    Creation of public use files: lessons learned from the comparative effectiveness research public use files data pilot project

    In this paper we describe lessons learned from the creation of Basic Stand Alone (BSA) Public Use Files (PUFs) for the Comparative Effectiveness Research Public Use Files Data Pilot Project (CER-PUF). CER-PUF is aimed at increasing access to the Centers for Medicare and Medicaid Services (CMS) Medicare claims datasets through PUFs that: do not require user fees and data use agreements, have been de-identified to assure the confidentiality of the beneficiaries and providers, and still provide substantial analytic utility to researchers. For this paper we define PUFs as datasets characterized by free and unrestricted access to any user. We derive lessons learned from five major project activities: (i) a review of the statistical and computer science literature on best practices in PUF creation, (ii) interviews with comparative effectiveness researchers to assess their data needs, (iii) case studies of PUF initiatives in the United States, (iv) interviews with stakeholders to identify the most salient issues regarding making microdata publicly available, and (v) the actual process of creating the Medicare claims data BSA PUFs

    Development of a Cardiac Auscultation Virtual Reality App

    La auscultación cardiaca es un procedimiento que permite diagnosticar la condición del corazón de un paciente haciendo uso de un estetoscopio. Una examinaciOn apropiada con el estetoscopio puede resultar en un adecuado diagnóstico y tratamiento. Habilidades en auscultación cardiaca están en decaimiento entre practicantes y profesionales de áreas relacionadas al cuidado de la salud debido al extenso tiempo requerido de entrenamiento. Herramientas actuales de entrenamiento incluyen maniquíes de simulación y equipamiento de diagnóstico que está tomando un papel con mayor prominencia en la práctica de auscultación cardiaca que el entrenamiento con el estetoscopio. De acuerdo con la Organización Mundial de la Salud, en 2015 los dos causantes más grandes de muerte fueron ataques al corazón y enfermedades cerebrovasculares. La disponibilidad y bajo costos del estetoscopio lo hace una herramienta rentable en el entrenamiento en auscultación cardiaca. Actualmente, dispositivos de realidad virtual disponibles para el consumidor común están permitiendo el desarrollo de experiencias virtuales asequibles que tienen el potencial para complementar otras formas de entrenamiento. En este trabajo se presenta una aplicación móvil que combina elementos multimedia tales como sonidos de ritmos cardiacos e imágenes indicando áreas donde la exploración cardiaca debería ser llevada a cabo. Modelados 3D con animaciones realistas de pacientes con diferentes características físicas para simulación y texto explicativo para el diagnóstico fueron usados para proveer inmersión y realismo. El sistema está basado en el procedimiento de entrenamiento en auscultación cardiaca, haciendo uso de elementos de juego para enganchar y motivar los usuarios en el proceso de aprendizaje.Cardiac auscultation is a procedure that allows diagnosing a patient’s heart condition making use of the stethoscope. Proper examination skills with the stethoscope may result in proper diagnostics and treatment. Auscultation skills are in decay among health care trainees and even professionals, due to the required extensive training. Current training tools include simulation manikins and diagnostics equipment that is taking a more prominent role in auscultation practice than the training with the stethoscope. According to the World Health Organization, in 2015 the top two causes of death were ischaemic heart disease and stroke. The availability and low cost of the stethoscope makes it a cost-effective tool in cardiac auscultation skills. Currently, virtual reality consumer-grade devices are allowing the development of affordable virtual experiences that have the potential to complement other forms of training. In this work a mobile app combines multimedia elements such as heart rhythm sounds and images indicating areas where cardiac exploration should be performed is presented. 3D models with realistic animations of patients with different physical characteristics for the simulation and explanatory text for the diagnosis were used to provide immersion and realism. The system is based on the cardiac auscultation training procedure, making use of game elements in order to engage and motivate users in the learning process.Pregrad

    Influencia de la internacionalización en la calidad y proyección de los programas de educación superior en Colombia

