    Creation Of A Mechanism For The Implementation Of Green Purchases In The Public Sector: Ukrainian Experience

    The globalization of public relations has led to the need to reform the public sector of the economy. Harmonization of legislation and regulatory basis with European Union standards requires the generation of new approaches and forms of interaction between customers and participants in procurement processes. The reform of the public procurement system gave an impetus to a change in the attitude of the state customers to the procurement process and the recognition of the need to introduce green procurement. In the article, the authors investigate the process of implementing green procurement in Ukraine, analyse the regulatory basis and determine the shortcomings in the implementation of the environmental procurement mechanism. In this work carried out a research the priority sectors of the economy for which procurement is most often realize in the regions of Ukraine and suggests using an individual approach to the implementation of green procurement, depending on the needs of the local public sector. The work has developed tools for implementing green procurement, but the mechanism for their application requires research by a wider circle of specialists in various industries. The authors note the shortcomings of the generally accepted methodology for calculating budget savings, which does not take into account the life cycle of goods, should be the future research of scientists

    Tato práce se zabývá teoretickým popisem, návrhem a implementací programu pro sledování barevných objektů pomocí robota. Při zpracování obrazu je použit wrapper knihovny OpenCV - EmguCV. Aplikace komunikuje s robotem a navádí jej tak, aby sledoval zadaný barevný objekt. Program je implementován v jazyce C#This work focuses on theoretical description, proposal and implementation of a program for coloured object tracking by a robot. Picture processing uses wrapper of OpenCV library - EmguCV. The application communicates with the robot and guides it to track a specified coloured object. The program is implemented in C# language.

    Práce se zabývá chováním teplotně závislého prvku, který tvoří část termodynamického systému. Tento element tvoří základ pro moderní elektrická pouzdra a 3D systémy. Cílem práce je analyzovat a objasnit chování takovéhoto prvku a následně vyřešit jeho virtuální model pro teplotně závislý systém. V závěru jsou pak naznačeny jeho některé praktické aplikace.This work deals with behavior of the temperature dependent element that makes a part of thermodynamics system. The analyzed element makes a base for modern electronic packages and 3D systems. The aim of this work is to analyze the behavior of that element and to solve the virtual model of temperature dependent system. There are shown some practical applications as well.

Dále je práce zaměřena na vymezení faktorů působících na přesnost výsledku při počítačové analýze.This paper deals with the behavior of electronic assemblies, which are loaded by the vibrations, especially in the context of computer simulations use. The main objective is to establish a procedure for determining the influence of vibration on the electronic boards and components using computer simulation; the definition of all factors affecting the accuracy of the result and evaluation of the individual influences.

    The Manifestation of Stopping Sets and Absorbing Sets as Deviations on the Computation Trees of LDPC Codes

    The error mechanisms of iterative message-passing decoders for low-density parity-check codes are studied. A tutorial review is given of the various graphical structures, including trapping sets, stopping sets, and absorbing sets that are frequently used to characterize the errors observed in simulations of iterative decoding of low-density parity-check codes. The connections between trapping sets and deviations on computation trees are explored in depth using the notion of problematic trapping sets in order to bridge the experimental and analytic approaches to these error mechanisms. A new iterative algorithm for finding low-weight problematic trapping sets is presented and shown to be capable of identifying many trapping sets that are frequently observed during iterative decoding of low-density parity-check codes on the additive white Gaussian noise channel. Finally, a new method is given for characterizing the weight of deviations that result from problematic trapping sets

    Iterative Construction of Regular LDPC Codes from Independent Tree-Based Minimum Distance Bounds

    An independent tree-based method for lower bounding the minimum distance of low-density parity-check (LDPC) codes is presented. This lower-bound is then used as the decision criterion during the iterative construction of regular LDPC codes. The new construction algorithm results in LDPC codes with greater girth and improved minimum-distance bounds when compared to regular LDPC codes constructed using the progressive edge-growth (PEG) construction and the approximate cycle extrinsic message degree (ACE)-constrained PEG construction. Simulation results of codes constructed with the new method show improved performance on the additive white Gaussian noise channel at moderate signal-to-noise ratios
