    La ponencia es el resultado de una investigación documental, orientada a demostrar que el desarrollo del aprendizaje informacional y la inteligencia investigativa son las dos estrategias medulares para avanzar hacia una sociedad incluyente del conocimiento. El aprendizaje informacional se traduce en el manejo integral y crítico de la información: sus medios, fuentes y tecnologías, con el propósito de resolver problemas y generar desarrollo individual y colectivo; y la inteligencia investigativa se concibe como el dominio de competencias para aprender a conocer y a usar la información en procesos de investigación científica. Los resultados apuntan hacia la necesidad de integrar esfuerzos por parte de los sectores información y educación, para generar políticas que orienten las acciones nacionales y regionales dirigidas a reducir la brecha digital, mediante la educación del ciudadano en el dominio estratégico de la información

    Substantial percentage of current world oil production derives from mature fields and the rate of replacement of the produced reserves by new discoveries has been declining in the previous years. In order to sustain such upsurge in the demand for economical energy throughout the world, the recoverable oil resources in known reservoirs can be produced economically by applying EOR techniques. The following work is a comprehensive review of offshore polymer flooding through Integrated Asset Modelling (IAM). Polymer flooding has been one of the emerging EOR techniques in offshore environment in the recent decades. The pilot implementation of polymer flooding has proved to be challenging due to the difficulties associated with the operational facilities and the high Capital Expenditure (CAPEX) required to initiate the project. Coupling the IAM technique to such project would provide valuable insight to the current and future field production levels and expected operating conditions. IAM can add essential values in areas of field and well optimization, production forecasting, operational decision making and effect of extending field life on surface and subsurface facilities

    Human Rights and the Pink Tide in Latin America : Which Rights Matter?

    Latin America witnessed the election of ‘new Left’ governments in the early 21 st century that, in different ways, sought to open a debate about alternatives to paradigms of neoliberal development. What has this meant for the way that human rights are understood and for patterns of human rights compliance? Using qualitative and quantitative evidence, this article discusses how human rights are imagined and the compliance records of new Left governments through the lens of the three ‘generations’ of human rights — political and civil, social and economic, and cultural and environmental rights. The authors draw in particular on evidence from Andean countries and the Southern Cone. While basic civil and individual liberties are still far from guaranteed, especially in the Andean region, new Left countries show better overall performances in relation to socio-economic rights compared to the past and to other Latin American countries. All new Left governments also demonstrate an increasing interest in ‘third generation’ (cultural and environmental) rights, though this is especially marked in the Andean Left. The authors discuss the tensions around interpretations and categories of human rights, reflect on the stagnation of first generation rights and note the difficulties associated with translating second and third generation rights into policy

    An open-access database and analysis tool for perovskite solar cells based on the FAIR data principles

    Large datasets are now ubiquitous as technology enables higher-throughput experiments, but rarely can a research field truly benefit from the research data generated due to inconsistent formatting, undocumented storage or improper dissemination. Here we extract all the meaningful device data from peer-reviewed papers on metal-halide perovskite solar cells published so far and make them available in a database. We collect data from over 42,400 photovoltaic devices with up to 100 parameters per device. We then develop open-source and accessible procedures to analyse the data, providing examples of insights that can be gleaned from the analysis of a large dataset. The database, graphics and analysis tools are made available to the community and will continue to evolve as an open-source initiative. This approach of extensively capturing the progress of an entire field, including sorting, interactive exploration and graphical representation of the data, will be applicable to many fields in materials science, engineering and biosciences
