    Madagascar: Crime threatens biodiversity

    [Extract] Madagascar's new president, Andry Rajoelina, was elected on a promise to improve living standards for the millions who live in poverty. To achieve this goal, he must address the declining rule of law. Madagascar fell eight places in the Rule of Law Index between 2016 and 2018, and it is 155th of 180 countries listed in the Corruption Perceptions Index. Weak governance slows development by reducing the willingness of citizens and foreign companies to invest. Since his election, President Rajoelina has expressed a desire to make Madagascar a model of conservation and a destina-tion for ecotourism

    Madagascar’s recently elected president ran on a platform of improving the economy and raising people out of poverty. We suggest that addressing the precipitous decline of biodiversity will help to deliver this commitment, and we lay out ways in which President Rajoelina could firmly put the country on a trajectory towards sustainable growth

    Tools to enrich vulnerability assessment and adaptation planning for coastal communities in data-poor regions: application to a case study in Madagascar

    Here we describe an interdisciplinary and multi-country initiative to develop rapid, participatory methods to assess the vulnerability of coastal communities and facilitate adaptation to climate change in data-poor regions. The methods were applied in Madagascar as a case study. The initiative centered on an exploratory research exercise in two communities in the south-west of Madagascar, a workshop held in Antananarivo in June 2016, combined with a component on communicating ocean science and climate change to stakeholders. It utilized innovative and rapid approaches to combine global and local skills and information on adaptation and resilience building, taking cognizance of national policies, and was based on the principles of a holistic, integrated and participatory approach. This paper summarizes the activities undertaken and assesses how effective they were in achieving the project goals, as well as presenting examples of the outputs obtained

    The potential impacts of climate change on agriculture and fisheries production in 72 tropical coastal communities

    Abstract Climate change is expected to profoundly affect key food production sectors, including fisheries and agriculture. However, the potential impacts of climate change on these sectors are rarely considered jointly, and when they are, it is often at a national scale, which can mask substantial variability in how communities will be affected. Here, we combine socioeconomic surveys and intersectoral multi-model simulation outputs to conduct a sub-national analysis of the potential impacts of climate change on fisheries and agriculture in 72 coastal communities across five Indo-Pacific countries. Our study reveals three key findings: First, we find that the overall potential losses to fisheries is higher than potential losses to agriculture, but there is substantial within-country variability. Second, while more than two-thirds of locations will bear a double burden of potential losses to both fisheries and agriculture simultaneously, mitigation could reduce the proportion of places facing a double burden. Third, lower socioeconomic status communities are more likely to experience potential impacts than higher socioeconomic status communities
