    PACIOLI 10; European farmers and the growing of data

    The Pacioli network explores the needs for and feasibility of innovation in farm accounting and its consequences for data gathering for policy analysis in Farm Accountancy Data Networks (FADNs). PACIOLI 10 was held in Motta di Livenza, near Venice, Italy, in December 2002. This workshop report presents the papers. In the 10th Pacioli workshop special attention was given to a number environmental topics, using micro data. Other topics include policy models, farm safety nets, corporate social responsibility, software development, representativity in data networks and farm auditing. In addition results of the workgroup sessions on the creation of a thematic network are reported

    Time to look for evidence : Results-based approach to biodiversity conservation on farmland in Europe

    Increased use of annual payments to land managers for ecological outcomes indicates a growing interest in exploring the potential of this approach. In this viewpoint, we drew on the experiences of all schemes paying for biodiversity outcomes/results on agricultural land operating in the EU and EFTA countries with the aim of reviewing the decisive elements of the schemes' design and implementation as well as the challenges and opportunities of adopting a results-based approach. We analysed the characteristics of results-based schemes using evidence from peer-reviewed literature, technical reports, scheme practitioners and experts in agri-environment-climate policy. We developed a typology of the schemes and explored critical issues influencing the feasibility and performance of results-based schemes. The evidence to date shows that there are at least 11 advantages to the results-based approach not found in management-based schemes with similar objectives, dealing with environmental efficiency, farmers' participation and development of local biodiversity-based projects. Although results-based approaches have specific challenges at every stage of design and implementation, for many of these the existing schemes provide potential solutions. There is also some apprehension about trying a results-based approach in Mediterranean, central and eastern EU Member States. We conclude that there is clear potential to expand the approach in the European Union for the Rural Development programming period for 2021-2028. Nevertheless, evidence is needed about the approach's efficiency in delivering conservation outcomes in the long term, its additionality, impact on the knowledge and attitudes of land managers and society at large, development of ways of rewarding the achievement of actual results, as well as its potential for stimulating innovative grassroots solutions.Peer reviewe

