    A study of the Russian acquisition of the French Mistral amphibious assault warships

    In 2009, Moscow opened negotiations with Paris to purchase the Mistral class amphibious assault ship. In December 2010, Russia indicated that it was prepared to move forward with an agreement to buy two Mistral class warships, with the option of building two more jointly at a Russian shipyard. Neither Russia, nor the Soviet Union ever possessed a vessel with the capabilities of the Mistral class. An amphibious assault ship would be a new addition to the Soviet/Russian naval arsenal. The fact that Russia must turn to foreign suppliers to modernize its fleet capabilities indicates that Russia's domestic arms industry lacks the capability to produce a range of modern warships. The Mistral is the first significant arms sale of a major NATO power (France) to a country that some still see as a threat. For this reason, the sale has raised fears among the smaller NATO members, who charge that Paris has brushed aside their security concerns for national and economic reasons.     The Evolution of the Rate of Unemployment in Ireland 1962-1983. Quarterly Economic Commentary Special Article, May 1984

    For decades an objective of policy in Ireland has been to lower the rate of unemployment - indeed to achieve full employment. Yet instead of falling, the rate of unemployment has increased rather dramatically to record levels. Many possible explanations for this state of affairs have been advanced. One view looks at the demand for labour and points to the slow growth in the world economy and to a failure of real wages to respond sufficiently to the energy price shocks of the 1970s. Job losses in the 1970s and 1980s have been the key source of unemployment according to this view. An alternative interpretation notes the sharp reversal of net emigration during the last decade and a half and attributes the growth in unemployment to a corresponding surge in labour supply at home. According to a third, less plausible perspective, the increase in unemployment is largely a function of an increase in the propensity of those not genuinely seeking work to apply for (increasingly generous) unemployment assistance or benefits or in an increase in the time spent searching for suitable jobs. Probably each of the three factors has played a part in governing the evolution of the rate of unemployment in Ireland over the past two decades, though their relative importance is the subject of much dispute--. In other larger countries, unemployment has also increased sharply. The role of migration there is obviously small, and the explanation is usually shared between the other two factors. For Ireland, however, migration may be a dominant element in the long run providing the link with unemployment conditions in other countries

    Formation of Uniaxial Molecular Films by Liquid-Crystal Imprinting in a Magnetic Field

    Scanning tunneling microscopy was used to study molecular order in monolayer organic films formed by solution-phase growth from thermotropic liquid crystal solvents. The films develop macroscopically uniaxial alignment, with adlayer orientation controlled by an external magnetic field through interactions mediated by the liquid crystal. Results are presented for two films deposited from nematic and smectic- A solvents, along with a discussion of the alignment mechanism

This response is regulated by the chemotaxis signalling pathway, which has an important feature: it uses feedback to 'reset' (adapt) the bacterial sensing ability, which allows the bacteria to sense a range of background environmental changes. The role of this feedback has been studied extensively in the simple chemotaxis pathway of Escherichia coli. However it has been recently found that the majority of bacteria have multiple chemotaxis homologues of the E. coli proteins, resulting in more complex pathways. In this paper we investigate the configuration and role of feedback in Rhodobacter sphaeroides, a bacterium containing multiple homologues of the chemotaxis proteins found in E. coli. Multiple proteins could produce different possible feedback configurations, each having different chemotactic performance qualities and levels of robustness to variations and uncertainties in biological parameters and to intracellular noise. We develop four models corresponding to different feedback configurations. Using a series of carefully designed experiments we discriminate between these models and invalidate three of them. When these models are examined in terms of robustness to noise and parametric uncertainties, we find that the non-invalidated model is superior to the others. Moreover, it has a 'cascade control' feedback architecture which is used extensively in engineering to improve system performance, including robustness. Given that the majority of bacteria are known to have multiple chemotaxis pathways, in this paper we show that some feedback architectures allow them to have better performance than others. In particular, cascade control may be an important feature in achieving robust functionality in more complex signalling pathways and in improving their performance

    Growth and mass wasting of volcanic centers in the northern South Sandwich arc, South Atlantic, revealed by new multibeam mapping

    New multibeam (swath) bathymetric sonar data acquired using an EM120 system on the RRS James Clark Ross, supplemented by sub-bottom profiling, reveals the underwater morphology of a not, vert, similar 12,000 km2 area in the northern part of the mainly submarine South Sandwich volcanic arc. The new data extend between 55° 45′S and 57° 20′S and include Protector Shoal and the areas around Zavodovski, Visokoi and the Candlemas islands groups. Each of these areas is a discrete volcanic center. The entirely submarine Protector Shoal area, close to the northern limit of the arc, forms a 55 km long east–west-trending seamount chain that is at least partly of silicic composition. The seamounts are comparable to small subaerial stratovolcanoes in size, with volumes up to 83 km3, indicating that they are the product of multiple eruptions over extended periods. Zavodovski, Visokoi and the Candlemas island group are the summits of three 3–3.5 km high volcanic edifices. The bathymetric data show evidence for relationships between constructional volcanic features, including migrating volcanic centers, structurally controlled constructional ridges, satellite lava flows and domes, and mass wasting of the edifices. Mass wasting takes place mainly by strong erosion at sea level, and dispersal of this material along chutes, probably as turbidity currents and other mass flows that deposit in extensive sediment wave fields. Large scale mass wasting structures include movement of unconsolidated debris in slides, slumps and debris avalanches. Volcanism is migrating westward relative to the underlying plate and major volcanoes are asymmetrical, being steep with abundant recent volcanism on their western flanks, and gently sloping with extinct, eroded volcanic sequences to their east.     P. aeruginosa SGNH Hydrolase-Like Proteins AlgJ and AlgX Have Similar Topology but Separate and Distinct Roles in Alginate Acetylation

