    Going Home after Hurricane Katrina: Determinants of Return Migration and Changes in Affected Areas

    This paper examines the decision of Hurricane Katrina evacuees to return to their pre- Katrina areas and documents how the composition of the Katrina-affected region changed over time. Using data from the Current Population Survey, we show that an evacuee’s age and the severity of damage in an evacuee’s county of origin are important determinants of whether an evacuee returned during the first year after the storm. Blacks were less likely to return than whites, but this difference is primarily related to the geographical pattern of storm damage rather than to race per se. The difference between the composition of evacuees who returned and the composition of evacuees who did not return is the primary force behind changes in the composition of the affected areas in the first two years after the storm. Katrina is associated with substantial shifts in the racial composition of the affected areas (namely a decrease in the percentage of residents who are black) and an increasing presence of Hispanics. Katrina is also associated with an increase in the percentage of older residents, a decrease in the percentage of residents with low income/education, and an increase in the percentage of residents with high income/education.Hurricane Katrina; Geographic Mobility; Return Migration; Disasters

    Collinear Microstrip Patch Antenna

    The paper presents a brief overview of the development of so called collinear types of antenna arrays. A new type of this structure in microstrip technology is further introduced. The principle of the antenna operation is explained via surface current distribution of excited modes. Such distribution is reached via geometrical perturbation of a radiating element by slots introduced in such a way that they e liminate radiation from even half current wavelengths . The initial design and optimization of the prototype operating in RFID band (869 MHz) has been performed in planar simulator Zeland IE3D. A prototype has been realized and measured. The reached results show that the presented antenna has directional character as it can be expected due to the proposed technology and the presence of a planar ground plane

    A wide variety of traffic control devices are used in work zones, some of which are nont ormally found on the roadside or in the traveled way outsideofthe work zones. These devices are used to enhance the safety of the work zones by controlling the traffic through these areas. Due to the placement of the traffic control devices, the devices themselves may be potentially hazardous to both workers and errant vehicles. The impact performance of many work zone traffic control devices is mainly unknown and to date limited crash testing has been conducted under the criteria of National Cooperative Highway Research Program (NCHRP) Report No. 350, Recommended Procedures for the Safety Performance Evaluation of Highway Features. The objective of the study was to evaluatethe safety performance of existing skid-mounted sign supports through full- scale crash testing. Two full-scale crash tests were conducted on skid-mounted sign supports to determine their safety performance according to the Test Level 3 (TL-3) criteria set forth in the NCHRP Report No. 350. The safety performancevaluations indicate that these skid-mounted sign supports did not perform satisfactorily in the full-scale crash tests. The results of the crash tests were documented, and conclusions and recommendations pertaining tothe safety performance of the existing work zone traffic control devices were made