    The European Union’s Farm-to-Fork Strategy sets out its ambitions and approach to how European’s value food sustainability, and the accompanying opportunities for improving the environment as well as the lifestyles and health of EU citizens. It identifies the role of agroecological approaches in primary production as one of the means by which these ambitions can be achieved, through new knowledge and innovations in land management and supply chains. This article concludes the Special Issue on the EU Horizon 2020 projects LIFT and UNISECO, synthesising requirements for the realisation of transitions to agroecology in Europe. It reports the key needs identified of developing human capital, partnerships, cooperation and social capital, access to data and tools, and the links between these needs and relevant EU and national level policies.Les systèmes alimentaires doivent être réorientés pour mieux prendre en compte les interactions avec l’environnement, l’économie, la santé et la société. Les transitions vers des pratiques et des systèmes agricoles agroécologiques peuvent relier les domaines de l’action publique et permettre d'atteindre des objectifs environnementaux, économiques et sociaux. Ces transitions fournissent une perspective pour examiner les politiques, les pratiques et les comportements des acteurs des systèmes agricoles et des chaînes de valeur, l’identifi cation des obstacles à l'adoption et les domaines d’action publique auxquels ils contribuent ou qui présentent des lacunes. Le développement du capital social et humain et de structures de gouvernance qui permettent les transitions vers l’agroécologie est la clé de leurs chances de succès. L’éducation et l’apprentissage tout au long de la carrière sont essentiels pour développer les connaissances et les compétences des jeunes générations de gestionnaires fonciers et d’autres acteurs des chaînes de valeur, tout au long de leur carrière. Le résultat recherché est une compréhension partagée des avantages des pratiques et des systèmes agroécologiques, créant des opportunités pour rééquilibrer les politiques vers la neutralité climatique, inverser la perte de biodiversité et renforcer les droits des citoyens. Pour concrétiser ces opportunités, les politiques et stratégies doivent être cohérentes à tous les niveaux territoriaux et systémiques, et adaptées au lieu, au système, aux personnes et aux étapes des transitions. Dans l’ensemble, elles devraient être conçus pour garantir que tous les citoyens bénéfi cient des transitions vers des systèmes agricoles agroécologiques, sur le long terme, et que personne ni aucun lieu ne soit désavantagé par les processus de changement ou les résultats escomptés.Die Lebensmittelsysteme müssen neu ausgerichtet werden, um den Wechselwirkungen zwischen der Umwelt, der Wirtschaft, der Gesundheit und der Gesellschaft stärker Rechnung zu tragen. Die Umstellung auf agrarökologische Anbaumethoden und - systeme kann die Politikbereiche miteinander verbinden und zur Erreichung ökologischer, wirtschaftlicher und sozialer Ziele beitragen. Sie bieten einen Ansatzpunkt für die Überprüfung der Politik, der Praxis und der Verhaltensweisen der Akteure in landwirtschaftlichen Systemen und Wertschöpfungsketten. Des Weiteren helfen sie bei der Ermittlung von Umsetzungsbarrieren und von Politikbereichen, zu denen sie beitragen oder in denen es Lücken gibt. Die Entwicklung von Sozial- und Humankapital sowie von Governance- Strukturen – die den Übergang zur Agrarökologie ermöglichen – sind ein wesentlicher Erfolgsfaktor. Bildung und lebenslanges Lernen sind ein zentraler Baustein, um die Kenntnisse und Fähigkeiten der jüngeren Generationen von Landwirten und Landwirtinnen und anderen Akteuren in den Wertschöpfungsketten zu entwickeln. Das angestrebte Ergebnis ist ein gemeinsames Verständnis über die Vorteile agrarökologischer Praktiken und Systeme. Dieses schafft Möglichkeiten für eine Neuausrichtung der Politik im Hinblick auf Klimaneutralität, Umkehrung des Verlusts der biologischen Vielfalt und Stärkung der Rechte der Bürger. Zur Verwirklichung der Möglichkeiten, sollten Politiken und Strategien über territoriale und Systemebenen hinweg kohärent und auf Ort, System, Menschen und Phasen des Übergangs zugeschnitten sein. Insgesamt sollten sie so konzipiert sein, dass alle Bürgerinnen und Bürger langfristig von der Umstellung auf agrarökologische Bewirtschaftungssysteme profi tieren und dass niemand oder kein Ort durch den Veränderungsprozess oder das angestrebte Ergebnis benachteiligt wird

    Cost effectiveness of Greenhouse gases mitigation measures in the European agro-forestry sector: a literature survey

    Over the last 20 years, climate change has become an increasing concern for scientists, public opinions and policy makers. Due to the pervasive nature of its impacts for many important aspects of human life, climate change is likely to influence and be influenced by the most diverse policy or management choices. This is particularly true for those interventions affecting agriculture and forestry: they are strongly dependent on climate phenomena, but also contribute to climate evolution being sources of and sinks for greenhouse gases (GHG). This paper offers a survey of the existing literature assessing cost-effectiveness and efficiency of greenhouse gas mitigation strategies or the effects of broader economic reforms in the agricultural and forestry sectors. The focus is mainly on European countries. Different methodological approaches, research questions addressed and results are examined. The main findings are that agriculture can potentially provide emissions reduction at a competitive cost, mainly with methane abatement, while carbon sequestration seems more cost-effective with appropriate forest management measures. Afforestation, cropland management and bioenergy are less economically viable measures due to competition with other land use. Mitigation policies should be carefully designed either to balance costs with expected benefits in terms of social welfare. Regional variability is one of the main drawbacks to fully assess the cost-effectiveness of different measures. Integration of models to take into account both social welfare and spatial heterogeneity seems to be the frontier of the next model generation

    Nel presente lavoro si \ue8 compiuta una verifica empirica di alcune conseguenze della nuova Pac mediante l\u2019applicazione di un modello econometrico. In particolare, prendendo in considerazione un campione di aziende venete aderenti alla RICA (Rete di Informazione Contabile Agricola) nel periodo 1990-1995, si sono stimate le variazioni dell\u2019offerta delle imprese agricole in seguito alla riforma sui seminativi (reg. 1765/92). Successivamente, utilizzando i risultati dell\u2019analisi empirica, sono state compiute alcune simulazioni riguardanti i possibili cambiamenti della politica agricola comunitaria e internazionale del prossimo futuro
