    Influence and transparency at the IMO: the name of the game

    The International Maritime Organization (IMO) is a specialized United Nations agency responsible for regulating maritime transport. The purpose of this paper is to shed some light into the following issues: what are the main parameters of influence at the IMO? Who among Member States, industry or other players, are the main influencers? And is the process transparent enough? To address this issue, a perspective mainly but not exclusively based on the authors’ own experience from the activities of IMO’s Marine Environment Protection Committee (MEPC) and specifically its recent focus on how to decarbonize shipping is taken. To that effect, the paper examines several issues that may be relevant, including delegation size, delegation composition, number of submissions and other factors that may affect representation and influence in IMO decision making. The paper also addresses the issue that was recently put forward by several Non-Governmental Organizations (NGOs), that the shipping industry deliberately promotes strategies and tactics that slow down the drive for decarbonization and that transparency at the IMO leaves a lot to be desired. A conjecture of the paper is that better transparency and stricter representation rules at the IMO could surely lead to some improvements. In particular it is found that the current rules (or lack thereof) may unduly favor some stakeholders. However, even though the drive to decarbonize shipping goes at a slow pace, the paper finds no evidence of a coordinated attempt to slow down the process. A related conjecture concerns the fragmentation of influence at the IMO, which can perhaps explain why things are not moving very fast

    We introduce the concept of fruitful regions in a dynamic routing context: regions that have a high potential of generating loads to be transported. The objective is to maximise the number of loads transported, while keeping to capacity and time constraints. Loads arrive while the problem is being solved, which makes it a real-time routing problem. The solver is a self-adaptive evolutionary algorithm that ensures feasible solutions at all times. This paper deals with a new problem: the Dial and Ride Problem with Split Loads (DARPSL), while using randomized greedy insertion techniques together with constraint propagation techniques. Though it focuses here on the static versions of Dial and Ride, it takes into account the fact that practical DARP has to be handled according to a dynamical point of view, and even, in some case, in real time contexts. So, the kind of algorithmic solution which is proposed here, aim at making easier to bridge both points of view. First, we propose the general framework of the model and discuss the link with dynamical DARP, second, we describe the two algorithms (DARP and DARPSL), and lastly, show numerical experiments for both

    Lessons from building an automated pre-departure sequencer for airports

    Commercial airports are under increasing pressure to comply with the Eurocontrol collaborative decision making (CDM) initiative, to ensure that information is passed between stakeholders, integrate automated decision support or make predictions. These systems can also aid effective operations beyond the airport by communicating scheduling decisions to other relevant parties, such as Eurocontrol, for passing on to downstream airports and enabling overall airspace improvements. One of the major CDM components is aimed at producing the target take-off times and target startup-approval times, i.e. scheduling when the aircraft should push back from the gates and start their engines and when they will take off. For medium-sized airports, a common choice for this is a “pre-departure sequencer” (PDS). In this paper, we describe the design and requirements challenges which arose during our development of a PDS system for medium sized international airports. Firstly, the scheduling problem is highly dynamic and event driven. Secondly, it is important to end-users that the system be predictable and, as far as possible, transparent in its operation, with decisions that can be explained. Thirdly, users can override decisions, and this information has to be taken into account. Finally, it is important that the system is as fair as possible for all users of the airport, and the interpretation of this is considered here. Together, these factors have influenced the design of the PDS system which has been built to work within an existing large system which is being used at many airport

    Testing the climate intervention potential of ocean afforestation using the Great Atlantic Sargassum Belt

    Ensuring that global warming remains 2 emissions reduction. Additionally, 100–900 gigatons CO2 must be removed from the atmosphere by 2100 using a portfolio of CO2 removal (CDR) methods. Ocean afforestation, CDR through basin-scale seaweed farming in the open ocean, is seen as a key component of the marine portfolio. Here, we analyse the CDR potential of recent re-occurring trans-basin belts of the floating seaweed Sargassum in the (sub)tropical North Atlantic as a natural analogue for ocean afforestation. We show that two biogeochemical feedbacks, nutrient reallocation and calcification by encrusting marine life, reduce the CDR efficacy of Sargassum by 20–100%. Atmospheric CO2 influx into the surface seawater, after CO2-fixation by Sargassum, takes 2.5–18 times longer than the CO2-deficient seawater remains in contact with the atmosphere, potentially hindering CDR verification. Furthermore, we estimate that increased ocean albedo, due to floating Sargassum, could influence climate radiative forcing more than Sargassum-CDR. Our analysis shows that multifaceted Earth-system feedbacks determine the efficacy of ocean afforestation

    Formal Safety Assessment of a Marine Seismic Survey Vessel Operation, Incorporating Risk Matrix and Fault Tree Analysis

    In maritime safety research, risk is assessed usually within the framework of formal safety assessment (FSA), which provides a formal and systematic methodology to improve the safety of lives, assets, and the environment. A bespoke application of FSA to mitigate accidents in marine seismic surveying is put forward in this paper, with the aim of improving the safety of seismic vessel operations, within the context of developing an economically viable strategy. The work herein takes a close look at the hazards in North Sea offshore seismic surveying, in order to identify critical risk factors, leading to marine seismic survey accidents. The risk factors leading to undesirable events are analysed both qualitatively and quantitatively. A risk matrix is introduced to screen the identified undesirable events. Further to the screening, Fault Tree Analysis (FTA) is presented to investigate and analyse the most critical risks of seismic survey operation, taking into account the lack of historical data. The obtained results show that man overboard (MOB) event is a major risk factor in marine seismic survey operation; lack of training on safe work practice, slippery deck as a result of rain, snow or water splash, sea state affecting human judgement, and poor communication are identified as the critical risk contributors to the MOB event. Consequently, the risk control options are focused on the critical risk contributors for decision-making. Lastly, suggestions for the introduction and development of the FSA methodology are highlighted for safer marine and offshore operations in general

This encyclopedic article consists of two main sections: methods and applications. The first summarises the up-to-date knowledge and provides an overview of the state-of-the-art methods and key developments in the various subdomains of the field. The second offers a wide-ranging list of areas where Operational Research has been applied. The article is meant to be read in a nonlinear fashion and used as a point of reference by a diverse pool of readers: academics, researchers, students, and practitioners. The entries within the methods and applications sections are presented in alphabetical order. The authors dedicate this paper to the 2023 Turkey/Syria earthquake victims. We sincerely hope that advances in OR will play a role towards minimising the pain and suffering caused by this and future catastrophes