    O CONGRESSO DE INTERNACIONALIZAÇÃO DA EDUCAÇÃO SUPERIOR – CIES 2019 é um evento in- ternacional, que reúne professores, pesquisadores e estudantes de graduação e pós-graduação para divulgar a produção científica no campo da Internacionalização do Ensino Superior e fortalecer a cooperação internacional entre diferentes instituições de ensino e grupos de pesquisa no âmbito do MERCOSUL. A iniciativa é fruto de uma parceria entre pesquisadores da Universidade Federal da Integra- ção Latino-Americana (UNILA - Brasil), a Universidad Nacional del Litoral (UNL - Argentina), a Uni- versidad Nacional de Asunción (UNA - Paraguay) e a Universidad de la República (UDeLaR - Uru- guay), que atuam em projetos vinculados ao Setor Educacional do MERCOSUL, no Núcleo de Estudos e Investigações em Educação Superior. O evento será realizado nos dias 4, 5 e 6 de Setembro de 2019 no campus PTI da UNILA, dentro do Parque Tecnológico da Usina Hidrelétrica de Itaipu, na cidade de Foz do Iguaçu, Paraná, Brasil. A UNILA, sede do evento, é uma universidade temática criada em 2010 pelo governo federal do Brasil com a missão institucional de formar recursos humanos aptos a contribuir com a integra- ção latino-americana, com o desenvolvimento regional e com o intercâmbio cultural, científico e educacional da América Latina, especialmente no MERCOSUL.     The use of calibration methods for visual aids systems in airports guarantees aviation safety with new alternatives and precision methods. The article shows the implementation of an experimental prototype for the support of visual aid in the calibration of precision indicator lights by means of a drone to improve the approach slopes of aircraft. In each of the experimental tests the following activities were developed: a) execute the program that contains the code to perform the process of emulation / calibration of the lights, b) connect the model of the lights to the Arduino and be connected to the portable equipment, c) perform the drone calibration process each time a flight plan is made, d) connect the mobile device to the drone’s remote control to integrate them into the wireless network (Wi-Fi), e) on the device mobile the application is executed to configure the flight plan and f) the emulation / calibration is performed with the model of the lights. Obtain the best visibility angles according to the effective percentages of experimentation that indicate the accuracy of the experimental system proposed through a mobile application. In addition, this article proposes a methodology for the calibration of the Precision Approach Path Indicator (PAPI) lights through wireless devices. The proposed methodology establishes the basic conditions for the development of the process of supervision, monitoring and calibration of the PAPI lighting system of any track in Colombia according to the regulations on luminous visual aids.El  uso  de  métodos  de  calibración  para  los  sistemas  de  ayudas  visuales  en  los  aeropuertos  garantiza la seguridad aérea con nuevas alternativas y métodos de precisión. El artículo muestra la  implementación  de  un  prototipo  experimental  para  el  apoyo  de  la  ayuda  visual  en  la  calibración  de  los  indicadores  luminosos  de  precisión  mediante  un  avión  teledirigido  para  mejorar  las  pendientes  de  aproximación  de  los  aviones.  En  cada  una  de  las  pruebas  experimentales  se  desarrollaron  las  siguientes actividades: a) ejecutar el programa que contiene el código para realizar el proceso de emulación/calibración de las luces, b) conectar el modelo de las luces al Arduino y estar conectado al equipo portátil, c)  realizar  el  proceso  de  calibración  del  drone  cada  vez  que  se  realiza  un  plan  de  vuelo,  d)  conectar  el  dispositivo  móvil  al  mando  a  distancia  del  drone  para  integrarlo  en  la  red  inalámbrica  (Wi-Fi),  e)  en  el  dispositivo móvil se ejecuta la aplicación para configurar el plan de vuelo y f) la emulación/calibración se  lleva  a  cabo  con  el  modelo  de  las  luces.  Obtener  los  mejores  ángulos  de  visibilidad  en  función de los porcentajes efectivos de experimentación que indican la precisión del sistema experimental propuesto  a  través  de  una  aplicación  móvil.  Además, este  artículo  propone  una  metodología  para  la  calibración  de  las  luces  del  Indicador  de  Trayectoria  de  Aproximación  de  Precisión  (PAPI)  a  través  de  dispositivos  inalámbricos.  La  metodología  propuesta  establece  las  condiciones  básicas  para  el  desarrollo  del  proceso  de  supervisión,  monitoreo  y  calibración  del  sistema  de  iluminación  PAPI  de  cualquier  vía  en  Colombia  de  acuerdo  con  la  normativa  sobre  ayudas  visuales  luminosas

    Economic Impact of Plan Colombia's Alternative Development Program

    Overall, the investment projects of Plan Colombia in its program Alternative Development as evaluated in this work, which are equivalent to a foreign capital inflow of US$ 1164.5 million (for about 4 years) may increase GDP by about 1.2 percentage points, and lead to an increase in employment of 0.9 percentage points. The effect is reflected in the increase in both rural and urban incomes and a small improvement in income distribution.     The main goal of MoveUs project http://www.moveus-project.eu is to design, implement, pilot, evaluate, disseminate and exploit a number of ICT tools for smart mobility in smart cities, with the aim of radically change the European users’ mobility habits by offering intelligent and personalized travel information services, helping people to decide the best transport choice and providing meaningful feedback on the energy efficiency savings obtained as a result. The paper focus on the services developed for the Madrid use case: • A smart crossing service: allows pedestrians to activate a request for green light, but also takes into account the real-time status of the intersection, and directly interacts with the traffic control center and extends the green phase if needed. • A bus priority service: prioritizes delayed buses at selected crossings in order to optimize travel time and frequency, improving also the efficiency of this mode of transport. • A trip planning and info mobility service: calculates the best multimodal journey option, taking into account different parameters such as time, energy efficiency, incentives, etc

    Avoiding disclosure of individually identifiable health information: a literature review

    Achieving data and information dissemination without arming anyone is a central task of any entity in charge of collecting data. In this article, the authors examine the literature on data and statistical confidentiality. Rather than comparing the theoretical properties of specific methods, they emphasize the main themes that emerge from the ongoing discussion among scientists regarding how best to achieve the appropriate balance between data protection, data utility, and data dissemination. They cover the literature on de-identification and reidentification methods with emphasis on health care data. The authors also discuss the benefits and limitations for the most common access methods. Although there is abundant theoretical and empirical research, their review reveals lack of consensus on fundamental questions for empirical practice: How to assess disclosure risk, how to choose among disclosure methods, how to assess reidentification risk, and how to measure utility loss.public use files, disclosure avoidance, reidentification, de-identification, data utility