    The O-acetylation of polysaccharides is a common modification used by pathogenic organisms to protect against external forces. Pseudomonas aeruginosa secretes the anionic, O-acetylated exopolysaccharide alginate during chronic infection in the lungs of cystic fibrosis patients to form the major constituent of a protective biofilm matrix. Four proteins have been implicated in the O-acetylation of alginate, AlgIJF and AlgX. To probe the biological function of AlgJ, we determined its structure to 1.83 Ã… resolution. AlgJ is a SGNH hydrolase-like protein, which while structurally similar to the N-terminal domain of AlgX exhibits a distinctly different electrostatic surface potential. Consistent with other SGNH hydrolases, we identified a conserved catalytic triad composed of D190, H192 and S288 and demonstrated that AlgJ exhibits acetylesterase activity in vitro. Residues in the AlgJ signature motifs were found to form an extensive network of interactions that are critical for O-acetylation of alginate in vivo. Using two different electrospray ionization mass spectrometry (ESI-MS) assays we compared the abilities of AlgJ and AlgX to bind and acetylate alginate. Binding studies using defined length polymannuronic acid revealed that AlgJ exhibits either weak or no detectable polymer binding while AlgX binds polymannuronic acid specifically in a length-dependent manner. Additionally, AlgX was capable of utilizing the surrogate acetyl-donor 4-nitrophenyl acetate to catalyze the O-acetylation of polymannuronic acid. Our results, combined with previously published in vivo data, suggest that the annotated O-acetyltransferases AlgJ and AlgX have separate and distinct roles in O-acetylation. Our refined model for alginate acetylation places AlgX as the terminal acetlytransferase and provides a rationale for the variability in the number of proteins required for polysaccharide O-acetylation

    Leading-effect vs. Risk-taking in Dynamic Tournaments: Evidence from a Real-life Randomized Experiment

    Two 'order effects' may emerge in dynamic tournaments with information feedback. First, participants adjust effort across stages, which could advantage the leading participant who faces a larger 'effective prize' after an initial victory (leading-effect). Second, participants lagging behind may increase risk at the final stage as they have 'nothing to lose' (risk-taking). We use a randomized natural experiment in professional two-game soccer tournaments where the treatment (order of a stage-specific advantage) and team characteristics, e.g. ability, are independent. We develop an identification strategy to test for leading-effects controlling for risk-taking. We find no evidence of leading-effects and negligible risk-taking effects

    Nancy Grace Roman Space Telescope Coronagraph Instrument Overview and Status

    The Nancy Grace Roman Space Telescope Coronagraph Instrument is a critical technology demonstrator for NASA's Habitable Worlds Observatory. With a predicted visible-light flux ratio detection limit of 1E-8 or better, it will be capable of reaching new areas of parameter space for both gas giant exoplanets and circumstellar disks. It is in the final stages of integration and test at the Jet Propulsion Laboratory, with an anticipated delivery to payload integration in the coming year.     Fine-scale simulation of ammonium and nitrate over the South Coast Air Basin and San Joaquin Valley of California during CalNex-2010

    National ambient air quality standards (NAAQS) have been set for PM_2.5 due to its association with adverse health effects. PM_2.5 design values in the South Coast Air Basin (SoCAB) and San Joaquin Valley of California exceed NAAQS levels, and NH^(+)_(4) and NO^(-)_(3) make up the largest fraction of total PM2.5 mass on polluted days. Here we evaluate fine-scale simulations of PM_(2.5) NH^(+)_(4) and NO^(-)_(3) with the Community Multiscale Air Quality model using measurements from routine networks and the California Research at the Nexus of Air Quality and Climate Change 2010 campaign. The model correctly simulates broad spatial patterns of NH^(+)_(4) and NO^(-)_(3) including the elevated concentrations in eastern SoCAB. However, areas for model improvement have been identified. NH_3 emissions from livestock and dairy facilities appear to be too low, while those related to waste disposal in western SoCAB may be too high. Analyses using measurements from flights over SoCAB suggest that problems with NH3 predictions can influence NO^(-)_(3) predictions there. Offline ISORROPIA II calculations suggest that overpredictions of NH_x in Pasadena cause excessive partitioning of total nitrate to the particle phase overnight, while underpredictions of Na^+ cause too much partitioning to the gas phase during the day. Also, the model seems to underestimate mixing during the evening boundary layer transition leading to excessive nitrate formation on some nights. Overall, the analyses demonstrate fine-scale variations in model performance within and across the air basins. Improvements in inventories and spatial allocations of NH_3 emissions and in parameterizations of sea spray emissions, evening mixing processes, and heterogeneous ClNO_2 chemistry could improve model performance
