinsip-prinsip fiqh berkaitan Klef Orofasial yang boleh dijadikan panduan kepada para pengamal perubatan dan pergigian. Metodologi kajian ini dilakukan dengan cara analisa terhadap fatwa-fatwa, buku-buku fiqh dan perubatan serta pandangan ulamak fiqh dan pakar pergigian berkaitan Klef Orofasial.
