Beyond the ‘Win-Win’ Rhetoric: Drivers and Limits of the Si-no-Russian Partnership in the Arctic

Get PDF
The article seeks to shed light on a peculiar and generally overlooked dimension of China and Rus-sia’s increasingly intimate strategic partnership, through the assessment of their allegedly cooperative ties in the Arctic region. Accordingly, the exploration untangles the rationale of Sino-Russian in-teractions within the ranks of the Arctic Council, the current outlook of their joint efforts in the ex-ploitation of Arctic resources, and the ongoing attempts to shape a shared vision for the infrastruc-tural development of the Northern Sea Route. With the notable exception of energy cooperation in the Russian far north, this case study seems to suggest that the growing embrace between Moscow and Beijing is ultimately rooted in pragmatic, instrumental and largely opportunistic considerations, which stand at odds with the ‘win-win’ rhetoric endorsed on both sides during high-level summits

Neutron irradiation test on ATLAS MDT chambers

Get PDF
Abstract The Monitored Drift Tubes (MDT) chambers of the ATLAS muon spectrometer are crucial for the identification of high-momentum final-state muons, which represent very promising and robust signatures of physics at the LHC. They will operate in a high rate and high background environment and therefore their performances should not significantly degrade for the whole ATLAS data taking. The maximum expected total flux, mainly consisting of neutrons and photons in the MeV range, is of the order of 5 kHz/cm 2 for the barrel MDTs, while at SLHC, with machine working at higher luminosity, fluxes can be 10 times higher. To test detector robustness, a MDT test chamber was exposed to intensive neutron irradiation at the TAPIRO ENEA-Casaccia Research Center facility

To conduct a cost-effectiveness analysis of alternatives for rehabilitation treatment of mandibular edentulism in the context of the Brazilian Unified Health System (implantsupported total dental prosthesis versus conventional total dental prosthesis). METHODS: A Markov model was developed to capture long-term clinical and economic outcomes. The model’s population was comprised of a hypothetical cohort of 1,000,000 patients, aged 55 years, with total mandibular edentulism and without medical contraindications for performing surgical procedures. The adopted analysis perspective was that of the Brazilian Unified Health System. Based on the proposed model, we calculated cost – in BRL, and effectiveness – measured by quality-adjusted prosthesis year (QAPY). The time horizon of the analysis was 20 years. RESULTS: Considering a 5% discount in costs and effects, the incremental cost-effectiveness ratio of implant-supported total dental prostheses compared to conventional total dental prosthesis (BRL 464.22/QAPY) was lower than the willingness to pay threshold adopted in the model (BRL 3,050.00/QAPY). CONCLUSIONS: The results of this economic analysis showed that the rehabilitation of mandibular edentulous patients by implant-supported total prosthesis is very cost-effective when compared to conventional complete prosthesis, considering the cost-effectiveness limits employed

Measurement of the neutron detection efficiency of a 80% absorber - 20% scintillating fibers calorimeter

The neutron detection efficiency of a sampling calorimeter made of 1 mm diameter scintillating fibers embedded in a lead/bismuth structure has been measured at the neutron beam of the The Svedberg Laboratory at Uppsala. A significant enhancement of the detection efficiency with respect to a bulk organic scintillator detector with the same thickness is observed.Comment: 10 pages, 7 figure

Background: Chronic HIV infection is associated with low-level inflammation and increased risk of chronic diseases and mortality. The objective was to assess the effects of moderate intensity exercise on metabolic and inflammatory markers in HIV-infected treated persons. Methods: This was a pilot study enrolling cART-treated, sedentary persons with metabolic complications in a 12-week protocol, consisting of three sessions per week of 60 min brisk walking with (strength-walk group) or without (walk group) 30 min circuit-training. Assessments at baseline and week 12 (W12) included body morphometrics and total body dual-energy X-ray absorptiometry; lipid and glucose blood profile; plasma level of high sensitivity C-reactive protein (hsCRP), interleukin-6 (IL-6), D-dimer, interleukin-18 (IL-18), soluble CD14, and CD38 and HLA-DR expression on CD4+ and CD8+ T-cells. Results: Forty-nine patients were included and 35 (71%) completed the program: 21 in the walk and 14 in the strength-walk group. At W12, significant improvements were observed of body mass index, waist and hip circumference, and total cholesterol both overall and in the walk group, and of LDL cholesterol in both training groups. In the whole group, significant reductions were observed in hsCRP, IL-6, D-dimer, IL-18, and of CD8 +/CD38+/HLA-DR+ cell frequencies. HsCRP and CD8+/CD38+/HLA-DR+ frequency decreased significantly in both training groups when examined separately whereas IL-6 and D-dimer in the walk group only. Conclusions: Brisk walking, with or without strength exercise, could improve lipid profile and inflammatory markers in chronic HIV infection

Improving assessment and management of pain in hemophilia. An Italian Delphi consensus statement

Get PDF
: Comprehensive evidence-based guidelines and well-validated assessment scales for pain in people with hemophilia (PwH) are needed. Here, we report 28 statements covering five topics on pain assessment and management in pediatric and adult PwH that were developed by 60 Italian hemophilia specialists during a Delphi consensus process. Overall, a clear consensus was achieved for 19 of the 28 statements. Consensus was reached on all statements on the topic of pain assessment and quality of life (QoL), including the need for regular pain assessment on a quantitative scale, the importance of distinguishing between different pain types, and the need to evaluate the impact of pain on patient QoL. The other four topics concerned acute and chronic pain management in adults and in children. Consensus was reached on statements regarding non-pharmacologic treatment and the use of first-line paracetamol (acetaminophen). There was a lack of consensus regarding the use of non-steroidal anti-inflammatory drugs, cyclooxygenase-2 inhibitors, or opioids
