    How Does Citizen Science "Do" Governance? Reflections from the DITOs Project

    Citizen science (CS) is increasingly becoming a focal point for public policy to provide data for decision-making and to widen access to science. Yet beyond these two understandings, CS engages with political processes in a number of other ways. To develop a more nuanced understanding of governance in relation to CS, this paper brings together theoretical analysis by social science researchers and reflections from CS practice. It draws on concepts from Science and Technology Studies and political sciences as well as examples from the "Doing-It-Together Science" (DITOs) project. The paper develops a heuristic of how CS feeds into, is affected by, forms part of, and exercises governance. These four governance modes are (1) Source of information for policy-making, (2) object of research policy, (3) policy instrument, and (4) socio-technical governance. Our analysis suggests that these four dimensions represent different conceptions of how science and technology governance takes place that have not yet been articulated in the CS literature. By reflecting on the DITOs project, the paper shows how this heuristic can enrich CS. Benefits include project organisers better communicating their work and impacts. In its conclusion, the paper argues that focusing on the complexity of governance relations opens up new ways of doing CS regarding engagement methodologies and evaluation. The paper recommends foregrounding the broad range of governance impacts of CS and reflecting on them in cooperation between researchers and practitioners

    Strengths-Weaknesses-Opportunities-Threats analysis of carbon footprint indicator and derived recommendations

    ABSTRACT: Demand for a low carbon footprint may be a key factor in stimulating innovation, while prompting politicians to promote sustainable consumption. However, the variety of methodological approaches and techniques used to quantify life-cycle emissions prevents their successful and widespread implementation. This study aims to offer recommendations for researchers, policymakers and practitioners seeking to achieve a more consistent approach for carbon footprint analysis. This assessment is made on the basis of a comprehensive Strengths-Weaknesses-Opportunities-Threats or SWOT Analysis of the carbon footprint indicator. It is carried out bringing together the collective experience from the Carbonfeel Project following the Delphi technique principles. The results include the detailed SWOT Analysis from which specific recommendations to cope with the threats and the weaknesses are identified. In particular, results highlight the importance of the integrated approach to combine organizational and product carbon footprinting in order to achieve a more standardized and consistent approach. These recommendations can therefore serve to pave the way for the development of new, specific and highly-detailed guidelines

    Evaluating the Efficacy of a Mental Models Approach for Improving Occupational Chemical Risk Protection

    Chemical risk protection in the workplace relies partly on informing workers about possible risks using material safety data sheets (MSDS). This article reports on phase 2 of a project (phase 1 reported in Cox et al.), which employed a mental models approach to improve on data sheets as communicative interventions for perchloroethylene in dry cleaning and rosin-based solder flux in the electronics industry within small businesses in the United Kingdom (small enterprises (SEs) < 25 employees in the workplace). It focuses on the efficacy of a multimethod evaluation strategy to assess (1) the capacity of a mental models approach to yield contextually relevant data for intervention design and (2) the effectiveness of the strategy itself in validating the mental models data. The evaluation was conducted using postal questionnaires and semi-structured verbal protocols to provide responses to the alternative intervention content and to prioritize risk messages. User discussion groups were then employed, particularly as a means of establishing whether contextual information could be obtained that would differ qualitatively from the kind elicited through individual (semi) structured methods. We conclude that the mental models approach as part of an iterative process including systematic multimethod evaluation is successful in supporting the design of relevant communications to the users of chemicals. The overall viability of communicative interventions in the context of health and safety in small businesses remains in question. Future research might aim to develop a more holistic approach to interventions in complex occupational contexts

    Locating scientific citizenship: The institutional contexts and cultures of public engagement

    In this article, we explore the institutional negotiation of public engagement in matters of science and technology. We take the example of the Science in Society dialogue program initiated by the UK's Royal Society, but set this case within the wider experience of the public engagement activities of a range of charities, corporations, governmental departments, and scientific institutions. The novelty of the analysis lies in the linking of an account of the dialogue event and its outcomes to the values, practices, and imperatives-the institutional rationality-of the commissioning organization. We argue that the often tacit institutional construction of scientific citizenship is a critical, and relatively undeveloped, element of analysis-one that offers considerable insight into the practice and democratic implications of engaging publics in science and science policy. We also present evidence indicating that over time the expanding "capacities" associated with dialogue can act in subtle ways to enroll other elements of institutional architectures into more reflexive modes of thinking and acting. In the concluding section of the article, we consider the ways in which research and practice could (and we believe should) engage more squarely with facets of institutional context and culture

    Systems-of-systems analysis of national infrastructure

    National infrastructure is as much a priority in countries with a large stock of ageing infrastructural assets as it is for rapidly industrialising economies. Increasing attention is being paid to the risk and opportunities that the growing interdependence between infrastructural systems brings. However, there is no current methodology to enable long-term planning and future performance assessment of interdependent infrastructural systems. This paper makes the case for a long-term, cross-sectoral approach to analysing and planning the performance of national infrastructure systems. Such an approach is required to develop credible long-term visions for infrastructure provision and to analyse system performance across a range of possible futures. A preliminary version of a system-of-systems analysis for the UK is presented as an example. The implementation of a comprehensive, model-based approach is currently well under way
