A conceptual study of the factors influencing e-inclusion
With the advancement of the Internet and supporting Information and Communication Technologies, e-inclusion has emerged as an effective means to create opportunities for all and to further individual autonomy and capability in terms of using online services offered by public agencies. The aim of this paper is to offer a critical discussion on the role of e-inclusion from the user perspective, which goes beyond the demographic factors when adopting e-government services. Further, this paper explains the fundamental differences between digital divide and e-inclusion and examines why research focus is now shifting towards studying e-inclusion rather that digital divide in Europe. Through a conceptual analysis the authors examine the relationship between social inclusion and e-inclusion and how they contributes towards promoting the use of ICT to overcome exclusion and improve economic performance, employment opportunities, quality of life, social participation and cohesion
The clinical application of electrical impedance technology in the detection of malignant neoplasms: a systematic review
Background: Electrical impedance technology has been well established for the last 20 years. Recently research has begun to emerge into its potential uses in the detection and diagnosis of pre-malignant and malignant conditions. The aim of this study was to systematically review the clinical application of electrical impedance technology in the detection of malignant neoplasms.
Methods: A search of Embase Classic, Embase and Medline databases was conducted from 1980 to 22/02/2018 to identify studies reporting on the use of bioimpedance technology in the detection of pre-malignant and malignant conditions. The ability to distinguish between tissue types was defined as the primary endpoint, and other points of interest were also reported.
Results: 731 articles were identified, of which 51 reported sufficient data for analysis. These studies covered 16 different cancer subtypes in a total of 7035 patients. As the studies took various formats, a qualitative analysis of each cancer subtype’s data was undertaken. All the studies were able to show differences in electrical impedance and/or related metrics between malignant and normal tissue.
Conclusions: Electrical impedance technology provides a novel method for the detection of malignant tissue, with large studies of cervical, prostate, skin and breast cancers showing encouraging results. Whilst these studies provide promising insights into the potential of this technology as an adjunct in screening, diagnosis and intra-operative margin assessment, customised development as well as multi-centre clinical trials need to be conducted before it can be reliably employed in the clinical detection of malignant tissue
A case analysis of E-government service delivery through a service chain dimension

mechanisms for information exchange and collaboration are posing the biggest challenges for efficient local egovernment

The roles of intermediaries in the adoption of e-government services in Saudi Arabia
Electronic government (e-government) diffusion and adoption is a global topic that concerns many developed and developing countries worldwide. However, global efforts to provide e-services to different stakeholders (citizens) differ from one country to another in terms of readiness, challenges, adoptions and diffusions. These differences are due to the variation of technological, political, cultural, economic and social differences. A number of studies on e-government have focused on the technological, economic and political aspects of implementation, while others have examined factors that influence citizens‘ adoption of e-government services, such as availability, accessibility, usability, awareness and trust. This study will focus on the influence of intermediary roles played by third parties in helping diffusion and adoption of e-government. This study will use a qualitative research approach to reflect the roles of intermediaries on e-government realms in the Kingdom of Saudi Arabia. The study will aim to address the research question, "What are the roles of an intermediary in adoption and diffusion of e-government services?" In addition, the study undertaken for this thesis will examine the most salient factors that determine adoption of e-government services in Saudi Arabia and validate the UTAUT model in the Saudi Arabian context, particularly focusing on intermediary organisations. This aspect of the study will use a quantitative approach using a survey to understand citizens‘ perspectives regarding intermediary and e-government adoption. The outcome of this study will create a conceptual model for studying e-government adoption in Saudi Arabia. Balancing Digital-By-Default with Inclusion: A Study of the Factors Influencing E-Inclusion in the UK
YesDigital inclusion research has been critically important in drawing an understanding of how policies, society, organisations, and information technologies can all come together within a national environment that aspires to be a digital nation. This research aims to examine the factors influencing e-Inclusion in the UK within a digital-by-default policy for government services. This study is pursued through combining the Decomposed Theory of Planned Behaviour (DTPB) with Use and Gratification Theory (U&G) and conducting a self-administered survey targeting 510 Internet users to study the level of citizens engagement with e-government services in the UK. By incorporating gratification, trust, risk and external factors (i.e. self-efficacy, accessibility, availability, affordability) within DTPB, the proposed model of e-Inclusion used in the paper demonstrates a considerable explanatory and predictive power and offers a frame of reference to study the acceptance and usage of e-government within a national context where nearly all government transactions are digital-by-default. The findings revealed six dimensions as key inhibitors for e-Inclusion, namely: demographic, economic, social, cultural, political, and infrastructural
Controlled modification of resonant tunneling in metal-insulator-insulator-metal structures
We present comprehensive experimental and theoretical work on tunnel-barrier rectifiers comprising bilayer (Nb2O5/Al2O3) insulator configurations with similar (Nb/Nb) and dissimilar (Nb/Ag) metal electrodes. The electron affinity, valence band offset, and metal work function were ascertained by X-ray photoelectron spectroscopy, variable angle spectroscopic ellipsometry, and electrical measurements on fabricated reference structures. The experimental band line-up parameters were fed into a theoretical model to predict available bound states in the Nb2O5/Al2O3 quantum well and generate tunneling probability and transmittance curves under applied bias. The onset of strong resonance in the sub-V regime was found to be controlled by a work function difference of Nb/Ag electrodes in agreement with the experimental band alignment and theoretical model. A superior low-bias asymmetry of 35 at 0.1 V and a responsivity of 5 A/W at 0.25 V were observed for the Nb/4 nm Nb2O5/1 nm Al2O3/Ag structure, sufficient to achieve a rectification of over 90% of the input alternate current terahertz signal in a rectenna device
E-government adoption: A cultural comparison

This study compares e-government adoption in the U.K. to adoption in the U.S. In particular, this study seeks to determine if the same factors are salient in both countries. Several studies have explored citizen acceptance of e-government services in the U.S. However, few studies have explored this phenomenon in the U.K. To identify the similarities and differences between the U.K. and the U.S. a survey is conducted in the U.K. and the findings are compared to the literature that investigates diffusion in the U.S. This study proposes a model of e-government adoption in the U.K. based on salient factors in the U.S. A survey is administered to 260 citizens in London to assess the importance of relative advantage, trust and the digital divide on intention to use e-government. The results of binary logistic regression indicate that there are cultural differences in e-government adoption in the U.K. and the U.S. The results indicate that of the prevailing adoption constructs, relative advantage and trust are pertinent in both the U.S. and the U.K., while ICT adoption barriers such as access and skill may vary by culture. Implications for research and practice are discussed
Low-Complexity TTCM Based Distributed Video Coding Architecture
Abstract. Distributed Video Coding (DVC) is a promising coding solution for some emerging applications, where the encoder complexity, power consumption or memory requirements are constraint the system resources. Current approaches to DVC focus on improving the performance of the WynerZiv coding by improving the quality of the reconstructed side information or by improving the quality of channel codes. Up to date, no attention has been paid to the problem of key frames coding where a low-encoding complexity scenario is also needed. This work focuses on key frames coding in its effect to the Wyner-Ziv frames decoding aiming to implement a very low-complexity Turbo Trellis Coded Modulation (TTCM) based DVC architecture. In this paper, we propose a new key frame coding scheme which has very low complexity and memory requirements for the TTCM based distributed video codec. Results show that the proposed intra frame codec for key frame coding outperforms the JPEG2000 and the Intra H.264 AVC codecs in terms of encoding-time and memory requirements, with better RD performance
